The article presents an examination into the authoritarian regime characteristics of China since 1989, analyzing its "inclusive institutions" in order to demonstrate the organizational structure of the Party and its ruling practices. Particular attention is given to the question of why the Communist Party in China has been so resilient in the face of opposition and logistical difficulties. An in-depth exploration of the internal documents of Z County in Hebei Province is given in order to illustrate the Communist Party's daily operations and governing ideologies.
