The Monitoring Framework proposed in the EU27 New Circular Economy Action Plan comprises two mass-based indicators, namely overall recycling rate and recycling rate for specific waste streams. Yet, to monitor and assess the impacts of circular economy, indicators cannot be limited to mass-based indicators; we argue assessments should also include environmental and economic effects. Towards this end, these impacts can be quantified by an advanced model based on life cycle thinking, entailing the use of life cycle assessment and costing (LCA/LCC). Calculating these effects for municipal waste management is challenging due to gaps in available data for estimating generated waste. We propose a methodology to estimate more finely the amounts of waste generated in the Member States, complemented with LCA/LCC. The results highlight that important inconsistencies in municipal waste data reporting exist and that recycling rates calculated from these are lower than hitherto estimated. The impacts quantification shows great performance variation across EU27, with C-footprint ranging from -490 to 539 kg CO 2 -eq. t -1 . Potentials for improvement are substantial and can bring up to 103 Mt CO 2 -eq. additional annual saving, reducing costs (calculated as Full Environmental LCC) of waste management by 8.4 billion EUR and bringing 206,100 new jobs in the sector. The approach presented highlights the rationale for improved data management on waste statistics and the potential for harmonised models. Annually, the EU produces more than 100 million tonnes of urban biowaste, which is largely under-valorized and in some cases even still landfilled without any energy or material recovery. If Europe wants to be ready for the future, it will need to make better use of this large biomass potential within a circular economy approach. The research project funded by the European Commission under the Horizon 2020 programme entitled 'VOLATILE-Biowaste derived volatile fatty acid platform for biopolymers, bioactive compounds and chemical building blocks' aimed to produce volatile fatty acids (VFAs) from biowaste for reprocessing into products, materials or substances to close the material loop. During the project, the partners were able to obtain average volatile fatty acid yields of 627 g COD/kg organic matter (OM) for food waste, 448 g COD/kg OM for separately collected vegetable, garden and fruit waste (VGF) and 384 g COD/kg OM for the organic fraction of municipal solid waste (OF-MSW) at concentrations ranging from 12 to 48 g/L, 6 to 40 g/L and 13 to 26 g/L, respectively. A membrane filtration cascade consisting of micro-, ultra- and nano-filtration followed by reverse osmosis was identified as a feasible way to purify and concentrate the VFA effluent, making them a suitable carbon source for further fermentation processes. Besides technical optimization, socio-economic and legal aspects associated with this platform technology were also studied and show that although this technology is still in development, it is providing an answer to changing societal and market expectations both regarding organic waste treatment and bio-based production strategies. Summary: Nanomaterials can revolutionize everyday products, but there are still many unanswered questions about the risks they may pose to human health and the environment. Inconsistent definitions and metrological issues are still of concern for manufacturers, importers and distributors who are demanded to comply with strict regulations. It is also likely that the increasing number of nanomaterial-containing products available on the market will vary the chemical and physical properties of the waste produced, which is currently treated in traditional plants without any particular differentiation. Treatment efficiency for nanomaterials-containing waste should then be addressed and the risks of uncontrolled emissions considered. Finally, the risks associated with the use of nanomaterials-containing products may not be sufficiently characterized as current exposure estimation models are not designed for estimating exposure to nanomaterials and they are likely to be affected by large uncertainties. Hence, it would be important for national and international institutions to provide, as soon as possible, harmonized regulations covering all aspects of the life cycle of products and waste containing nanomaterials. Food waste, among the organic wastes, is one of the most promising substrates to be used as a renewable resource. Wide availability of food waste and the high greenhouse gas impacts derived from its inappropriate disposal, boost research through food waste valorization. Several innovative technologies are applied nowadays, mainly focused on bioenergy and bioresource recovery, within a circular economy approach. Nevertheless, food waste treatment should be evaluated in terms of sustainability and considering the availability of an optimized separate collection and a suitable treatment facility. Anaerobic codigestion of waste-activated sludge with food waste is a way to fully utilize available anaerobic digestion plants, increasing biogas production, energy, and nutrient recovery and reducing greenhouse gas (GHG) emissions. Codigestion implementation in Europe is explored and discussed in this paper, taking into account different food waste collection approaches in relation to anaerobic digestion treatment and confirming the sustainability of the anaerobic process based on case studies. Household food waste disposal implementation is also analyzed, and the results show that such a waste management system is able to reduce GHG emissions due to transport reduction and increase wastewater treatment performance.

In many nations industrial scale AD of non-agricultural waste materials (such as MSW) has not yet reached its full potential, often constrained by the lack of secure, inexpensive, high quality AD feedstocks, and markets for the resulting digestate material. We tested the output material of a high throughput novel industrial process to define its potential as an AD feedstock (based on quality and consistency). This process, designed to circumvent the constraints of source segregation while still generating segregated waste streams, resulted in the production of a temporally homogenous fibrous material with: an average moisture content of 44.2 (±2.33)%; C:N ratio of ∼32.9:1 (±3.46:1), C:P ratio of ∼228:1 and gross calorific value of 17.4 (±0.29)MJ/kg (DM) . This material provided a CH 4 yield of between 201 and 297m 3 CH 4 /tonne (DM) (271-401m 3 CH 4 /tonne (vs) ) comparable to commonly used AD feedstocks. Material contaminant levels were temporally consistent (P>0.05), (average values being Cd 0.63 (±0.19), Cu 56.3 (±7.45), Cr tot 51.4 (±4.41), Hg<0.3, Ni 28.9 (±5.17), Pb 79.2 (±23.71), Zn 202 (±44.5), total polyaromatic hydrocarbons (PAH) 2.2 (±0.3), and total polychlorinated biphenyls (PCB) (<0.2)mg/kg (DM) ). Calculated digestate contaminant levels were below the median contaminant threshold limits for anaerobic digestates of all countries within the European Union i.e. of Cd 3.35, Cu 535, Cr tot 535, Hg 8.15, Ni 185, Pb 397.5, Zn 2100mg/kg (DM) . The European Union (EU) has 28 member states, each with very different characteristics (e.g. surface, population density, per capita gross domestic product, per capita municipal solid waste (MSW) production, MSW composition, MSW management options). In this paper several integrated waste management scenarios representative of the European situation have been generated and analysed in order to evaluate possible trends in the net emission of greenhouse gases and in the required landfill volume. The results demonstrate that an integrated system with a high level of separate collection, efficient energy recovery in waste-to-energy plants and very limited landfill disposal is the most effective according to the indices adopted. Moreover, it is evident that a fully integrated system can make MSW management a carbon sink with a potentiality of up to approximately 40 Mt CO2eq year(-1).

An experimental study was completed using a previously developed and innovative image analysis approach, which has been applied here to shredded waste materials representative of waste-derived fuels. Waste components were collected from source-segregated recycling containers and shredded to <150 mm. These materials were then used to produce 3× samples of different composition. The samples were spread to represent materials on a conveyor belt, and multiple images of each sample were captured using 10×10 cm and 20×20 cm quadrats. The images were processed using ERDAS Imagine software to determine the area covered by each waste component. This coverage was converted into a mass using density data determined as part of this study, yielding a determined composition which was then compared with the known composition of the samples. The image analysis results indicated a strong correlation with the actual values (mean r=0.89). The area coverage of the sample (10×10 cm or 20×20 cm) contributes to the accuracy as the dot-grid approach used with the particle size within the samples may result in components not being sufficiently monitored. In this study alternative agricultural substrates are investigated as potential substitutes of maize for biogas production in the region of South Europe. Crop silages of cardoon, maize, milk thistle and sorghum as well as bedding straw from cattle farm were examined in the anaerobic co-digestion procedure with cattle manure. Milk thistle crop was further investigated in a naturally sun dried form and the effect of mechanical, thermal and thermo-chemical pretreatments on fiber composition and methane yield was evaluated. Pretreatment with NaOH increase the solubilization by 77.7%. The co-digestion experiment was carried out in 28 batch reactors at 37°C. The highest methane yields of 308, 271 and 267LCH4kg(-1) of volatile solids were obtained by co-digestion of cattle manure with cardoon silage, thermo-chemical pretreated milk thistle stalks with NaOH and maize silage, respectively. A review of agricultural plastic waste generation and consolidation in Europe is presented. A detailed geographical mapping of the agricultural plastic use and waste generation in Europe was conducted focusing on areas of high concentration of agricultural plastics. Quantitative data and analysis of the agricultural plastic waste generation by category, geographical distribution and compositional range, and physical characteristics of the agricultural plastic waste per use and the temporal distribution of the waste generation are presented. Data were collected and cross-checked from a variety of sources, including European, national and regional services and organizations, local agronomists, retailers and farmers, importers and converters. Missing data were estimated indirectly based on the recorded cultivated areas and the characteristics of the agricultural plastics commonly used in the particular regions. The temporal distribution, the composition and physical characteristics of the agricultural plastic waste streams were mapped by category and by application. This study represents the first systematic effort to map and analyse agricultural plastic waste generation and consolidation in Europe.

Compaction is the one of the most important stages of the storage process in landfills. Well-compacted municipal solid waste (MSW) occupies less volume than an uncompacted MSW sample of the same weight and provides a safer storage area. The composition of MSW changes in between countries and even cities. For that reason, for effective compaction, the composition effect should be investigated. In this study, effects of composition, degradation and energy on the compaction behavior of artificially-prepared and natural fresh and aged MSW samples were determined. Artificial samples were prepared in representative different compositions Europe (E-1), Turkey (T-1) and the USA (U-1) to examine the effect of the composition. In addition to the synthetic MSW samples, natural MSW samples were obtained from the municipal landfill area of Manisa, Turkey. The standard Proctor test results have shown that the highest maximum dry unit weight was observed with the U-1 composition, which has the lowest organic content and the highest metal content. The degradation effect was investigated on the natural samples. The degraded MSW sample (3-4 years) has significantly higher maximum dry unit weight than the fresh natural MSW sample because of its low organic content. According to the results of this study, with respect to the composition effect, the percentage of organic waste is the most important factor on the compaction behavior of MSWs. As paper, organic and plastic contents increase in the MSW composition the γdry-max value decreases and wopt increases. The ash content does it reversely, as such that any increase in γdry-max decreases the wopt value of the MSW.

Car Fluff samples collected from a shredding plant in Italy were classified based on particle size, and three different size fractions were obtained in this way. A comparison between these size fractions and the original light fluff was made from two different points of view: (i) the properties of each size fraction as a fuel were evaluated and (ii) the pollutants evolved when each size fraction was subjected to combustion were studied. The aim was to establish which size fraction would be the most suitable for the purposes of energy recovery. The light fluff analyzed contained up to 50 wt.% fines (particle size<20 mm). However, its low calorific value and high emissions of polychlorinated dioxins and furans (PCDD/Fs), generated during combustion, make the fines fraction inappropriate for energy recovery, and therefore, landfilling would be the best option. The 50-100 mm fraction exhibited a high calorific value and low PCDD/F emissions were generated when the sample was combusted, making it the most suitable fraction for use as refuse-derived fuel (RDF). Technical specifications appropriate for the recycling of agricultural plastic wastes (APWs), widely accepted by the recycling industry were developed. The specifications establish quality standards to be met by the agricultural plastics producers, users and the agricultural plastic waste management chain. They constitute the base for the best economical and environmental valorisation of the APW. The analysis of the APW streams conducted across Europe in the framework of the European project "LabelAgriWaste" revealed the inherent characteristics of the APW streams and the inherent constraints (technical or economical) of the APW. The APW stream properties related to its recycling potential and measured during pilot trials are presented and a subsequent universally accepted simplified and expanded list of APW recycling technical specifications is proposed and justified. The list includes two sets of specifications, applied to two different quality categories of recyclable APW: one for pellet production process ("Quality I") and another one for plastic profile production process ("Quality II"). Parameters that are taken into consideration in the specifications include the APW physical characteristics, contamination, composition and degradation. The proposed specifications are focused on polyethylene based APW that represents the vast majority of the APW stream. However, the specifications can be adjusted to cover also APW of different materials (e.g. PP or PVC) that are found in very small quantities in protected cultivations in Europe. The adoption of the proposed specifications could transform this waste stream into a labelled commodity traded freely in the market and will constitute the base for the best economical and environmental valorisation of the APW., (Copyright © 2013 Elsevier Ltd. The creation of sustainable landfills is a fundamental goal in waste management worldwide. In this connection landfill aeration contributes towards an accelerated, controlled and sustainable conversion of conventional anaerobic landfills into a biological stabilized state associated with a minimised emission potential. The technology has been successfully applied to landfills in Europe, North America and Asia, following different strategies depending on the geographical region, the specific legislation and the available financial resources. Furthermore, methodologies for the incorporation of landfill aeration into the carbon trade mechanisms have been developed in recent years. This manuscript gives an overview on existing concepts for landfill aeration; their application ranges and specifications. For all of the described concepts examples from different countries worldwide are provided, including details regarding their potentials and limitations. Some of the most important findings from these aeration projects are summarised and future research needs have been identified. It becomes apparent that there is a great demand for a systematisation of the available results and implications in order to further develop and optimise this very promising technology. Cements with good technical properties have been produced in Europe since the nineteenth century and are now worldwide standardized high-quality mass products with enormous production numbers. The basic component for cement is the so-called clinker which is produced mainly from raw meal (limestone plus clay plus sands) in a rotary kiln with preheater and progressively with integrated calciner, at temperatures up to 1450 °C. This process requires large amounts of fossil fuels and is CO₂-intensive. But most CO₂ is released by lime decomposition during the burning process. In the 1980s the use of alternative fuels began--firstly in the form of used oil and waste tyres and then increasingly by pre-conditioned materials from commercial waste and from high calorific industrial waste (i.e. solid recovered fuel (SRF))--as well as organic hazardous waste materials such as solvents, pre-conditioned with sawdust. Therefore the cement industry is more and more a competitor in the waste-to-energy market--be it for municipal waste or for hazardous waste, especially concerning waste incineration, but also for other co-incineration plants. There are still no binding EU rules identifying which types of SRF or hazardous waste could be incinerated in cement kilns, but there are some well-made country-specific 'positive lists', for example in Switzerland and Austria. Thus, for proper planning in the cement industry as well as in the waste management field, waste disposal routes should be considered properly, in order to avoid surplus capacities on one side and shortage on the other.

The disposal and recovery of plastics from waste electrical and electronic equipment (WEEE) are of considerable importance, both from an environmental and an economic perspective. This paper presents the results of a study investigating current concentrations of hazardous substances in mixed plastics from WEEE and their implications for an environmentally sound recovery. The study included 53 sampling campaigns for mixed plastics from WEEE. The samples were analyzed with regard to heavy metals (cadmium, chromium, mercury, and lead) and flame retardants (PentaBDE, OctaBDE, DecaBDE, DecaBB) regulated in the RoHS Directive. Besides these substances, other brominated flame retardants known to occur in electronics (HBCD, TBBPA) as well as the total bromine and phosphorus contents were considered. Results show that no mixed plastics fraction from WEEE is completely free from substances regulated in the RoHS Directive. The lowest number and average concentrations were found in flat screen monitors. The highest concentrations were found in mixed plastics from CRT monitors and TVs. Mixed plastics fractions with high average concentrations of heavy metals originate from the treatment of small household appliances (cadmium), ICT equipment (lead), and consumer equipment (lead). Mixed plastics fractions with high average concentrations of brominated flame retardants mainly originate from the treatment of small household appliances for high temperature applications (DecaBDE), CRT monitors (OctaBDE and DecaBDE) and consumer equipment (DecaBDE), in particular CRT TVs (DecaBDE). To avoid a dissipation of hazardous substances into plastics and the environment, it is recommended that mixed plastics from WEEE are subject to a strict quality management.

Mountain refuges are an excellent example of public stand-alone infrastructures equipped with energy and water supply, and wastewater and waste disposal systems suited to operating under unfavourable conditions, often comprising lengthy distances for transportation or scarce resources. An international project was undertaken to evaluate the existing supply and disposal schemes at 100 mountain refuges both individually and in an integrated manner. On the basis of the results obtained guidelines to be applied in the sustainable planning, construction and operation of supply and disposal systems will be published in the near future. The present article focuses on solid waste management with an aim to the identification, quantification and critical discussion of operational issues and problems relating to waste management in mountain refuges. Transportation represents a crucial factor in terms of costs and climate relevance. The results obtained reveal how waste prevention and composting are capable of reducing waste quantities requiring transportation. However, it was also demonstrated that composting is frequently not performed in an appropriate manner and, although prohibited by law paper and cardboard are frequently burned.

Solid recovered fuel (SRF) today refers to a waste-derived fuel meeting defined quality specifications, in terms of both origin (produced from non-hazardous waste) and levels of certain fuel properties. Refuse-derived fuel (RDF) nowadays is more used for unspecified waste after a basic processing to increase the calorific value and therefore this term usually refers to the segregated, high calorific fraction of municipal solid waste (MSW), commercial or industrial wastes. In comparison with conventional fuels, both types of secondary fuel show waste of inherently varying quality and an increased level of waste-specific contaminants.The transition from RDF to SRF in the emerging national and European market requires a quality assurance system with defined quality parameters and analytical methods to ensure reliable fuel characterization. However, due to the quality requirements for RDF and SRF, the current standardized analysis methods often do not meet these practical demands. Fast test methods, which minimize personnel, financial and time efforts and which are applicable for producers as well as users can be an important supporting tool for RDF- and SRF-characterization. Currently, a fast test system based on incineration and correlation analyses which enable the determination of relevant fuel parameters is under development. Fast test methods are not aimed at replacing current standardized test methods, but have to be considered as practical supporting tools for the characterization of RDF and SRF.

Car fluff is the waste produced after end-of-life-vehicles (ELVs) shredding and metal recovery. It is made of plastics, rubber, glass, textiles and residual metals and it accounts for almost one-third of a vehicle mass. Due to the approaching of Directive 2000/53/EC recycling targets, 85% recycling rate and 95% recovery rate in 2015, the implementation of automotive shredder residue (ASR) sorting and recycling technologies appears strategic. The present work deals with the characterization of the shredder residue coming from an industrial plant, representative of the Italian situation, as for annual fluxes and technologies involved. The aim of this study is to characterize ASR in order to study and develop a cost effective and environmentally sustainable recycling system. Results show that almost half of the residue is made of fines and the remaining part is mainly composed of polymers. Fine fraction is the most contaminated by mineral oils and heavy metals. This fraction produces also up to 40% ashes and its LHV is lower than the plastic-rich one. Foam rubber represents around half of the polymers share in car fluff. Moreover, some chemical-physical parameters exceed the limits of some parameters fixed by law to be considered refuse derived fuel (RDF). Considerable concern is caused by the problem of potato peel waste (PPW) to potato industries in Europe. An integrated, environmentally-friendly solution is yet to be found and is currently undergoing investigation. Potato peel is a zero value waste produced by potato processing plants. However, bio-ethanol produced from potato wastes has a large potential market. If Federal Government regulations are adopted in light of the Kyoto agreement, the mandatory blending of bio-ethanol with traditional gasoline in amounts up to 10% will result in a demand for large quantities of bio-ethanol. PPW contain sufficient quantities of starch, cellulose, hemicellulose and fermentable sugars to warrant use as an ethanol feedstock. In the present study, a number of batches of PPW were hydrolyzed with various enzymes and/or acid, and fermented by Saccharomyces cerevisae var. bayanus to determine fermentability and ethanol production. Enzymatic hydrolysis with a combination of three enzymes, released 18.5 g L(-1) reducing sugar and produced 7.6 g L(-1) of ethanol after fermentation. This response follows on from a recent discussion by Sánchez (2009) on test methods to aid in the evaluation of the diversion of biodegradable municipal waste (BMW) from landfill. Test methods to assess the biodegradability/biodegradable content of organic waste are of great interest across Europe for different purposes, such as landfill acceptance criteria, monitoring treatment facility performance and for monitoring the diversion of biodegradable municipal waste (BMW) from landfill. Many studies have recently attempted to correlate short-term test methods with long-term anaerobic test methods. This response discusses recent findings and conclusions made by Sánchez (2009) and describes recent work undertaken at Cranfield University to develop the enzymatic hydrolysis test (EHT) method. The EHT has previously shown potential as a short-term, non-biological, biodegradability assessment tool, however there is a requirement to further develop this test method. We conclude that aerobic and anaerobic biological test methods are not the only suitable methods of assessing waste treatment process performance; and that alternative methods such as EHT are feasible and potentially suitable., (Copyright (c) 2010 Elsevier Ltd. Small medium enterprises (SMEs) and very small medium enterprises (VSMEs) are the economic backbone of the most economies in Europe. Those VSMEs have mono-service or product, they feel economic pressure, they sell to the local market, they are family traditions and they are informal organizations, they have very "low management", they have employees from different nationalities, they have little access to adult training and to the new requirements of the market, they do not federate and they produce high amount of waste. The research question of our study was: why do SMEs build up environmental management systems (EMS)? This paper presents the need for the implementation of the EMS as a sustainable tool in order to monitor the production of the waste from SMEs and VSMEs. This paper is about improving the viability of discard-reduction pilot projects. One way to address the problem of wasteful discarding of fish at sea is to initiate pilot projects to trial potential solutions, such as selective gear, area closures, discard bans and data enhancement, which could subsequently be adopted by the fishing industry, either voluntarily or through regulation. However, such pilot projects are often difficult both to set up and to sustain through to completion and implementation. This study reviewed 15 discard-related pilot projects to find out what were the most important determinants of their success or lack of it, and to recommend ways in which the prospects of future pilots could be improved. The review identifies the seven most important factors associated with the viability of the pilot projects - fisheries crises; incentivization; funding; expertise; leadership; and enforcement - and shows how fisheries regulators could take steps to reinforce these factors - by faster responses to crises; more incentives and funding; greater use of fishers' knowledge and leadership; and better enforcement mechanisms., (2009. Air-pollution-control (APC) residues from waste incinerators are hazardous waste according to European legislation and must be treated prior to landfilling. Batch and column leaching data determine which type of landfill can receive the treated APC-residues. CEN standards are prescribed for the batch and column leaching test; however, these standards do not specify whether or not the residue samples should be dried prior to the leaching testing. Laboratory tests were performed in parallel (dried/non-dried) on treated APC-residue samples and evaluated with respect to Cr, Cd, Cu, Pb and Zn leaching. The effect of drying of the wet APC-residue samples was particularly dramatic regarding the leaching of Cr. Drying resulted in 10-100 times more Cr leaching in both batch and columns test. Drying also affected the leaching of Cd, Cu and Pb. Initial Cd leaching was up to 100 times higher in column tests with dried APC-residue than in tests with wet residues. The effect of drying appeared to be a combination of decreasing the reduction capacity of the sample (Cr), decreasing pH (Cd, Cu) and in column tests also a wash-out of salts (probably affecting Cd and Pb). If the leaching tests are intended to mimic landfill conditions, the results of this paper suggest that the tests should be done on wet, non-dried residue samples, although this may be less practical than testing dried samples.

Anaerobic digestion is a well known process that (while still capable of showing new features) has experienced several waves of technological development. It was "born" as a wastewater treatment system, in the 1970s showed promise as an alternative energy source (in particular from animal waste), in the 1980s and later it became a standard for treating organic-matter-rich industrial wastewater, and more recently returned to the market for its energy recovery potential, making use of different biomasses, including energy crops. With the growing concern around global warming, this paper looks at the potential of anaerobic digestion in terms of reduction of greenhouse gas (GHG) emissions. The potential contribution of anaerobic digestion to GHG reduction has been computed for the 27 EU countries on the basis of their 2005 Kyoto declarations and using life cycle data. The theoretical potential contribution of anaerobic digestion to Kyoto and EU post-Kyoto targets has been calculated. Two different possible biogas applications have been considered: electricity production from manure waste, and upgraded methane production for light goods vehicles (from landfill biogas and municipal and industrial wastewater treatment sludges). The useful heat that can be produced as by-product from biogas conversion into electricity has not been taken into consideration, as its real exploitation depends on local conditions. Moreover the amount of biogas already produced via dedicated anaerobic digestion processes has also not been included in the calculations. Therefore the overall gains achievable would be even higher than those reported here. This exercise shows that biogas may considerably contribute to GHG emission reductions in particular if used as a biofuel. Results also show that its use as a biofuel may allow for true negative GHG emissions, showing a net advantage with respect to other biofuels. Considering also energy crops that will become available in the next few years as a result of Common Agricultural Policy (CAP) reform, this study shows that biogas has the potential of covering almost 50% of the 2020 biofuel target of 10% of all automotive transport fuels, without implying a change in land use. Moreover, considering the achievable GHG reductions, a very large carbon emission trading "value" could support the investment needs.However, those results were obtained through a "qualitative" assessment. In order to produce robust data for decision makers, a quantitative sustainability assessment should be carried out, integrating different methodologies within a life cycle framework. The identification of the most appropriate policy for promoting the best set of options is then discussed.

A large number of methods and approaches that can be used for supporting waste management decisions at different levels in society have been developed. In this paper an overview of methods is provided and preliminary guidelines for the choice of methods are presented. The methods introduced include: Environmental Impact Assessment, Strategic Environmental Assessment, Life Cycle Assessment, Cost-Benefit Analysis, Cost-effectiveness Analysis, Life-cycle Costing, Risk Assessment, Material Flow Accounting, Substance Flow Analysis, Energy Analysis, Exergy Analysis, Entropy Analysis, Environmental Management Systems, and Environmental Auditing. The characteristics used are the types of impacts included, the objects under study and whether the method is procedural or analytical. The different methods can be described as systems analysis methods. Waste management systems thinking is receiving increasing attention. This is, for example, evidenced by the suggested thematic strategy on waste by the European Commission where life-cycle analysis and life-cycle thinking get prominent positions. Indeed, life-cycle analyses have been shown to provide policy-relevant and consistent results. However, it is also clear that the studies will always be open to criticism since they are simplifications of reality and include uncertainties. This is something all systems analysis methods have in common. Assumptions can be challenged and it may be difficult to generalize from case studies to policies. This suggests that if decisions are going to be made, they are likely to be made on a less than perfect basis.

The paper considers the role of anaerobic digestion in promoting good agricultural practice on farms and the contribution this would make to reducing the environmental impacts associated with manure management. There are no regulatory drivers to promote the use of digestion in Europe, and the technology has only been widely adopted where economic drivers and coherent policies have been implemented at a national level. These measures have included direct subsidy on the energy price paid for "green electricity", and exemption of tax when biogas is used as a vehicle fuel. In those countries where financial incentives are not available or where a financial penalty is incurred through the regulatory regime, the uptake of digestion has been poor. Even with subsidies, digestion of animal manures as a single substrate is not common, and countries with successful schemes have achieved this either by permitting the import of wastes onto the farm or offering bonus subsidies for the use of energy crops. Both of these measures improve the energy efficiency of the process by increasing the volumetric methane production, although concerns are expressed that attention could concentrate on energy production at the expense of improving manure management.

Cost estimation is a basic requirement for planning municipal solid waste management systems. The variety of organizational, financial and management schemes and the continuously developing technological advancements render the economic analysis a complex task, made more complex by the scarcity of real cost data. The objectives of this paper were: (1) to explore the problems arising in getting cost estimates from scattered and limited published data; (2) to suggest a procedure for generating cost functions relating initial set-up cost and operating cost with facility size; and (3) to present such cost functions, relevant to European states, for selected types of solid waste treatment and disposal facilities. Regarding the problems of available scarce data, one needs to deal with cost figures which correspond to facilities with variations in size, technology, year of construction, working conditions, level of technological automation, environmental impacts, social acceptance, capacity utilization rate, composition of inflowing waste, waste management policies, degree of compliance with quality standards, etc. The paper addresses this issue and discusses the proper use of statistical analyses in such cases of fragmented data; moreover, it points out some usual misuses of statistics by analysts and the danger of getting erroneous results. The suggested process for generating cost functions acceptable to the decision-makers is pivoted around the question of acceptable approximation level. Finally, approximate cost curves are suggested for waste-to-energy facilities, landfilling facilities, anaerobic digestion facilities and composting facilities.

Anaerobic digestion has captured a significant share of the European market for the biological treatment of the organic fraction in municipal solid waste. Almost 4 million ton per year in digestion capacity has been installed through the construction of more than 120 full-scale plants. Not all plants have been equally successful, due to poor planning, design or bad operation. This, besides higher than expected investment and operating costs, may have slowed down the growth of anaerobic digestion of solid waste. However, an evaluation of the development of anaerobic digestion over the last 15 years shows that there is now a greater diversity in application, a wider range in types of systems and suppliers, and a continued increasing rate of implementation throughout most parts of Europe. New alternative treatment techniques have not seen the same level of success as anaerobic digestion. Anaerobic digestion has been established as a viable treatment technology for the organic fraction of municipal solid waste and will most likely play an even more important role in the future.

This paper describes the development and application of site-specific biosphere models that might be used for assessment of potential exposures in the framework of performance assessment studies of nuclear waste disposals. Model development follows the Reference Biosphere Methodology that has been set up in the framework of the BIOMASS study. In this paper, the application is to real sites at five European locations for which environmental and agricultural conditions have been described and characterised. For each of the sites a biosphere model has been developed specifically assuming a release of radionuclides to waters that are used by humans, for example as drinking water for humans and cattle and as irrigation water. Among the ingestion pathways, the intakes of drinking water, cereals, leafy vegetables, potatoes, milk, beef and freshwater fish are included in all models. Annual individual doses were calculated, and uncertainties in the results were estimated by means of stochastic calculations. To enable a comparison, all results were normalised to an activity concentration in groundwater of 1 Bq m(-3) for each of the radionuclides considered ((36)Cl, (79)Se, (99)Tc, (129)I, (135)Cs, (226)Ra, (231)Pa, (230)Th, (237)Np, (239)Pu, and (238)U), i.e. those that are usually most relevant in performance assessment studies of nuclear waste disposals. Although the results do not give answers in absolute terms on potential future exposures, they indicate the spectrum of exposures that might occur in different environments and specify the interaction of environmental conditions, human habits and potential exposure.

In the framework of the BioMoSA project for the development of biosphere assessment models for radioactive waste disposal the Reference Biosphere Methodology developed in the IAEA programme BIOMASS was applied to five locations, situated in different European countries. Specific biosphere models were applied to assess the hypothetical contamination of a range of agricultural and environmental pathways and the dose to individuals, following contamination of well water. The results of these site-specific models developed by the different BioMoSA partners, and the individual normalised dose to the exposure groups were compared against each other. Ingestion of drinking water, fruit and vegetables were found to be among the most important pathways for almost all radionuclides. Stochastic calculations revealed that consumption habits, transfer factors, irrigation rates and distribution coefficients (Kd(s)) were the most important parameters that influence the end results. Variations in the confidence intervals were found to be higher for sorbing elements (e.g. (36)Cl, (237)Np, (99)Tc, (238)U, (129)I) than for mobile elements (e.g. (226)Ra, (79)Se, (135)Cs, (231)Pa, (239)Pu). The influence of daughter products, for which the distribution into the biosphere was calculated individually, was also shown to be important. This paper gives a brief overview of the deterministic and stochastic modelling results and the parameter sensitivity. A screening methodology was introduced to identify the most important pathways, simplify a generic biosphere tool and refine the existing models.

The bio-mechanical treatment of Municipal Solid Waste is an increasing option in Europe either as a pre-treatment before landfilling or as a pre-treatment before combustion. The present work deals with the problem of assessment of significant data related to emissions to air from bio-mechanical treatments. Reliable data are necessary for the development of: a) Life Cycle Assessment studies; b) verification of compliance with existing regulations; c) environmental impact studies assessment. In order to point out some lack of knowledge about bio-mechanical treatments, some results of a Life Cycle Assessment study on Municipal Solid Waste bio-stabilization treatment have been reported and analysed. Indeed, during the development of that Life Cycle Assessment, some problems were found regarding the availability and the quality of emission data from Municipal Solid Waste mechanical biological treatment. Concerning existing regulations, in Europe we can find both countries with enhanced approaches, and countries with a soft approach. In the second case, for instance, a few Italian regions adopted local regulations in order to improve the quality of the environmental regulation as the national one has been considered inadequate. The environmental impact assessment of bio-mechanical treatments is not still as developed as options such as incineration. The reason is that the impact of a bio-mechanical treatment plant is considered low. On the contrary it can be demonstrated that a greater attention must be paid in the case of non optimised technologies and large plants.

In recent years the issue of the municipal waste in Poland has become increasingly topical, with a considerable rise in the waste generation, much of which can be attributed to a boom in product packaging (mainly plastic). The annual production of plastics packaging has been constantly increasing over the last 20 to 30 years, and now exceeds 3.7 million tons. Due to a lack of processing technologies and poorly developed selective segregation system, packaging waste is still treated as a part of the municipal solid waste (MSW) stream, most of which is landfilled. As a result of Poland's access to the European Union, previous legal regulations governing municipal waste management have been harmonized with those binding on the member countries. One of the main changes, the most revolutionary one, is to make entrepreneurs liable for environmental risks resulting from the introduction of packaging to the market, and for its recycling. In practice, all entrepreneurs are to ensure recovery, and recycling, of used packaging from products introduced to the market at the required level. In recent year, the required recycling levels were fulfilled for all types of materials but mainly by large institutions using grouped and transport packaging waste for that matter. Household packaging gathered in the selective segregation system at the municipalities was practically left alone. This paper is an attempt to describe the system and assess the first year of functioning of the new, revamped system of packaging waste management in Poland. Recommendations are made relating to those features that need to be included in packaging waste management systems in order to maximize their sustainability and harmonization with the EU legal system.

Within the context of European Union (EU) energy policy and sustainibility in waste management, recent EU regulations demand energy efficient and environmentally sound disposal methods of Municipal Solid Waste (MSW). Currently, landfill with its many drawbacks is the preferred option in the EU and many other industrialised countries. Within the waste management hierarchy thermal disposal especially incineration is a viable and proven alternative. But, the dominating method, mass-burn grate incineration has drawbacks as well particularly hazardous emissions and harmful process residues. In recent years, pyrolysis and gasification technologies have emerged to address these issues and improve the energy output. To keep the many players in the field comprehensively informed and up-to-date, novel and innovative technology approaches emphasising European developments are reviewed.

The authors evaluate the possibilities of modifying the chemical characteristics of refuse-derived fuels (RDF) that are processed from residual household waste by mechanical operations to achieve and assure quality targets for relevant chemical concentrations, especially for heavy metals and chlorine. Quality assurance in the production of RDF demands that, together with an enrichment of the calorific value, highly toxic waste components are selectively separated and concentrated in a small stream to produce high yields of a relatively low polluted fuel. Based on the method of material flow analysis, a process evaluation is developed that considers the aspect of minimizing hazardous chemicals along with classical process data such as yield and product quality. Data on specific concentration of hazardous chemicals in waste components and their distribution in residual household waste as well as the results from large-scale test runs using different separation techniques demonstrate that mechanical operations alone are insufficient for separating hazardous chemicals. In the test runs, chemical compounds such as chlorine, cadmium and lead were often concentrated in the product. Even using optimized techniques, the ability to reduce hazards in the product is limited due to the distribution of the element concentration in the various components of the waste stream.

Minimisation of waste to landfilling is recognised as a priority in waste management by European rules. In order to achieve this goal, developing suitable technologies for waste recycling is therefore of great importance. To achieve this aim the technologies utilised for mineral processing can be taken into consideration to develop recycling systems. In particular comminution and separation processes can be adopted to recover valuable materials from composite waste. In this work the possibility of recycling pharmaceutical blister packaging has been investigated. A suitable comminution process has been applied in order to obtain the liberation of the plastic and aluminium components. Experiments of electrical separation have been carried out in order to point out the influence of the process parameters on the selections of the different materials and to set up the optimum operating conditions.

The main characteristics of the European environmental policy are reviewed. Focusing on EU policy on waste, the paper presents the principles on which EU waste management is founded, particularly the waste hierarchy. In this hierarchy, priority shall be given to prevention of the generation of wastes and of its hazardousness. Secondly, the reuse and the recovery of materials (recycling), which implies the separation of waste at source involving consumers in the scheme of waste management. Priority should be given to material recycling over energy recovery. The less desirable option is the disposal of waste. The paper reviews specific directives on organic waste management, following the scheme of the waste hierarchy, together with the general trends observed in producing common regulations for all types of organic residuals. Afterwards, key issues and measures for the implementation of a feasible strategy for organic residuals management, e.g. quality requirements and quality assurance, are discussed. Finally, there is a view from a manager's perspective on the current EU policy, public acceptance and suitable waste management operations.

The state of the art of thermophilic digestion is discussed. Thermophilic digestion is a well established technology in Europe for treatment of mixtures of waste in common large scale biogas plants or for treatment of the organic fraction of municipal solid waste. Due to a large number of failures over time with thermophilic digestion of sewage sludge this process has lost its appeal in the USA. New demands on sanitation of biosolids before land use will, however, bring the attention back to the use of elevated temperatures during sludge stabilization. In the paper we show how the use of a start-up strategy based on the actual activity of key microbes can be used to ensure proper and fast transfer of mesophilic digesters into thermophilic operation. Extreme thermophilic temperatures of 65 degrees C or more may be necessary in the future to meet the demands for full sanitation of the waste material before final disposal. We show data of anaerobic digestion at extreme thermophilic temperatures.

In this work, a detailed technical-economic analysis of a fluidized bed based waste-to-energy system for disposal of paper manufacturing sludges has been carried out. Specific reference is made to a case study represented by the largest plant in Italy producing recycled paper, with a daily sludge output of about 52t. The adopted plant has been sized for a nominal capacity of 140t per day also allowing the progressive elimination of sludges accumulated in a previously utilized landfill, giving a nominal electrical power output of 3.5MW. The main plant sections have been described and the adopted technical solutions have been outlined. A detailed process and equipment characterization has been carried out leading to a thorough evaluation of capital investment, operating costs and revenues. A differential analysis has been performed with respect to the alternative solution represented by the disposal of untreated sludges in an external landfill in order to highlight the savings obtainable. The economic profitability of the investment has been evaluated regarding several performance indices. The economic evaluation has been completed by a sensitivity and risk analysis in order to assess the effects of uncertainties in the economically significant parameters. Adopting most probable values, the savings obtained with the considered waste-to-energy system are evaluated in the 15--20 million Euro range during the estimated plant life of 15 years with a foreseen pay back time of 4 years. Moreover, many environmental benefits result such as the remediation of existing landfill, the avoidance of new landfills opening and very low air pollutants emissions.

For the economy of any co-firing process, it is important that the common waste management options of ash remain practical. Ash from bituminous coal combustion is typically handed to the construction industry. This paper describes the current European legislation on use of ash for construction purposes. Also, it presents an experimental study on the suitability of fly ash from combustion of mixtures of bituminous coal and municipal sewage sludge as additive to cement and concrete, and for use in open-air construction works, based on the ash chemical composition and the characteristics of the extract of the ash. Presently, two European standards forbid the use of ash from co-firing as additive to cement or concrete. This study shows that ash derived from coal and sewage sludge co-firing contains generally less unburned carbon, alkali, magnesium oxide, chlorine, and sulfate than coal ash. Only the concentration of free lime in mixed ash is higher than in coal, even though, at least up to 25% of the thermal input, still below the requirements of the standards. This ash also meets the requirements for the use of fly ash in open-air construction works--concentration and mobility of few elements--although this management option is forbidden to ash from co-firing. The leaching of Cd, Cr, Cu, Ni, Pb and Zn was investigated with three leaching tests. The concentration of these metals in the extracts was below the detection limit in most cases. The concentration of Cu and Zn in the extract from fly ash was found to increase with increasing share of sewage sludge in the fuel mixture. However, the concentration of these two metals in the extract is not regulated. This study indicates that excluding a priori the use of ash from co-firing as a suitable additive for construction material could cause an unnecessary burden on the environment, since probably ash would have to be disposed of in landfill. However, allowing this requires the modification of current European standards to include limitations on all elements and compounds, absent in coal but which might be present in other fuels, that are deleterious for the quality of construction materials.

In order to make a correct assessment of the state-of-the-art of the technology, a study was made on the development of digestion capacity for solid waste in Europe. The study was limited to plants in operation or under construction that were treating at least 10% organic solid waste coming from market waste or municipal solid waste. A total treatment capacity for solid waste organics, excluding the tonnage used for sewage sludge and manures, evolved from 122,000 ton per year in 1990 to 1,037,000 ton available or under construction by the year 2000 in 53 plants across Europe, an increase by 750%. Both mesophilic and thermophilic technologies have been proven, with about 62% of capacity being operated at mesophilic temperatures. Wet and dry digestion are almost evenly split, while a clear choice was made for one-phase systems instead of two-phase systems, which represent only 10.6% of capacity. The capacity provided by co-digestion systems is limited, while there is a rising interest in digestion of mixed household waste. The reliable performance has been demonstrated for all types of anaerobic digestion systems. On the basis of the Dranco technology, a single-phase thermophilic dry digestion process, performances were reached similar to high-rate wastewater digestion. An annual average loading rate of 18.5 kg COD/m3.day, resulting in a biogas production of 9.2 m3/m3 reactor.day was obtained at a full-scale plant. The plant operated at a retention time of 15.3 days. Feedstocks range from clean organic wastes (31% dry matter) to heavily polluted grey waste organics (57% dry matter). Average dry matter concentrations of the digested residue of 41% were obtained.
