Elevated per- and polyfluoroalkyl substance (PFAS) concentrations have been reported in municipal solid waste (MSW) landfill leachate with higher levels in wet and warmer subtropical climates. Information about landfill leachate characteristics is much more limited in tropical climates. In this study, 20 landfill leachate samples were collected from three MSW landfills on the tropical island of Puerto Rico and results were compared against landfills nationally and within Florida, USA. The samples collected in Puerto Rico underwent physical-chemical analysis, as well as a quantitative analysis of 92 PFAS. Samples described in this study include discrete leachate types, such as leachate, gas condensate, and leachate which has undergone on-site treatment (e.g., RO treatment, phytoremediation, lagoons). A total of 51 PFAS were detected above quantitation limits, including perfluorohexylphosphonic acid, a perfluoroalkyl acid (PFAA) which has not been reported previously in landfill leachate. ∑PFAS concentrations in this study (mean: 38,000 ng L -1 ), as well as concentrations of individual PFAS, are significantly higher than other reported MSW landfill leachate concentrations. The profiles of leachates collected from on-site treatment systems indicate possible transformation of precursor PFAS as a result of treatment processes - oxidizing conditions, for example, may facilitate aerobic transformation, increase the concentrations of PFAAs, and possibly increase the apparent ∑PFAS concentration. Extreme climate events, including rising temperatures and more frequent hurricanes, have placed additional strain on the solid waste management infrastructure on the island - adding complexity to an already challenging PFAS management issue. Per- and polyfluoroalkyl substances (PFAS) have been found at high levels within landfill environments. To assess PFAS distributions, this study aimed to evaluate PFAS mass flux leached from disposed solid waste and within landfill reservoirs by mass balance analyses for two full-scale operational Florida landfills. PFAS mass flux in different aqueous components within landfills were estimated based on PFAS concentrations and water flow rates. For PFAS concentration, 26 PFAS, including 18 perfluoroalkyl acids (PFAAs) and 8 PFAA-precursors, were measured in samples collected from the landfills or estimated based on previous studies. Flow rates of aqueous components (rainfall, evapotranspiration, runoff, stormwater, groundwater, leakage, gas condensate, and leachate) were evaluated through the Hydrologic Evaluation of Landfill Performance model, water balance, and Darcy's Law. Results showed that the average PFAS mass flux leached from the solid waste standardized by area was estimated as 36.8 g/ha-yr, which was approximately 1 % to 3 % of the total amount of PFAS within the solid waste. The majority of PFAS leached from the solid waste (95 % to 97 %) is captured by the leachate collection system, with other aqueous components representing much smaller fractions (stormwater system at 3 % to 5 %, and gas condensate and groundwater at < 1 %). Also, based on the results, we estimate that PFAS releases will likely occur at least over 40 years. One hundred and seventeen street sweeping samples were collected and analyzed for per- and polyfluoroalkyl substances (PFAS). Fifty-six samples were collected in one city (Gainesville, Florida) allowing for an in-depth city-wide characterization. Street sweepings from five other urban areas, (Orlando, n = 15; Key West, n = 15; Pensacola, n = 12; Tampa, n = 13; and Daytona Beach, n = 6) were analyzed to provide a city-to-city comparison of PFAS. Within our analytical workflow, 37 PFAS were quantified across all samples, while the maximum number of PFAS quantified at one site was 26. Of those PFAS quantified in Gainesville, 60% were perfluoroalkyl acids (PFAAs) and 33% were precursors to PFAA. Among the PFAAs, short-chain perfluoroalkyl carboxylic acids (PFCAs) were the dominant class representing 26% of the total PFAS by concentration. In the comparison across different urban cities, the dominant compound by concentration and frequency of detection varied; however, perfluorooctanoic acid (PFOA) and linear perfluorooctanesulfonic acid (PFOS lin ) were the two PFAS that were detected the most frequently. This study documents the first-time detection of hexadecafluorosebacic acid and perfluoro-3,6,9-trioxaundecane-1,11-dioic acid within environmental samples.

This work examines polycyclic aromatic hydrocarbon (PAH) concentrations in yard trash at various stages of the yard trash management cycle of collection, stockpiling, grinding and screening into mulch, and composting. Total extractable PAH concentrations were measured in yard trash at various management stages from 10 locations in Florida. The concentrations of 16 PAH compounds in processed yard trash ranged from 0.38 to 14 mg kg -1 . PAH concentrations were detected in vegetative material harvested from a residential neighborhood, but were below the United States Environmental Protection Agency residential regional screening levels (RSLs). PAH concentrations near or above the RSLs were common in both unprocessed and processed yard trash collected at waste management facilities. PAH concentrations were amongst the highest in newly ground yard trash samples and were amongst the lowest in composted yard trash samples. These findings are important because land application of some waste materials, such as construction and demolition debris fines and street sweepings, are sometimes limited due to PAH. If processed yard trash, which is commonly land applied in residential settings, possesses similar PAH concentrations, evaluation of current risk assessment practices for land-applied wastes may require further examination.

Elevated boron concentrations above the regulatory standard were inadvertently discovered in downgradient groundwater monitoring wells at 22 construction and demolition (C&D) debris landfills in Florida, US. This created a unique opportunity to evaluate whether C&D debris can be considered a plausible source of boron at unlined landfills. Approximately 1200 historical landfill-leachate and groundwater records were surveyed from semi-annual and annual monitoring reports covering a 9-year period. Laboratory leaching experiments were conducted on soils from each of these sites to determine if the source could have been boron mobilized from naturally occurring soils. Historical leachate quality data from lined landfills near four of the unlined C&D debris landfills were examined to determine if leachate from the unlined landfills could be the boron source. The US Environmental Protection Agency (EPA) Method 1312, or Synthetic Precipitation Leaching Procedure (SPLP), and the EPA Method 1316 were performed on materials commonly found in C&D debris to see if these products have the potential to leach appreciable levels of boron. In Florida, the passing of the Energy, Climate Change, and Economic Security Act of 2008 established a statewide mass-based municipal solid waste recycling rate goal of 75% by 2020. In this study, we describe an alternative approach to tracking performance of materials management systems that incorporates life-cycle thinking. Using both greenhouse gas (GHG) emissions and energy use as life-cycle indicators, we create two different materials management baselines based on a hypothetical 75% recycling rate in Florida in 2008. GHG emission and energy use footprints resulting from various 2020 materials management strategies are compared to these baselines, with the results normalized to the same mass-based 75% recycling rate. For most scenarios, LCI-normalized recycling rates are greater than mass-based recycling rates. Materials management strategies that include recycling of curbside-collected materials such as metal, paper, and plastic result in the largest GHG- and energy-normalized recycling rates. Waste prevention or increase, determined as the net difference in per-person mass discard rate for individual materials, is a major contributor to the life-cycle-normalized recycling rates. The methodology outlined here provides policy makers with one means of transitioning to life-cycle thinking in state and local waste management goal setting and planning.

A landfill reclamation project was considered to recover landfill airspace and soil, reduce future groundwater impacts by removing the waste buried in the unlined area, and optimize airspace use at the site. A phased approach was utilized to evaluate the technical and economic feasibility of the reclamation project; based on the results of these evaluations, approximately 6.8 ha of the unlined cells were reclaimed. Approximately 371,000 in-place cubic meters of waste was mined from 6.8 ha in this project. Approximately 230,600 cubic meters of net airspace was recovered due to beneficial use of the recovered final cover soil and reclaimed soil as intermediate and daily cover soil, respectively, for the current landfill operations. An increasing number of landfills are operated to accelerate waste decomposition through liquids addition (e.g., leachate recirculation) as a wet landfill. Landfill design and regulation often depend on utilizing landfill gas production models that require an estimate of a first-order gas generation rate constant, k. Consequently, several studies have estimated k using collected gas volumes from operating wet landfills. Research was conducted to examine an alternative approach in which k is estimated not from collected landfill gas but from solid waste samples collected over time and analyzed for remaining gas yield. To achieve this goal, waste samples were collected from 1990 through 2007 at two full-scale landfills in Florida that practiced liquids addition. Methane yields were measured from waste samples collected over time, including periods before and after leachate recirculation, and the results were applied to a first-order decay model to estimate rate constants for each of the sites. An initial, intensive processing step was conducted to exclude non-biodegradable components from the methane yield testing procedure. The resulting rate constants for the two landfills examined were 0.47 yr(-1) and 0.21 yr(-1). These results expectedly exceeded the United States Environmental Protection Agency's rate constants for dry and conventional landfills (0.02-0.05 yr(-1)), but they are comparable to wet landfill rate constants derived using landfill gas data (0.1-0.3 yr(-1))., (Copyright © 2012 Elsevier Ltd. Stabilized landfill leachate has previously been treated with activated carbon (AC); however, information on the selectivity of AC depending upon the pore size is minimal. Isotherm and kinetic experiments were conducted using three commercially available AC products, one micro-porous and two meso-porous. Equilibrium adsorption and intra-particle diffusion of organic matter from stabilized leachate was studied. Isotherm experimental data were fitted to Langmuir, Freundlich, and Redlich-Peterson isotherm models in non-linear forms. Of the three isotherm models, the Redlich-Peterson model provided the best fit to the experimental data and showed a similar organic matter adsorption capacity (approximately 0.2 g total organic carbon (TOC) g(-1) AC) for both micro-porous and meso-porous AC. The organic matter effective intra-particle diffusion coefficients (D(e)) in both AC types were on the order of 10(-10) m(2) s(-1) for AC particle sizes greater than 0.5 mm. Meso-porous ACs showed slightly higher D(e) compared to micro-porous AC. Rapid small-scale tests showed a maximum of 80% TOC removal from leachate by each AC investigated. The ability of resistance-based sensors to measure in situ waste moisture content in a landfill was examined. One hundred and thirty-five resistance-based sensors were installed in a leachate recirculation well field at a bioreactor landfill in Florida, US. The performance of these sensors was studied for a period of over 6 years. The sensors were found to respond to an increase in moisture resulting from leachate recirculation. It was observed that 78% of sensors worked successfully in the field during the study period. The initial spatial average moisture content determined by the sensor readings (using a laboratory-derived calibration) was 42.8% compared to 23% from gravimetric readings. Eighteen sensors (13%) showed that they were saturated before liquid addition, and no change in moisture content was observed in these sensors during the study period. Laboratory-derived calibration methods resulted in an over-estimation of moisture content. An alternate field-calibration method, where wetted sensor output was assumed equal to the average of gravimetric measurements for wet samples, was evaluated. The final spatial average moisture contents were 64.2% and 44.4% for the laboratory-derived and field-derived calibration methodologies, respectively, compared to 45% measured gravimetrically from excavated waste samples. When moisture content was determined using a mass balance approach, the result was 34.6%. The results suggest that when appropriately calibrated, resistivity-based sensors can be used to obtain a reasonably accurate estimate of local moisture content. However, caution should be taken to extend the moisture content values that are representative of waste surrounding the sensors to estimate the overall moisture content on the landfill-wide scale.

The production of landscape mulch is a major market for the recycling of yard trash and waste wood. When wood recovered from construction and demolition (C&D) debris is used as mulch, it sometimes contains chromated copper arsenate (CCA)-treated wood. The presence of CCA-treated wood may cause some potential environmental problems as a result of the chromium, copper, and arsenic present. Research was performed to examine the leachability of the three metals from a variety of processed wood mixtures in Florida. The mixtures tested included mixed wood from C&D debris recycling facilities and mulch purchased from retail outlets. The synthetic precipitation leaching procedure (SPLP) was performed to examine the leaching of chromium, copper and arsenic. Results were compared to Florida's groundwater cleanup target levels (GWCTLs). Eighteen of the 22 samples collected from C&D debris processing facilities leached arsenic at concentrations greater than Florida's GWCTL of 50 microg/l. The mean leachable arsenic concentration for the C&D debris samples was 153 microg/l with a maximum of 558 microg/l. One of the colored mulch samples purchased from a retail outlet leached arsenic above 50 microg/l, while purchased mulch samples derived from virgin materials did not leach detectable arsenic (<5 microg/l). A mass balance approach was used to compute the potential metal concentrations (mg/kg) that would result from CCA-treated wood being present in wood mulch. Less than 0.1% CCA-treated wood would cause a mulch to exceed Florida's residential clean soil guideline for arsenic (0.8 mg/kg).
