The article discusses the characteristics and management of child abuse in the United States Army communities in Europe. The management of child abuse and neglect in the U.S. military communities in Europe presents several unique problems. The most obvious is the lack of civilian child welfare resources, In Germany, the language and cultural differences, the unique status of the U.S. military personnel and their dependents, and the fact that the German child welfare agencies are heavily burdened by their own social problems help to account for the current lack of German social agencies' involvement with the U.S. military child abuse and neglect cases. The ironic aspect of the situation is that the German government has control over U.S. military dependents.
