Together with the rapid development of the maritime economy (ME), the extent and depth of exploitation of marine resources is also increasing and the pressure for sustainable use of marine resources is increasing. To this end, this paper proposes the theoretical methods and applications of marine economy and sustainable (MEAS) marine development. This paper proposes the DEA evaluation method. First, the characteristics, structure, and construction procedures and methods of the evaluation index system of complex systems are studied. The construction methods and principles of the marine economic composite system evaluation index system were discussed, a systematic evaluation index system was established, and an emergy analysis and comprehensive evaluation DEA model for MEAS ocean development were proposed. The research is carried out through the application of examples. This paper finds that China's marine technology investment was valid for DEA in 2014, 2018, and 2019, and that it was non-DEA valid from 2015 to 2018. The DEA effectiveness coefficient values were 0.976489, 0.619141, and 0.808176, which indicates that in 2018 and 2019, science and technology played a significant role in the added value of China's marine industry and the achievement of scientific research results, and the rest of the years were not effective. In order to improve the development speed and economic benefits of the marine economy, this paper analyzes the promotion mechanism of industrial and commercial management on marine economic development. A promotion model is built by selecting relevant indicators of business administration and marine economy. Under this model, the economic development level and business management level of ocean are evaluated respectively, and the general law of ocean economic development is obtained. By adjusting the level of business administration, we can get the relationship between business administration and the marine economic development, and figure out the promotion mechanism within. In this paper, relevant measures are proposed and applied to the actual management of marine economic development. It is found that under the influence of this strategy, the economic benefits have increased by about 44.3%, and the speed of marine economic development has accelerated significantly. Path choice of economic development for a country is a very important question. After China adopt the policy of Reform and Opening up, the economic development model depending on high investment and high debt has been established gradually, which causes the success of China economic development. Especially, the economic development of the coastal regions has provided a powerful impetus for the progress of the entire country. However, this pattern overly depending on the investment and debt accumulation brings hidden trouble to China's future development of high quality. In this paper, the economic relationship between the debt accumulation and economic growth will be analysed in detail by the mathematical analysis tools and optimization theory. At the same time, this article also proposes that coastal economic areas should take the lead in developing technology-intensive industries and vigorously develop the marine economy to achieve economic transformation. The continuous expansion of the differences in marine economy affects the realization of China's maritime power strategic goals. Therefore, it is necessary to recognize the level of development of the marine economy, analyze the actual differences in coastal areas and find out the constraints. Sustainable development has important value. This paper mainly studies the spatial-temporal differences in the contribution of marine industry structural changes to marine economic growth. The cumulative contribution rate of 6 principal components extracted in this paper reaches 93.346%. The 6 principal components can explain the comprehensive development level of the marine economy in coastal provinces and cities. It shows that its comprehensive development level is below the average development level. It can be seen from the calculation results that the internal structure of the industry is constrained by the level of science and technology, scientific and technological breakthroughs are difficult, and the evolution of the industrial structure is slow, so its contribution to the growth of the marine economy is relatively low. Therefore, in the process of optimizing the structure of the marine industry, more attention must be paid to improving the development mode and quality of the marine industry, giving play to the role of science and technology, improving the quality of the supply of the marine industry, transforming and upgrading the traditional marine industry, mastering core technologies for the development of the marine industry, and fostering the Market competitiveness of the industry.
