Fruits and vegetables sectors are considered to be strategic in the European Union due to their contribution to a better human health. Among others positive effects, their intake increase reduce mortality and obesity, assuring in the same time harmonised development for young children. The present study thus focused to reveal the consistency of the measure implemented in the Common Agricultural Policy to support fruits and vegetables production in Romania in liaison with the policy objectives. The country is one of the main ten important European producers of horticultural products in terms of production volumes and acreage. Results showed that over the last seven years (2007-2014), the sectorial production drawbacks have not been ameliorated very much. Both sectors are dominated by small-size farms that can produce only seasonally and mainly for short-market chains. In the same time, the greenhouses area shrink to levels that made the country extremely dependent to imports especially for tomatoes. The analysis of the pillar one payments schemes revealed that the fruits and vegetables producers could have access to only one payment that was half from European averages. Moreover, almost half of the producers had low sizes that left them outside the eligible criteria. The measures designed for the second pillar also penalized producers through the selection criteria. These results showed that for Romania there was not a real consistency between the actual policy measures and the objectives assumed by policy makers. This paper links migration, cross-border mobility and return for development, in terms of citizenship, identity and approach to Europeanization. Taking into account the global changes in Moldova, the paper examines the perceptions of migration/mobility, return and identity of the Moldovans engaged in emigration in the countries of the European Union (EU). Using a multi-discipline approach and an in-depth qualitative interview technique, this article analyses from a transnational perspective how migration/mobility and return can support social change and development in Moldova and argues that people who cross EU borders, and who live through the experience of emigration, acquire a pro-European mentality. The article discusses the process of understanding the mobility of Romanian citizens in Spain. The analysis proposes three levels of analysis in order to find answers to three research questions: how the immigrants negotiate their mobility; what their experiences of mobility are; and how they understand this process. This study was carried out using the qualitative method of in-depth interviews, which were conducted both at origin and at destination. The analysis is organized into three levels: negotiation is linked to practical considerations; mobility experiences are accompanied by partial return; and understanding of the migration process is reflected in the sense of flexible identity. The current economic and financial crisis represents the most sever episode of this type during the last generations - as it results from the reports of the European Commission. The impact upon the European Union member states' economies materialised under the form of the credit restructuration, reduction of the trust at the economic level, and also, a serious contraction of the demand and the commercial exchanges. These are elements which determined the decrease of the investment and production activity, and also the usage of the production capacities, especially in the constructions field. On a medium and long term, we can appreciate that the true problem of the nature and profoundness of the crisis represents the pressure upon the business competitiveness, with consequences at the level of the working force or degradation of the human and technologic capital. After the collapse of the totalitarian regimes in Eastern Europe and the consequent opening of borders and initiation of political and economic transitions, a wave of emigration flowed out of those countries to the European Union (EU). This article analyzes the flows of temporary labor migrants from Romania to Europe from 1990 to the present. It attempts to offer an initial X-ray that is needed for further consideration, analysis, and debate. The first part analyzes the country's recent situation. This background is key for understanding why Romania has experienced strong emigration in recent years. Next, the sociodemographic structure and labor trends are examined, which clearly show the size, characteristics, and stages of migration during the transition.
