On 13 July 1974, two constitutional experts, Michael Dekleris and Orhan Aldıkacti from Greece and Turkey respectively, who had been supporting the enhanced intercommunal negotiations, reached a tentative agreement on the Cyprus problem.2 This was to be ratified on 16 July by Glafkos Clerides and Rauf Denktash on behalf of the Greek Cypriot and the Turkish Cypriot Community.3 However, the coup against President Makarios on 15 July by the Greek Junta and the subsequent Turkish invasion on 20 July changed the overall political scene drastically. Not surprisingly, the basis of negotiations for a solution to the Cyprus problem changed from a unitary State to what eventually came to be known as a bizonal bicommunal federation. This paper assesses the results and repercussions of successive rounds of intercommunal negotiations under the auspices of the UN since 1974.4 In addition, certain suggestions are made for the future. This paper addresses the vexed question of the origins and nature of archaic Greek tyranny by focusing on the conceptual roots of the phenomenon, namely by investigating the political significance and implications of the Luwian notion of tarrawanni-, 'just, justice,' the term from which Greek tyrannos is believed to derive. Firstly, the paper shows how both Neo-Hittite and early Greek societies display a similar attitude towards justice as a key element for political legitimation. After concluding, however, that this commonality is not enough to explain why the Greeks borrowed the concept of tarrawanni- as tyrannos, the paper moves on to examining what specific way of doing politics is captured by the two concepts, arguing that they identify a type of political actor that exercises supreme powers independently of any kind of institutional arrangement. The Samos Island (Aegean Sea) Earthquake occurred on 30 October 2020. It produced a tsunami that impacted coastal communities, ground shaking that was locally amplified in some areas and that led to collapse of structures with 118 fatalities in both Greece and Turkey, and wide-ranging geotechnical effects including rockfalls, landsliding, and liquefaction. As a result of the global COVID-19 pandemic, the reconnaissance of this event did not involve the deployment of international teams, as would be typical for an event of this size. Instead, following initial deployments of separate Greek and Turkish teams, the reconnaissance and documentation efforts were managed in a coordinated manner with the assistance of international partners. This coordination ultimately produced a multi-agency joint report published on the 2-month anniversary of the earthquake, and this special issue. This paper provides an overview of the reconnaissance activities undertaken to document the effects of this important event and summarizes key lessons spanning topic areas from seismology to emergency response. The Gallic invasion of Greece in 280/279 BC left a deep mark in the collective memory of the Greeks. From then on, they represented the Celts as the stereotypical ‘barbarians’ – primitive, wild, violent and without any culture of their own. As the newcomers had established permanent kingdoms in Thrace and Phrygia, however, both sides had to learn how to deal with each other. The paper asks how the rulers of the Galatians on both sides of the Bosporus handled this challenge and how this influenced their own identity. To go beyond existing research, the analysis draws both on the literary Greek sources and the coinage which the Eastern Celts started to produce in the 3rd century BC. It will be shown that the Galatian elites quickly adapted to the political practices of the Hellenistic world and confidently asserted their own place within it, mixing their own customs with Greek and local (Thracian, Anatolian) elements to create a unique blend of identity. This paper aims to evaluate the state of Greek-Turkish relations in light of recent developments in the reconfiguration of Turkish foreign policy. Following twenty years of détente and relative calm in bilateral relations, the year 2020 witnessed two escalations in Greek-Turkish relations, one in March involving refugees and immigrants on the Greek-Turkish land border and another in August involving military vessels of the two countries. The refugee crisis and potential military conflict regarding energy exploration in the Eastern Mediterranean have raised tensions at a moment the political and institutional tools for the promotion of conflict resolution between Greece and Turkey linked to Turkey's EU membership perspective appear to be obsolete. Scholars concerned with the use of ICTs at the EU's external borders have mainly focused on practices of control that draw on sophisticated surveillance technologies. In this paper I address migrants' use of ICT itself, arguing that it has fundamentally transformed how undocumented border crossings are actually accomplished. In late 2015, when every day thousands of migrants crossed the Aegean Sea from Turkey to Greece, GPS-enabled smartphones played a pivotal role during their journeys, allowing migrants to navigate the sea and to get in touch with transnational support networks. Based on my own work for one of these networks, the WatchTheMed Alarm Phone, I demonstrate how migrants made emergency calls or alerted supporters via WhatsApp, who in turn mapped and tracked their positions and movements at sea and intervened in situations of distress in real-time. The paper contributes to debates on 'data politics' (Bigo, Isin, and Ruppert [2019]. Data Politics. Worlds, Subjects, Rights. London: Routledge) by drawing on the concepts of viapolitics and tempo-politics. While the former captures how journeys, vehicles and routes of migration become means and sites of contestation, the latter addresses situations in which the time-spaces of migration become matters of concern in border struggles. By the end and the aftermath of the Second World War, the conflicts that arose in the Eastern Mediterranean, specifically Greece and Turkey, was an important factor in the development of the Cold War. These two countries were considered by the West as amongst the earliest victims that suffered from the aggression of the Soviet Union due to the communist insurgent in Greece and the Soviet diplomatic pressure on Turkey regarding the Straits settlements as well as the territorial concessions concerning Kars and Ardahan. On March 12, 1947, the United States proclaimed that Greece and Turkey would receive economic aid under the Truman Doctrine that would bolster the capabilities of these countries in resisting Soviet expansionism. Many historians agreed that this economic aid was given due to the self-awareness of the United States to contain the expansion of Soviet influence in those countries. However, it was Britain who convinced the United States to do so. This article will discuss British strategies in bringing the United States into internal affairs in Greece and Turkey between 1945 and 1947 through the methodology of British primary historical resources. This study has concentrated on the viewpoint of British Foreign Secretary Ernest Bevin and his Foreign Office through the perusal of archival or primary records such as the Private Papers of Bevin (FO 800), the Cabinet Office Papers (CAB), the Foreign Office Papers (FO 371), the Defence Ministry Papers (DEFE) and the House of Commons Parliamentary Debate (HANSARD). The scrutiny of these records has shown that Britain could no longer assist Greece and Turkey in facing the Soviet threat alone due to its economic difficulties. Hence, the determination of Britain to get the assistance of the United States. Besides, the American new policy of intervention in world affairs would not only combat Communism but also help Britain in maintaining its status quo in Greece, Turkey, and subsequently British predominance in the Middle East. In biogeopolitics, the key state stakeholders develop and aim to accomplish their geopolitical goals by (mis)management and biopolitical governance of vulnerable population. In this paper, this population refers to asylum‐related migrants who use or aim to use an asylum request as their entry mechanism to the European Union. This paper explores the emergence of biogeopolitics at the EU borderland between Turkey and Greece during the COVID‐19 pandemic in 2020. Statistics about irregular migration from Turkey to Greece, field observations in Lesvos (Greece) as well as media and social media discussions about COVID‐19 in Lesvos are analysed. In the biogeopolitics of COVID‐19, the governance and (mis)management of asylum‐related migrants include policies and practices to let these migrants to live or die, including regulating illegal border‐crossings, everyday living conditions at the reception centres, and actions regarding the pandemic. Limited research has been conducted on migrants' decision making factors in transit and this is an important area of investigation that goes beyond the origin-destination country dichotomy most commonly represented in migrant decision making. This paper examines the decision making factors for onwards migration or stay of migrants from Afghanistan, Iran, Iraq, Pakistan, and Syria in Greece and Turkey. This paper is based on a unique dataset of surveys collected with 1056 migrants in Athens and Istanbul from May- July 2015. The decision for onwards migration or stay is examined through a probit regression analysis. Four categories of influencing variables are discussed: the country of origin, current conditions in the transit country, the initial migration destination choice and previous onwards migration attempts. The results demonstrate that first; the majority of respondents in both countries seek to migrate onwards (75% in Greece and 63% in Turkey) and that conditions in the transit country are highly significant in influencing onwards migrate decisions including their current subjective living conditions, employment, experiences of abuse, and speaking the local language. Although leisure constraints that individuals have to cope with can negatively affect their social inclusion and satisfaction with life, little research has addressed the link between these variables. Therefore, the current paper examined the moderator role of leisure constraints on the relationship between satisfaction with life and leisure constraints among adults living in five different European countries. The respondents were 1,382 women and 877 men adults. The findings of analysis revealed that all factors used in the study accounted for 15% of the variance in satisfaction with life and social inclusion had a significant and positive impact on satisfaction with life. As a result, it can be said that leisure constraints had a moderating effect on the relationship between satisfaction with life and social inclusion. The present research study recommends that social inclusion should be encouraged through decreasing to leisure constraints to increase the life satisfaction. [ABSTRACT FROM AUTHOR]

This paper investigated the role of interactive tourist mobile apps in tourism development. The researchers presented the e-Tracer application, which was developed taking into consideration the recent advantages in mobile computing, the importance of user-generated content and the needs of northern Greece and the lower Balkan countries. Apart from crowd-based content creation, a new generation of apps for tourism development may include additional components like serious games for tourists, map-based navigation systems and augmented/virtual reality applications, in order to offer memorable user experiences for tourists. An agile content management system design methodology was followed by taking into account the needs of alternative tourist destinations, small to medium sized real-world museums and driver rest areas located around highways which connect cross-country destinations in the lower Balkan countries and Turkey. This work positioned the role of interactive crowd-enhanced platforms for content management of tourist-related information in tourism development, economic growth and sustainability of the Egnatia motorway surrounding areas in Greece. Higher education informatization (HEI) is an interdisciplinary field that examines the use and integration of information and communication technologies (ICTs) in higher education. This paper provides a bibliometric and visual analysis of the research trends, patterns, and topics in this field. Using the Web of Science database, the authors selected and analyzed 199 SCI and SSCI papers on HEI published from 2000 to 2023 by VOSviewer and CiteSpace software. The results indicate that the publication volume of HEI research has grown significantly in recent years. The author network shows the collaboration and contribution of different researchers and institutions, while the journal network reveals the multidisciplinary nature and scope of the field. The keyword network and the burst keyword analysis identify the main research themes and the emerging hot topics in HEI. The co-citation network of sources illustrates the theoretical and methodological foundations and influences of the field. The paper concludes with some implications and suggestions for future HEI research.

Located at the crossroads of Europe and Asia, Turkey boasts a strategic importance in both regions. Although, in the past decade Turkey has resorted more to public diplomacy in order to extend its spheres of influence, nevertheless over the past six years, it has slowly but surely transitioned from a "soft power" into a "hard power." Its strong military and involvement in various conflicts and peacekeeping missions have already established it as a "hard power" in international politics. As a member of NATO and with a growing economy, Turkey has become a major player on the global stage. In recent years, Turkey has become increasingly assertive in its foreign policy, engaging in military operations in Syria and Iraq, Nagorno Karabakh, and playing a key role in the conflicts in all those countries. It has also been involved in efforts to resolve the ongoing conflict in Libya by intervening militarily, thereby altering the course of war and political landscape there. Additionally, for some time now Turkey has exhibited a belligerent response to Greece's attempt to extend its territorial waters by 12 nautical miles in the Aegean Sea and militarize Dodecanese islands in contravention to Lausanne and Paris Treaties, forcing Turkey to issue stark warnings and threats to Greece. In addition, from 2019 onward, Turkey has been sending vessels for seismic surveys in disputed continental shelves of the Eastern Mediterranean Sea, a move that has upset Greece especially due to Turkish warships and fighter jets roaming around and hovering over Turkish seismic ships, which has led to numerous dogfights and even physical contact between warships of both sides. This paper attempts to provide a rationale behind the researcher's personal observations and premise that Turkey has already positioned itself as a hard power on the international arena and is gradually departing from its position of a soft power. In order to shed light on all of the above mentioned, the research relied on a multi method of data collection and an extensive opensource data research. This article considers why despite mass displacement significantly affecting people from Muslim majority countries, Islamic understandings of refuge, protection and assistance remain de‐centered and made peripheral in formulations of asylum and refuge. The paper begins with an interrogation of how knowledge production on Muslim life‐worlds a priori gives emphasis to certain essential characteristics identified as Muslim. It is argued that this collapses understandings of the diversity of being and 'doing' Muslim in ways that make less visible everyday lived experiences attuned to the materiality, affect and emotion prompted by readings of Islamic tradition in displacement settings. To do so, I draw on Syrian experiences of displacement in Turkey and Greece to parse out the implications of this (in)visibility for Muslim responses to mass‐displacement and question whether they can be substantively different to modalities of humanitarianism and development anchored in liberal European ontologies. It is argued that by being attentive to the structures of feeling prompted by Islamic traditions pertaining to refuge and protection reveals ways of being and doing Islam outside of statist readings of humanitarianism. Here, the Islamic tradition of jiwār (a right of and to neighbourliness) provides a decolonial vocabulary to respond to state‐defined patterns of hospitality rooted in European knowledge production. Natural pozzolans have been used as building materials since ancient times. They are used as a supplementary cementitious material in combination with portland clinker to produce cements, characterized by high mechanical strengths and good durability performance. In the past the production of pozzolanic cement was mostly restricted to countries with natural pozzolan availability (Italy, Turkey, Greece, Philippine for example) and considered or even rejected in other countries that had the possibility of using other types of SCMs such as slag or fly‐ash. The market acceptance of natural pozzolanic cement also shows regional dependency. Colour and water demand strongly affect the perception and rheological properties of concrete containing natural pozzolan resulting in poor acceptancy in regions not used to working with this type of cement. Although, this SCM has been studied for very long time, today it makes sense to look closely at new pozzolanic binders. Innovative types of pozzolanic cement with very low clinker content are approaching the traditional cement market, due to the need for clinker factor reduction, and to the availability of separate grinding technology. New applications are being investigated with the aim of exploiting the behaviour of certain pozzolanic material to act as CO2 adsorbers for the removal of the exhaust gas during the production process. This paper will provide an overview of the most recent research work dealing with natural pozzolanic cement and the possible future opportunities and barriers offered by this very traditional and long‐used building material. This study aims to identify the literacy skills of individuals whose highest level of education was in the field 'teacher training and educational sciences'. The study sample comprised 10,618 individuals in the field of teacher training and educational sciences, selected from 31 countries (participating in the International Adult Skills Assessment Programme during the 2014-2015 survey) using a multi-stage sampling method. The study employed multi-level latent class analysis and three-step analysis in order to determine both the number of multi-level latent classes of educators' literacy scores as well as the selected independent variables' success in predicting those latent classes. The analysis revealed that educators in Germany constituted the group with the highest literacy skills while educators from Singapore comprised the group with the lowest literacy skills. Financialization and neoliberal globalization have increased the dependency of peripheral countries on core economies. This paper tracks the neoliberalization processes of Greece and Turkey, two neighbouring countries on the periphery of Europe. By using a comparative political economy method and borrowing from the variegated capitalism literature, it critically investigates how these two Mediterranean countries were affected by the 2008 global financial crisis, their variant responses, and the impacts of those responses within their historical specificities. The development trajectories of these two countries were similar until the 1980s, but diverged thereafter. Before the 2008 financial crisis erupted, both Greece and Turkey had neoliberal trajectories; the process they experienced through the crisis (how they were impacted by the crisis, as well as how they responded) varied; yet, capitalist restructuring deepened in both countries after the crisis. This was achieved through rising authoritarian populism in Turkey and the pressure of international institutions (both the International Monetary Fund [IMF] and the European Union [EU]) in Greece. Given that Greece is a member of the EU and Turkey is a longstanding candidate, the variances between Greece and Turkey's neoliberalization processes and the differing impacts the 2008 global financial crisis had on them make studying the contrasts between these countries important and timely. The aim of this study is to identify the most prolific countries in the field of special education and to discuss the widespread impact of their papers by taking into account the country's h-index. Through a bibliometric analysis, the data were collected in the Web of Science Core Collection category "Education, Special" in the Social Science Citation Index during 2011-2020. The 25 most prolific countries in the field of special education were determined in terms of paper productivity, and it was seen that the leading country was undisputedly the USA (54.42%). Meanwhile, a strong positive correlation was found between the h-index and the number of papers published by the countries (r=0.864). On the other hand, when the ranking in terms of the number of papers was reconfigured by the h-index, it was relatively changed. The possible reasons for this change for the countries with the most changing rankings were discussed by considering some definitive criteria such as the journal quartiles, the percentage of international and domestic, and the percentage of open access papers. This study reports a positive correlation between the quality and quantity in the field of special education for the publications of countries. It has been shown that where the positive correlation deviates, then especially, the journal quartiles, the percentage of international collaboration and the percentage of open access papers have a significant effect. The bibliometric findings may be useful to enrich the discussion about the widespread impact of papers and debate whether the use of h-index is acceptable for cross-national comparisons.

2023 marks the centenary of the Treaty of Lausanne, which ended the state of war between Turkey and the western allies, in particular Greece, and reordered the Near East, settling frontiers and providing for the protection of minorities. This essay reviews the historiography of the period 1915-23 through Greek and British sources in printed books and papers, covering the Greek irredentist claim to western Asia Minor, the Paris peace conference, the occupation of Smyrna, the Greek war against Mustapha Kemal's Turkish nationalists, the collapse of the Greek army, the Lausanne treaty, and the convention on the exchange of Greek and Turkish populations agreed at Lausanne in 1923. The aim of this paper was to evaluate the antidiabetic and antioxidant activities of methanolic extracts, n‐hexane, dichloromethane, ethyl acetate, butanol, aqueous subextracts and essential oils of flowers, roots, leaves and aerial parts of Thymbra spicata subsp. spicata, which has been utilized in the public medicine systems of Turkey, Greece, Egypt and Rome for the treatment of asthma and bronchitis, as well as for flavour and aroma in the food industry and protection. Quantitative determination of secondary metabolites in the most effective samples of the plant was also analysed by LC–MS/MS. Moreover, the chemical composition of essential oils of different parts of the plant was analysed via GC‐FID and GC/MS. The main constituents in the flower, leaf and aerial part were found to be carvacrol (75.6%), γ‐terpinene (10.5%), carvacrol (73.3%), γ‐terpinene (9.5%), p‐cymene (8.6%), carvacrol (76.1.8%) and p‐cymene (7.3%), respectively. Quinic acid, caffeic acid, vanillic acid, naringin, hesperidin and rosmarinic acid were measured in four ethyl acetate subextracts, and rosmarinic acid was found to have the highest amount in the flower subextract with a value of 48095.1083 ng/mL. The ethyl acetate extract of flowers showed the best activity with a 326 ± 12 μg/mL IC50 value, while the standard acarbose IC50 value was 4143 ± 243 μg/mL. It was determined that the leaf ethyl acetate extract, in particular, had a very high % inhibition value on ABTS·+ (99.137 ± 0.011% inhibition) and DPPH• (41.068 ± 0.031% inhibition). It is thought that the plant, which has been used as a spice in the kitchen for centuries by the public, can be safely used due to its high antidiabetic and antioxidant effects. Before politicians used refugees as a tool of interstate relations, refugees and asylum seekers were perceived only as a symbolic or realist threat in social perception. With the use of refugees as a tool of international politics, the phenomenon of threats felt in society has deepened with securitization and started to pose threats to human security. This dialectical relationship between society and the state also changes and transforms the direction and form of the threat. The study will investigate how symbolic or realistic threat perceptions in the public have evolved into securitization by governments, how these two phenomena strengthen each other, and what they mean in terms of human security. The quantitative data used in this study will be explained with integrated threat and securitization theories. This study aims to examine the variations in threat perceptions associated with refugees in Europe, employing an integrated threat theory framework. The focus will be on investigating questions such as "What types of threats are attributed to the presence of refugees and asylum seekers in European countries?" and "What factors contribute to the divergence in perceived threats?". Furthermore, the study will explore the implications of these divergent threat perceptions on national and regional migration governance within each country. This paper will focus on the refugee crisis and examine the cases of Turkey, Greece, and Germany, which are mainly on the refugee transit route and host the largest number of refugees in Europe. In order to describe which threat perception has a decisive impact on Europe, the 7th wave (2017-2020) datasets provided by the "World Values Survey (WVS)" from 2010-2022 will be examined in comparison with previous waves. An earthquake with a magnitude ranging from Mw = 6.9 (KOERI) to Mw = 7.0 (USGS) struck Samos Island in the Aegean Sea on October 30, 2020, with an epicentre 70 kms from the İzmir city centre in Turkey. The earthquake took place at 14:51 local time (11:51 UTC). The peak ground acceleration (PGA) of this earthquake was recorded to be 0.179 g at the epicentre of the earthquake. This earthquake occurred at a depth of 17.26 km (AFAD (2020) İzmir Earthquake Report, (In Turkish)) and lasted 16 s. The main shock from the earthquake triggered a tsunami that hit the building stocks built near the coast. During the gradual deregulation of COVID-19 pandemic regulations, various events caused considerable damage to the building stock, particularly in the Izmir Seferihisar and Bayraklı regions and resulted in a massive disruption of daily habits. The main shock caused 117 deaths in both Turkey and Greece, and 1632 people were also injured in Turkey. Moreover, several injuries occurred in Greece. A total of 103 buildings collapsed, 700 were severely damaged, 814 buildings were moderately damaged, and 7889 were slightly damaged. The basic aim of this paper is to briefly present the past and present seismotectonic characteristics of the region, present building stock, and former structural conditions before the earthquake, assess structural performance and classify distinguished earthquake-induced failures and damage due to the basin effect. This paper examines the Mycenaean evidence for the suffix - σσο-/-ττο-. This suffix is characteristic of place names throughout Greece and the Western regions of Anatolia and has been attributed to different languages. In Mycenaean it can be identified in words ending in -so and -zo, most of them anthroponyms appearing on documents produced in Crete. The Mycenaean evidence confirms that this suffix is of pre-Hellenic origin, although it can also appear in the adaptation of names, belonging to different linguistic stocks, into Greek. The study aims to understand the foremost challenges in the transition to online teaching and learning during the COVID-19 pandemic. The study adopts the PRISMA approach to screening the selection of journal articles and review papers according to the research aims and the inclusion criteria. The journal articles and review papers were extracted and stored in Microsoft Excel and Google Scholar, Academic. Microsoft, Semantic Scholar, Elsevier, and Emerald Insight databases searched relevant documents using formulated keywords. A statistical technique was applied using the M.S. Excel analysis tool (PivotTable and an independent t-Test) to analyze data and determine the differences between teachers and students. The review revealed the evidence that the majority of the studies were primarily focused on the individual developing countries and results from other developing countries were not considered. In addition, the foremost challenges in the transition to online teaching and learning during the COVID-19 pandemic were inadequate skills and training, inadequate Internet/Infrastructure, lack of supporting resources and lack of online student engagement and feedback. Finally, the independent t-test reveals there is no statistically significant difference in challenges in the transition to online teaching and learning during the COVID-19 pandemic. Both teachers and students encounter similar challenges. The systematic review raised concerns that higher learning needs to effectively implement long term strategies and support teachers and students in getting into online teaching and learning.

This article considers why despite mass displacement significantly affecting people from Muslim majority countries, Islamic understandings of refuge, protection and assistance remain de‐centered and made peripheral in formulations of asylum and refuge. The paper begins with an interrogation of how knowledge production on Muslim life‐worlds a priori gives emphasis to certain essential characteristics identified as Muslim. It is argued that this collapses understandings of the diversity of being and 'doing' Muslim in ways that make less visible everyday lived experiences attuned to the materiality, affect and emotion prompted by readings of Islamic tradition in displacement settings. To do so, I draw on Syrian experiences of displacement in Turkey and Greece to parse out the implications of this (in)visibility for Muslim responses to mass‐displacement and question whether they can be substantively different to modalities of humanitarianism and development anchored in liberal European ontologies. It is argued that by being attentive to the structures of feeling prompted by Islamic traditions pertaining to refuge and protection reveals ways of being and doing Islam outside of statist readings of humanitarianism. Here, the Islamic tradition of jiwār (a right of and to neighbourliness) provides a decolonial vocabulary to respond to state‐defined patterns of hospitality rooted in European knowledge production. The assimilation of more than one million Anatolian Greek refugees into the social, economic and political life of Greece following its defeat in the Greco-Turkish War (1919–1922) accounts for much of the conflict that defined the period of the Second Hellenic Republic (1924–1935). The impact of the refugees on the traditional balance of mass politics at the electoral level, is well documented; their contribution to the electoral gains of the Greek Communist Party (KKE) in the 1930s gave legitimacy to the communist threat and ultimately served as a pretext for the suppression of competitive politics and the end of republican governance. The nature and extent of refugee identification with communism is not well understood in the historiography, however, and remains largely based on the male refugee vote, even though the adult male refugee population accounted for a minority of the refugee population. The census of 1928 reported an 'abnormally high' number of widows and girls, especially among the refugees of Asia Minor, as all the males of military age (18–50) had been retained by the Turks as hostages during the evacuation of Smyrna in 1922, and many of them had perished before their release. This paper begins an overdue examination of generational radicalization outside the ballot box, among the ranks of refugee youth, and young women in particular, the group regarded by contemporaries as most vulnerable to the excesses of liberal cosmopolitanism in the new 'motherland'. This paper looks into the Greek-Turkish arms race a decade after an earlier contribution to the issue that relied heavily on artificial neural networks. The time period between the two papers contributes to the reliability of the results derived, not just by increasing the number of observations, but also mainly by incorporating the progress made in the realm of artificial intelligence. The focus on the case of both countries unlike the paper mentioned above that dealt with just the Greek side provides ample room for comparative purposes regarding the determinants of defense expenditure on both sides. The results derived in terms of input significance estimation support the findings of the earlier research as indicated above, pointing to the leading role of the demographic preponderance of Turkey over Greece. The paper also points to the fact that 10 years later, Turkey continues to set the arms race rules against its rival by determining the defense expenditure of Greece, whereas the role of the latter in affecting the military spending of Turkey is non-existent. The ongoing Turkish-Greek antagonism has triggered the interest of defense economists to investigate the various aspects of the arms race between Turkey and Greece. However, empirical studies examining the long-run relationship between the military expenditures of the two countries offer little evidence in favor of such an interaction. This paper attributes the poor results of the previous literature to the adherence to linear cointegration techniques and argues that if the adjustment towards long-run equilibrium is asymmetric, nonlinear co-integration models should be employed. Accordingly, this paper considers threshold autoregressive (TAR) and momentum threshold autoregressive (M-TAR) models as alternative adjustment processes for the cointegration relationship, following Enders and Siklos (2001). This paper focuses on the controversy that prevails concerning the extent to which an arms race is going on between Greece and Turkey. An examination of the recent contributions on this major issue beginning the year 2000 onwards suggests that the pronounced discrepancies among the conclusions drawn in these papers may be attributed to two major reasons among others: The effectiveness of the techniques employed, as well as the inadequacy of certain policy recipes to treat actual defence incidents. This paper examines biopolitical control practices at the Greece-Turkey borders and addresses current debates in the study of borders and biopolitics. The Greek and Frontex authorities have established diverse surveillance mechanisms to control the borderzone space and to monitor, intercept, apprehend, and push back migrants or to block their passage. The location of contemporary borders has been much debated in the literature. This paper provides a nuanced understanding of borders by demonstrating that while borders are diffusing beyond and inside state territories, their practices and effects are concentrated at the edges of state territories--ie, borderzones. Borderzones are biopolitical spaces in which surveillance is most intense and migrants suffer the direct threat of injury and death. Applying biopolitics in the context of borderzones also prompts us to revisit the concept. While Foucault posits that biopolitics is the product of the historical transition away from sovereign powers controlling territory and imposing practices of death towards governmental powers managing population mainly through pastoral, productive, and deterritorialized techniques, the case of the Greece-Turkey borderzones demonstrates that biopolitics operates through sovereign territorial controls and surveillance, practices of death and exclusion, and suspension of rights.
