ABSTRACT The Redeploy Illinois (RI) pilot program was created to give Illinois counties financial support to provide community-based services for nonviolent youths who would otherwise be committed to the Department of Juvenile Justice, which oversees juvenile correctional institutions. The current project assesses: 1) the RI data in McLean County; 2) the attitudes and perceptions of the youths in the program; 3) the views of family members of RI youths; and 4) the views of the probation officers, attorneys, and service providers. This research will provide a comprehensive understanding of the impact of the RI program on youths, families, victims, and the justice system. [ABSTRACT FROM AUTHOR]

Purpose: Assessments of ongoing fiscal restructuring of juvenile justice system processes and the impact such restructuring has on juvenile incarceration rates are limited. When impacts of fiscal restructuring efforts have been assessed, researchers have focused on systemic, macro level changes in incarceration rates but avoided more focused, micro level impacts. This study fills this knowledge gap by examining the recent implementation of the Redeploy Illinois program in two pilot sites. In the Redeploy Illinois program, financial incentives were provided to select counties to develop community based alternatives to incarceration. The goal was to alleviate over reliance on state funded residential facilities for evaluation and confinement purposes. Methods: Agency data were analyzed using qualitative methods to examine the effects of this change. Results: Results of this study demonstrated that counties participating in the pilot test of the Redeploy Illinois program were able to reduce their levels of juvenile commitment to the state. Peoria County exceeded their reduction benchmark for all but two years, and St. Clair County well exceed their reduction benchmark for all full calendar years subsequent to implementation. Conclusions: Findings are consistent with the limited literature exploring fiscal restructuring efforts designed to reduce county levels juvenile commitments. [Copyright &y& Elsevier]

The article focuses on the Models for Change initiative developed by the John D. and Catherine T. MacArthur Foundation in the U.S. in 2004. It states that the initiative aims to accelerate the effective, fair, and rational responses to juvenile delinquency through practice models, research, and innovative policy. It mentions that the initiative is designed to obtain the strengths of diversity, and create various effective approaches and models for communities and other states to adopt. It poses the four core states that implement the initiative including Pennsylvania, Louisiana, and Illinois. It also lays the action networks devoted to reform the juvenile justice system including the Disproportionate Minority Contact Action Network.

Studies of youth service bureaus are usually based on a sample of such agencies over a relatively short time frame and typically focus on whether diversion actually occurred. The study reported here examines a single youth service bureau over a 20-year period, with a total client population of some 47,000 during this period, with a focus on diversion as agency policy. We were interested in learning whether a youth service bureau, established with LEAA funding in the heyday of popularity for diversion as correctional policy, continued to emphasize diversion as popularity and funding waned. Our findings indicate that this agency maintained its emphasis on diversion, not because of funding agency pressure, but because diversion is sound policy. [ABSTRACT FROM AUTHOR]

This study examines the factors that influence success or failure on parole. Data is based on three thousand cases of youths paroled from the Illinois State Reformatory at Pontiac. The three thousand cases cover a period of slightly longer than the seven years from January 1, 1921 to December 31, 1927. Of the entire 3,000, the number that had failed reached 742, or 24.7 per cent. It might be added that when the violations among the second group were figured regardless of whether the violation occurred before or after the twelfth month, the number breaking the parole agreement was 310, or 31.0 per cent. Violations are of two sorts: technical violations, such as leaving a job, leaving the county, being intoxicated, or in the company of other parolees, and what has been called major violation, or the commission of a new crime. After the rate of violation had been determined as already explained, each factor or characteristic of the individual was correlated with the record on parole. In correlating the record on parole with the type of criminal, it was found that among the first offenders only 12.9 per cent violated parole, while among the habitual and professional group 58.8 per cent failed. In the present study two factors, marital status and use of alcohol, seemed to have little bearing upon outcome on parole.

This article presents the annual report of the Juvenile Court and Juvenile Detention Home in Cook County, Illinois in 1916. The report contains 111 pages and includes the reports of the Chief Probation Officer of Cook County, the Director of Psychopathic Institute, the Superintendent of the Juvenile Detention Home and the attending physician at the Home. The report of the Chief Probation Officer shows that in the course of successive years, beginning with 1912, there has been a continuous decrease in number of children sent to institutions.

This section discusses the program for handling juvenile delinquents and criminals which went into effect in Illinois on January 1, 1955. Under the new system, the recently created Illinois Youth Commission took over supervision of the State Training Schools, including the boys' reformatory and two state training schools for girls and boys, respectively. Important features of the program provide that: (1) judges will impose maximum sentences on youthful felons and sentence them to the commission's custody, (2) discretion as to when youthful prisoners shall be paroled, short of the maximum term, will lie strictly with the commission and (3) at the commission's discretion, juvenile male prisoners may be shifted between the training school and the reformatory.

This article presents information related to activities conducted at the 11th Annual Illinois Delinquency Prevention Conference. The origin and purpose of the conference was to mobilize all available groups and individuals toward the goal of reducing juvenile delinquency. More than a thousand welfare representatives in all areas of the State attended. The climax was the conference banquet featuring addresses by Illinois Governor Dwight H. Green, and James S. Plant, director of the Essex County Juvenile Clinic, Newark, New Jersey.
