Providing an area of freedom, security and justice, an objective assumed by the European Union can only be achieved under conditions that ensure an improvement of judicial cooperation activity in criminal matters. The Council Framework Decision 2008/615/JHA of 23 June 2008 is the framework normative act that rules the Member States' cooperation in the fight against terrorism and cross-border crime. This paper is a review of the European legislative act, with critical remarks and it represents the sequel of these types of examinations, previously published. The research results consist of the presentation of some critical observations regarding the skills of the agents operating in the territory of another Member State rather than in the country from where they come, terms of keeping the data that regards people, the need to take in the records the judicial persons and the need for establishing separate accounts that would regard the natural and legal persons from other countries that are not members of the European Union. The relevant conclusions highlight the usefulness of European legislative act as a whole and the need to complete it with new provisions. The work is useful both for theorists and practitioners in the field, the essential contribution consisting of the formulation of critical remarks and sustained proposals de lege ferenda. The aim of the study was the verification of the observation sheet method in the assessment of the effectiveness of basketball players' sports struggle. 12 players from the junior national Polish team in five semi-final matches during the Basketball European Championships in Gdynia constituted the research material. In the study the following were used: a video-computing method, T. Huciński and R. Tymański's method of an observation sheet in the assessment of the effectiveness of a sports struggle of basketball players, as well as experts' assessment. The research revealed that the experts' ranking was the closest to the index of effectiveness in attack (r = -0.95). Lower, but still significant, correlations were also determined between the experts' assessment and the players' effectiveness calculated per minute of the game (r = -0.83) and the overall effectiveness (r = -0.64). There was no correlation though between the experts' assessment and the indexes of effectiveness of defence and points lost as a result of errors in defence calculated per minute of the game (r = -0.07 and r = -0.22). Expert trainers pay the most attention to the players' actions in offence (r = -0.95). This probably results from the fact that the trainers evaluated the players mainly on the basis of traditional statistics and what they managed to notice and remember during matches. The carried out study indicates the necessity of a qualitative analysis of the players' actions in defence with taking into account their effectiveness by means of the video-computer method and the observation sheet in the assessment of effectiveness of a sports struggle.
