In this article the authors discuss the training of civil servants in Haiti with the use of Canadian grants. It is noted that the training of public administrators does not usually fall within the sphere of operation associated with the promotion of democracy. A number of topics are addressed including the difficulties associated with the governance by elected officials who rely on a poorly trained civil service, the capacity of developing countries to increase the effectiveness of international development assistance, and the project to support public sector management.
