Extreme wildfires are expected to increase in Southern Europe, due to climate change and rural abandonment. Fire management is focused on suppression, which accelerates the transition to more flammable landscapes. Here, we synthesise the knowledge acquired over the 'FirESmart' project (https://firesmartproject.wordpress.com). Our findings show how agroforestry policies could benefit biodiversity while providing further fire suppression opportunities. The EU Green Deal offers an opportunity to incorporate 'fire-smartness' into upcoming agroforestry policies. Still, if these policies fail at reversing rural abandonment, the use of fire could enhance rewilding and tree-planting as 'climate-smart' strategies in the fire-prone mountains of Southern Europe. Aim Global environmental changes challenge traditional conservation approaches based on the selection of static protected areas due to their limited ability to deal with the dynamic nature of driving forces relevant to biodiversity. The Natura 2000 network (N2000) constitutes a major milestone in biodiversity conservation in Europe, but the degree to which this static network will be able to reach its long-term conservation objectives raises concern. We assessed the changes in the effectiveness of N2000 in a Mediterranean ecosystem between 2000 and 2050 under different combinations of climate and land cover change scenarios. Location Catalonia, Spain. Methods Potential distribution changes of several terrestrial bird species of conservation interest included in the European Union's Birds Directive were predicted within an ensemble-forecasting framework that hierarchically integrated climate change and land cover change scenarios. Land cover changes were simulated using a spatially explicit fire-succession model that integrates fire management strategies and vegetation encroachment after the abandonment of cultivated areas as the main drivers of landscape dynamics in Mediterranean ecosystems. Results Our results suggest that the amount of suitable habitats for the target species will strongly decrease both inside and outside N2000. However, the effectiveness of N2000 is expected to increase in the next decades because the amount of suitable habitats is predicted to decrease less inside than outside this network. Main conclusions Such predictions shed light on the key role that the current N2000 may play in the near future and emphasize the need for an integrative conservation perspective wherein agricultural, forest and fire management policies should be considered to effectively preserve key habitats for threatened birds in fire-prone, highly dynamic Mediterranean ecosystems. Results also show the importance of considering landscape dynamics and the synergies between different driving forces when assessing the long-term effectiveness of protected areas for biodiversity conservation. Migratory birds are particularly exposed to habitat changes in their breeding and non-breeding grounds. Remote sensing technologies offer an excellent opportunity to monitor species' habitats from space at unprecedented spatiotemporal scales. We analyzed if remotely sensed ecosystem functioning attributes (EFAs) adequately predict the spatiotemporal variation of the Woodcock's (Scolopax rusticola) relative abundance in southwest Europe, during autumn migration and wintering periods. We used data gathered from Woodcock monitoring through citizen science (N = 355,654 hunting trips) between 2009 and 2018. We computed a comprehensive set of EFAs on a weekly basis from three MODIS satellite products: enhanced vegetation index (EVI), tasseled cap transformation (TCT), and land surface temperature (LST). We developed generalized linear mixed models to explore the predictive power of EFAs on Woodcock's abundance during the non-breeding season. Results showed that Woodcock abundance is correlated with spatiotemporal dynamics in primary productivity (measured through the EVI), water cycle dynamics (wetness component of TCT), and surface energy balance (LST) in both periods. Our findings underline the potential of combining citizen science and remote sensing data to monitor migratory birds throughout their life cycles—an issue of critical importance to ensure adequate habitat management in the non-breeding areas. Fire regimes in mountain landscapes of southern Europe have been shifting from their baselines due to rural abandonment and fire exclusion policies. Understanding the effects of fire on biodiversity is paramount to implement adequate management. Herein, we evaluated the relative role of burn severity and heterogeneity on bird abundance in an abandoned mountain range located in the biogeographic transition between the Eurosiberian and Mediterranean region (the Natural Park 'Baixa Limia–Serra do Xurés'). We surveyed the bird community in 206 census plots distributed across the Natural Park, both inside and outside areas affected by wildfires over the last 11 years (from 2010 to 2020). We used satellite images of Sentinel 2 and Landsat missions to quantify the burn severity and heterogeneity of each fire within each surveyed plot. We also accounted for the past land use (forestry or agropastoral use) by using a land cover information for year 2010 derived from satellite image classification. We recorded 1735 contacts from 28 bird species. Our models, fitted by using GLMs with Poisson error distribution (pseudo-R2 -average of 0.22 ± 0.13), showed that up to 71% of the modeled species were linearly correlated with at least one attribute of the fire regime. The spatiotemporal variation in burnt area and severity were relevant factors for explaining the local abundance of our target species (39% of the species; Akaike weights >0.75). We also found a quadratic effect of at least one fire regime attribute on bird abundance for 60% of the modeled species. The past land use, and its legacy after 10 years, was critical to understand the role of fire (Akaike weights >0.75). Our findings confirm the importance of incorporating remotely sensed indicators of burn severity into the toolkit of decision makers to accurately anticipate the response of birds to fire management. In southern Europe, land abandonment and an unbalanced investment toward fire suppression instead of prevention has gradually increased wildfire risk, which calls for a paradigm change in fire management policies. Here we combined scenario analysis, fire landscape modelling, and economic tools to identify which land-use policies would reduce the expected wildfire-related losses in the Transboundary Biosphere Reserve 'Gerês-Xurés' (Spain-Portugal). To do so, we applied the least-cost-plus-net-value-change approach and estimated net changes in wildfire damages based on their implications for the 2010–2050 period and five ecosystem services: agriculture, pasture, timber, recreation and climate regulation. Four land-use scenarios were considered: (1) Business as Usual (BAU); (2) fire-smart, fostering more fire-resistant (less flammable) and/or fire-resilient landscapes (fire-smart); (3) High Nature Value farmlands (HNVf), wherein the abandonment of extensive agriculture is reversed; and (4) a combination of HNVf and fire-smart. HNVf is the best scenario for suppression cost savings, but it generates the lowest net present value of societal benefits from climate regulation. In fact, the most efficient scenario with the lowest societal discounted net suppression costs and change on ecosystem services damages is the HNVf + fire-smart scenario, as it also generates suppression cost savings from agricultural expansion, and lead to a significant reduction in damages on timber and recreational benefits. Therefore, reverting land abandonment through recultivation and promoting fire-resistant tree species is the most efficient way to reduce wildfire hazard. In this sense, payments for ecosystem services should reward farmers and landowners for their role in wildfire prevention. This study improves the understanding of the financial and societal benefits derived from reducing fire suppression spending and ecosystem services damage by undertaking fire-smart land-use strategies, which can be essential to enhance local stakeholders' support for Payments of Ecosystem Services policies for wildfire prevention. • Land-use changes impact wildfire ecosystem services (ES) damages and suppression costs. • Promoting agriculture reduces fire suppression costs in a fire-prone landscape. • Agriculture + fire-resistant forests is the best to reduce wildfire ES damages. • Land-use policies should balance trade-offs between climate and wildfire regulation. • Payments for ES should reward farmers for their role in wildfire prevention. Climate regulation strategies based on forest restoration could pose an increase in fire risk, especially under drier and warmer conditions over large regions of Europe, impacting climate, the environment and human health.
