Based on the time series data of Kaifeng City, Henan Province from 2017 to 2021, this paper establishes an index measurement method for human capital-industrial structure upgrading, designs a systematic coupling model of human capital and industrial structure, tests the coupling and coordination degree of the two, and studies the matching relationship between human capital and industrial structure in Kaifeng City in combination with the economic development level in the target time. Furthermore, it provides policy reference and suggestions for non-first-tier and second-tier cities with similar level to Kaifeng city and slightly inferior in economic development. In terms of human capital policy, local cities should take measures such as increasing investment in education, implementing special training programs for multi-level talents and opening channels for social talents to meet the needs of higher-level development of industrial structure and realize rationalization and upgrading of industrial structure. In terms of industrial structure policies, local cities should consider the actual basis of human capital. The industrial structure adjustment plan adopted should be coordinated with the development level of human capital. Local cities that are not first-tier or second-tier cities should learn to "group" adjustment and reasonably plan the industrial development path. [ABSTRACT FROM AUTHOR]
