The European Union defence sector is not only crucial for the EU's security, but it is also a major industrial asset for EU member states, as it may foster innovation and greater integration among member states, as well as facilitate technology transfer. The understanding of and inferences about the sector, however, are laborious since data on the defence industry in Europe is often contradictory and confused and it is mostly compared at the national not at the European level. As a contribution to address such shortcomings and as opening piece for this Special Issue, this article focuses on the finding, collecting, cleaning, and organizing data on the geographical concentration/location of EU defence industries. This is a fully original descriptive analysis of the current situation, and it provides a reliable basis on the concentration/location of defence companies. This paper represents a firm basis from which to explore (in future research) how defence companies contribute to the technological integration of the EU and it should help the reader to better understand the following articles in this Special Issue. Agricultural production in Europe has been focused on increasing its efficiency and improving its ecological imprint. New digital technologies have created opportunities to achieve these goals and thus created a competition among producers for their implementation on a large scale. In the meantime, CAP of EU has presented multiple forms of support for the digital transformation of the sector. The goal of this study is to analyze the key points of digital transformation of agricultural production in Europe and distinguish the opportunities for technological adaptation of digital solutions in Bulgaria. In order to achieve this goal the following tasks must be solved: to analyze the means of digital transformation of food production in Europe and its main advantages; to recognize the opportunities for transfer of technologies and solutions adapted for the Bulgarian agricultural sector. Seed transmission is a key point of the CBB disease cycle, favouring both vertical transmission of the pathogen and worldwide distribution of the disease through global seed trade. This paper addresses the economic and environmental effects of three scenarios of change for the electricity sector in Spain, in line with the European Union targets: (1) to address the low trade with the rest of Europe, increasing the integration with the European network; (2) to enhance environmental sustainability, increasing the use of renewable energy sources, while decreasing the use of brown energy sources; and (3) increasing the competitiveness of the Spanish electricity sector. To this end, we develop a computable general equilibrium model, with 72 productive sectors, eleven of which are energy sectors, where electricity is disaggregated into five production technologies and transmission, distribution, commercialization, and related activities. The model is calibrated on a previously developed input-output table with this detailed disaggregation for Spain for 2013. Tackling climate change requires to decarbonize all energy applications. To that end, producing hydrogen from low-carbon electricity and water by means of water electrolysis is garnering increasing attention. Hydrogen can indeed be used directly or further synthetized into chemical compounds that replace fossil fuels, hence providing a solution to address energy applications ill-suited for direct electrification. This concept, coined as power-to-X (PtX), remains yet in a formative phase characterized by high uncertainty. This paper takes on a technological innovation system (TIS) approach to examining the development of PtX in Europe. TIS surmises that technology diffusion is influenced by the structures of the socio-technical system it is part of and by how the latter functions. The case study engages TIS with the complexity of multi-sectoral, multi-purpose technology and explores the incorporation of social network analysis to scrutinize application configuration. The paper finds that the European PtX-TIS is growing and shows early signs of system building motor of innovation. Due to numerous idiosyncratic features, a profound variety in the level of development and in the nature of regional innovation systems is often acknowledged. This paper has aimed to contribute to existing research by unraveling mutual relationships among knowledge bases, R&D structure and innovation performance of European regions. Our analysis showed that the differences among the European regions in their prevailing knowledge base and in the absolute and relative sizes of key segments of R&D systems are systematic and mutually interwoven. Generally, advanced regions are often typified by the lowest share of synthetic knowledge base and either by a dominance of the private R&D or by a relatively balanced structure between private and public R&D, while the opposite holds for lagging regions. This paper aims to advance a model able to explain the synchronization tendency in energy consumption, under the impact of international technology transfers. The key argument is related to the differences in energy consumption efficiency of local and foreign technologies. One direct testable consequence of the model is that there might be a certain correlation between the energy consumption between countries and/or economic areas where a free movement of capital goods and technologies takes place. Hence, it is further tested, in the framework of a multivariate spectrum analysis, the case of energy consumption synchronization between Europe and, respectively, United States and Japan for a time span between 1981 and 2011 based on the data provided by U.S. Energy Information Administration. There are evidences of a leading behavior of energy consumption in United States and Japan in respect to Europe as well as of short-run phase delays of 2 up to 5 months. [ABSTRACT FROM AUTHOR]

In this introduction, we revisit major discussions around historical themes and historiographical issues that took place during the fifteen-year life of STEP (Science and Technology at the European Periphery). We will attempt to draw the profile of STEP, and put forth some concrete proposals as to its prospects of collaboration with other groups and societies. We also elaborate on the rationale behind the selection of topics presented in this issue, analyse questions posed and challenges faced, and offer some historiographical comments on the potential of the STEP perspective in the context of international scholarship. The TP of 193 internationalized innovative firms/establishments in Andalusia is studied with the data from a self-designed survey. The objectives: to identify the key variables of TP and technology adoption and to obtain a taxonomy of firms, thus enabling the study of the capacity to absorb technology and to transfer this to the regional market. This paper provides the key variables of TP, which are organizational capacity and the development of own technology. It has been established that the purchase of machinery predominates and that technology transfer has a limited effect in the region. It is noted that the classifications of Pavitt and Soete and Miozzo are not consistent with the performance of these firms in peripheral European regions. We examine the various forces influencing the development and uptake of environmentally beneficial technical changes, focusing on airline technology. Within this context, we consider not only the nature of competition within the final market in which aircraft, an intermediate product, are sold, but also that of the product market itself, the commercial airline industry. The reasons for the gradual reduction in CO 2 per seat per aircraft movement in aircraft design are examined in terms of the real costs of aviation fuel, changes in the nature of the supply industry, the movement towards carbon cap-trade policies, and endogenous technical progress in the technology of the industry. The latter being taken as an empirical proxy for the role market forms play in influencing the fuel efficiency of the types of aircraft used. The results support the existence of these latter forces on the demand for aircraft types, allowing for other influences that affect aircraft technology. [ABSTRACT FROM AUTHOR]

Central to the EU regional development strategy is the idea that cohesion funding will allow lagging regions to develop their capacity so that they can develop their R&D to levels that can be funded by Framework. Using a European funded (ERDF) NPP project – MicrE as a case study, this paper considers how, through a transnational programme, this might work in practice. MicrE's main aim was to provide a service to develop and promote innovative small-scale renewable energy solutions for rural small and medium-sized enterprises (SMEs) in the northern periphery of Europe. Concentrating on Northern Ireland, this paper provides a micro and macro-level assessment of the key challenges associated with adopting renewable energy technologies by SMEs; and the future development of public policy aimed at developing SME capacity by encouraging knowledge transfer and supporting their R&D efforts. Abstract: The paper surveys recent empirical research on academic patenting in Europe, with particular emphasis on efforts to quantify the relevance of the phenomenon on the basis of inventors’ data. The methodological novelty of classifying patents by inventor, rather than applicant, is justified by the legal and institutional peculiarities of European countries, and bears results in terms of bringing to light previously ignored evidence. Academics are found to contribute significantly to patenting activities in Europe, especially in science-based technologies such as Pharmaceuticals & Biotechnology, followed by Chemicals & Materials, Measurement & Scientific Instruments, and Electrical Engineering & Electronics. Academic inventors appear to enjoy high academic status, as measured by their scientific productivity, and to occupy central positions in networks of inventors. Ongoing research on the value of academic patents, largely based on patent citation analysis, suggests that the latter are more original and general than non-academic ones, but unlikely to be more highly cited. Based on experiences gained in the frame of a networking scheme that involves universities from Latin America and Europe, this article addresses international technology transfer (ITT) of climate technology through networks bridging current knowledge and technology gaps between academia, businesses, authorities, and civil society. It is argued that higher education institutions (HEIs) can make a substantial contribution to a sustainable socioeconomic development in Latin America (LA) and at the same time reduce its social vulnerability to climate change impacts. Most research and development in LA is carried out in HEIs, not in industry. Consequently, research agendas are uncoupled from business needs, and university research remains largely uncommercialized. Further, spillover effects, which may benefit businesses in the home country, remain limited. This article raises some opportunities for Latin American HEIs to drive the improvement of local adaptive capacity through ITT and creation of the corresponding capacities, especially in terms of research and development, consultancy, and qualification of human capital in the field of climate technologies. It is argued that climate change poses many challenges to all sectors of society, and the improved international transfer of knowledge and climate technology may result in reducing social and economic vulnerability to future climate impacts in LA. Finally, some recommendations are given that may support current efforts to reduce the overall vulnerability to climate impacts through fostering the social and economic development in Latin America by means of ITT. The article argues that at the beginning of the 1960s Western Europe, and Germany in particular, retained a crucial role in American global strategy, and that keeping the Atlantic alliance solid and cohesive remained a key goal of the new Kennedy administration that took office in January 1961. Europe at this time was still the main arena of the cold war. Yet this constant objective of American cold war strategy had to be balanced against other realities of the new phase of the global confrontation, such as the emergence of the 'third world' and the new threat represented by Soviet Intercontinental Ballistic Missiles (ICBMs). Abstract: The article focuses on the continuing requirement for patent libraries to adapt to the changing global environment in patent information. The drivers of these changes are outlined, including the ever-increasing inputs to, and publications of, the intellectual property offices, especially those in East Asia, allied to the changed priorities of SME users of patent information, from relatively basic information to more sophisticated searches and advice in the business-related environment. The author then reports the current views of the European PATLIB network on their future priorities for services such as database searches, training of IP users, technology transfer advice, and networking with partners who can provide complementary services. Some initiatives within the EPO’s policy for cooperation with member states are outlined, such as raising awareness and use of the patent system, patent information, and the exploitation of IP rights, especially amongst educational organisations and institutes and SMEs. The author accordingly argues that it is only through such adaptation that PATLIB centres will be able to provide higher quality, customer-related, added value services in support of innovation that are needed by users. The article presents a research paper which compares the nature and degree of difference in foresight style throughout six world regions in Europe. It explores the influences of political, socio-economic and cultural conditions on foresight style and the potential of policy tool transfer and international learning to reduce such influences. It tests the hypothesis that foresight style is being affected by regional contexts by considering domain coverage, time horizons, and political and economic traditions. Results demonstrate the variance of foresight style dimensions between regions in terms of domain areas, time horizons, and participation levels and group identity.

Marine peptides are one of the richest sources of structurally diverse bioactive compounds and a considerable attention has been drawn towards their production and bioactivity. However, there is a paucity in consolidation of emerging trends encompassing both production techniques and biological application. Herein, we intend to review the recent advancements on different production, purification and identification technologies used for marine peptides along with presenting their potential health benefits. Bibliometric analysis revealed a growing number of scientific publications on marine peptides (268 documents per year) with both Asia (37.2%) and Europe (33.1%) being the major contributors. Extraction and purification by ultrafiltration and enzymatic hydrolysis, followed by identification by chromatographic techniques coupled with an appropriate detector could yield a high content of peptides with improved bioactivity. Moreover, the multifunctional health benefits exerted by marine peptides including anti-microbial, antioxidant, anti-hypertension, anti-diabetes and anti-cancer along with their structure–activity relationship were presented. The future perspective on marine peptide research should focus on finding improved separation and purification technologies with enhanced selectivity and resolution for obtaining more novel peptides with high yield and low cost. In addition, by employing encapsulation strategies such as nanoemulsion and nanoliposome, oral bioavailability and bioactivity of peptides can be greatly enhanced. Also, the potential health benefits that are demonstrated by in vitro and in vivo models should be validated by conducting human clinical trials for a technology transfer from bench to bedside. We have been teaching applied molecular genetics to engineers and adapted the teaching methodology to the European Credit Transfer System. We teach core principles of genetics that are universal and form the conceptual basis of most molecular technologies. The course then teaches widely used techniques and finally shows how different techniques can be put together to solve specific technological problems from the environmental and food industry. Students from Spain, France, Turkey, and Poland have been able to understand and use simple scientific literature and propose experimental strategies as essays to tackle simple problems of technical interest. The article draws on a thematic evaluation of Research Technological Development and Innovation (RTDI) related actions supported by the Structural Funds to assist declining industrial areas or Objective 2 regions, during the period between 1989 and 1999. Over the 10 year period, three main approaches were identified in Objective 2 regions, the last two becoming predominant during the latter part of the period: technology push with funding of large projects such as science parks and research facilities; technology transfer with measures to disseminate technology; and demand pull with clearly identified and self contained RTDI priorities. While drawing lessons from the last decade, the paper also integrates some preliminary observations on structural funds investments for innovation during the current 2000-2006 programming period and concludes with a review of possible scenarios for the further development of RTDI in lagging regions in the framework of the Lisbon Strategy. This article presents an analysis on the new rules governing the licensing of patents, know-how, and copyright implemented by the European Union (EU) in Europe on April 7, 2004. The new regulations were declared after the European Commission (EC) acquired the new Technology Transfer Block Exemption Regulation (TTBER) which displaced the competition structure for technology transfer agreements that had been established since 1996. The new rules consist of the decrees practiced by the TTBER and a set of guidelines elaborating an analytical approach to technology transfer agreements adopted by the EC.

The article reports on the success of the global technology transfer in the research community. The researchers, scholars and policymakers are making legislation which allows for equitable distribution of intellectual property arising from funded research. The analysts believe that the European effort is in progress due to the large number of cross-national and cross-framework policies that must be bridged to foster global European competitiveness. The national and multinational bodies in Europe are moving forward with new rounds of publicly funded precompetitive technology and with technology transfer activity.

Summary: Central and Eastern Europe countries (CEEC) undertook considerable efforts to include themselves in the main research and development activities in the area of health telematics in Europe. Countries of this region demonstrate diversified environments of economy transformation and health care systems status. The transition phase to market economy brings essential risks to the healthcare system performance. It seems that efforts of developing e-health environment in CEEC could be substantially accelerated by extended co-operation with partners from current member states of the European Union. The PRO-ACCESS project was initiated in the late phase of fifth Framework Programme as supporting action. It focused on the transfer of current concepts in medical telematics to countries remaining in the pre-accession phase. The process of dissemination of up-to-date approaches to e-health environment development is carried out by the Krakow Centre of Telemedicine and is supported by leading health telematics centres in Europe. To accelerate the dissemination activities the network of co-operating centres in CEEC was established. The strategy employed within the PRO-ACCESS project is supposed to yield “critical mass” necessary for facilitating the e-health development in this region of Europe. Stable and sustainable economic development—including that of renewable energy resources (RES)—requires institutional support of an environment that would enable market operations, and support them in case they are ineffective. Innovation brokers, including structured technology transfer networks, play a key role in promoting, disseminating, and liaising between the parties in the RES sector. The aim of the paper is to present the structure of events used to promote RES in Europe by the Enterprise Europe Network in the years 2017–2018; to verify whether the type of promotion instrument used is significantly related to the location of the events organized; to research whether the selection of the supporting partner is determined by the organized event's geographical location. The analysis is carried out by means of an empirical study of the network of innovation brokers, i.e., the Enterprise Europe Network. Additionally, the available data are analyzed in terms of the type of the partner supporting individual events. It has been shown that there is a significant variation in the structure of the types of events for individual regions of Europe. This could mean that the organizers' decisions as to the type of events organized in particular regions of Europe are deliberate and in some way adjusted to the region in which they take place. The author reflects on the European researches on mobility technology for people with disabilities He states that having access to more technology tools is not simply enough to achieve advances that will make a meaningful and positive impact on the lives of the patients who need help. He mentions that real advances in this area will only take place when we place an emphasis on patient or user centered design, implementation and evaluation.

The authors argue for the use of one single source of information and methods to enable a structured and transparent transfer of data and knowledge between countries. They explain that health technology assessments (HTA) is a multidisciplinary process that compiles, analyzes and summarizes information concerning the medical, social, economic and ethical issues linked with the utilization of a health technology. The international cooperation on human papillomavirus (HPV) vaccines and the proliferation of HTA agencies in Europe are discussed. Many studies have investigated different aspects in the decarbonisation of the European housing stock. However, a comprehensive quantitative analysis of the literature on the diffusion of energy efficiency technologies is still missing. We conducted a bibliometric analysis to better understand the knowledge base in the field energy efficiency technology diffusion in the European residential building stock. After the scanning and screening process, we identified 954 scientific articles pertinent to this topic. Through a co-citation network analysis, we generated a visual knowledge structure of the field and by the further investigation of the bibliography we were able to synthesize the state-of-the-art and answer to our initial research questions. Results of the co-citation network show a scattered and fragmented field in many domains. The descriptive analysis highlights this fragmentation, especially on a cross-country level among EU country members. Findings from this study contribute to map the scientific knowledge base in relation to technology diffusion in European residential building projects, identify relevant topic areas, visualize the links between the topics, as well as to recognize research gaps and opportunities. The methodology utilized in this paper proved to be viable approach to map and characterize the knowledge base within a field and can, therefore, be replicated in upcoming studies with analogous ambitions. The European Foundation for Quality Management (EFOM) has arranged a series of eight Guided Study Tours to take place between September 1991 and November 1992. The Commission of the European Communities' SPRINT Program of Transnational Technology Transfer Networks is sponsoring these visits. The last few years have witnessed an important expansion of human DNA sampling and data collecting. This activity has strategic importance for genetic research, clinical care and future treatments. Collections should be maintained and their use optimized. Human DNA, tissue or cell collections and the attached databases have been extensively exchanged for scientific purposes. However, the status of such collections and databases is not well defined and most institutions have no written policies or agreements regarding this activity. Regulations are at an early stage in most European countries and, with the multiplicity of actors and of rules that regulate them, the situation is difficult to comprehend. The rules for exchanging and sharing of information and material are not clear. The notion of return of benefits to research subjects or communities is fairly recent. Collections and databases are expensive to establish and maintain. They are of high interest to scientists, to industrial partners, to health care professionals and ultimately for the community. It is difficult to separate public and private research, as researchers from both sectors are often involved in the same project. While this enables effective technology transfer, it also gives rise to concerns about conflicts of interest. here is a need to promote confidence in research based on DNA collections.
