With more and more literature on international student mobility and migration (ISM), one area of focus has often been overlooked: the impacts of student visas and study permits. Examined through an institutionalist framework highlighting the influences of institutions on individuals and their agency, this study describes how visa and study permit policies pervades international students' lives in a variety of ways. Interview data collected from 40 international students who study in Australia, Canada, and the United States were analyzed to uncover themes from these host countries. Drawing on these interviews to outline the concept of ISM policy pervasion, the findings of this study show that visa policies affect international students in wide ranging ways. In addition to providing empirical evidence for ISM policy pervasion, this article also lays the groundwork for further studies that delve into the practical impacts of student visa and study permit policies around the world.

Implicit prejudice can be simply understood as any negative feelings or beliefs people hold towards a particular outgroup without being aware of it. One such form is microaggression, which can be defined as everyday verbal or nonverbal subtle, unconscious putdowns, slights, or negative remarks towards members of an outgroup. One of the most common and harmful forms is gender-based microaggression. Gender microaggression is defined as subtle, unconscious, everyday putdowns, slights, remarks, or insults, whether intentional or unintentional, directed at a particular gender, notably women. Despite a plethora of literature and research on gender microaggression, the focus has predominantly been on understanding microaggressions faced by women in various domains, largely neglecting the experiences of men as victims of microaggression. One such overlooked experience is that of Afghan male students studying in universities in Delhi. Each year, thousands of students from Afghanistan travel to Delhi to pursue higher education, often unaware of the prejudices they may encounter due to associations with terms like 'terrorism' or 'terrorist.' Therefore, this paper aims to understand and study the microaggression faced by Afghan male students by employing the Gender Implicit Association Test on a sample of 103 Indian students studying in universities in Delhi, selected using a snowball sampling technique. This study adapts and modifies the Weapon-based Implicit Association Test. The goal is to uncover the implicit biases of Indian students towards Afghan male students by examining the association (reaction time) between images of weapons and harmless objects, in conjunction with adjectives related to Afghan males and Afghan females. In other words, words or images that are congruent in our minds should result in shorter reaction times and fewer errors compared to words and images that are incongruent. The results indicate that Indian students were quicker in associating weapon images with Afghan male adjectives (D = -0.64) compared to Afghan female adjectives (D = 0.89).

Gojri speakers, i.e., Gujjars and Bakarwals, are the relatively deprived indigenous tribal communities and groups. The hegemony of dominant languages in significant fields such as polity, judiciary, and education accentuates the exclusion of tribal and minority languages. The study relied on secondary sources and mainly focused on Gojri speakers of Jammu and Kashmir, and India. We examined the indigenous Gojri language, its genesis, evolution, resemblance, geography, and diversity, and the plight of its neglect and exclusion from significant fields. We highlighted how Census operations, official languages of States/UTs, schedules of the constitution, parliament and judicial proceedings, pedagogical medium & school curriculum, language education policies, and initiatives contributed to such exclusion. The study expands our understanding of language landscape and diversity, hegemony and preference for dominant languages, and exclusion of minority and tribal languages. Considering the linguistic diversity of J&K and India, we believe this study can sensitize educational and language policy planners and practitioners about language bias, non-inclusive, discriminant, and unjust treatment, alienating Gojri speakers in different domains.

Providing access to higher education for people in marginalized communities, in particular for refugees, requires to re-think the traditional ways of teaching and learning in higher education institutions. The challenges of these circumstances both in terms of access to learning materials and the opportunity to collaboratively learn with others require specific support via appropriate didactical settings. Blended learning arrangements, i.e., settings that bring together online learning activities with synchronous, co-located settings show potential for addressing these requirements. In the present study, we examine the success factors in the design of blended learning settings for supporting higher education in marginalized communities. Based on an established model of blended learning success, we explore the specific challenges of the target group via a survey which was distributed to students of different subject areas and of the higher education programs of Jesuit Worldwide Learning. The 80 survey participants analyzed in this paper live in refugee camps, or marginalized areas located in rural and remote areas in Afghanistan, Guyana, India, Iraq, Kenya, Malawi, Myanmar, Philippines, Sri Lanka and Thailand. While we could confirm the success factors that also apply for blended learning scenarios in traditional settings, we also found evidence for the crucial role of facilitation in both, online and co-located learning phases, and challenges regarding the access to suitable infrastructure. Both need to be considered during design of blended learning programs for this target group.

The coronavirus disease 2019 (COVID-19) pandemic caused significant disruption to teaching and learning activities at all levels. Faculty, students, institutions, and parents have had to rapidly adapt and adopt measures to make the best use of available resources, tools and teaching strategies. While much of the online teaching pedagogies have been theoretically and practically explored to a limited extent, the scale at which these were deployed was unprecedented. This has led a large number of researchers to share challenges, solutions and knowledge gleaned during this period. The main aim of this work was to thematically model the literature related to teaching and learning during, and about, COVID-19. Abstracts and metadata of literature were extracted from Scopus, and topic modeling was used to identify the key research themes. The research encompassed diverse scientific disciplines, including social sciences, computer science, and life sciences, as well as learnings in support systems, including libraries, information technology, and mental health. The following six key themes were identified: (1) the impact of COVID-19 on higher education institutions, and challenges faced by these institutions; (2) the use of various tools and teaching strategies employed by these institutions; (3) the teaching and learning experience of schools and school teachers; (4) the impact of COVID-19 on the training of healthcare workers; (5) the learnings about COVID-19, and treatment strategies from patients; and (6) the mental health of students as a result of COVID-19 and e-learning. Regardless of the key themes, what stood out was the inequities in education as a result of the digital divide. This has had a huge impact not only in middle- and low-income nations, but also in several parts of the developed world. Several important lessons have been learned, which, no doubt, will be actively incorporated into teaching and learning practices and teacher training. Nonetheless, the full effect of these unprecedented educational adaptions on basic education, expert training, and mental health of all stakeholders is yet to be fully fathomed.

Higher education is considered an important tool for the overall development of any country, and it holds true in the context of Afghanistan as well. At the same time, a good eco-environment in terms of political will, leaders' farsighted vision, a fair budget, good infrastructure, and a good teaching community are some of the basic requirements for higher education to move in the direction of new and higher horizons. However, due to the ongoing war during the last couple of decades, the country's education system has become out of reach for a substantial part of the population due to poverty, lack of infrastructure, refugees and internally displaced, digital division, etc., critically affecting the education equity. This systematic review examines India's education diplomacy in addressing the inequities in Afghanistan's education system and making them more equitable. Education was further dilapidated with the outbreak of the COVID-19 pandemic. Afghanistan is caught between a war and a pandemic and suffers from a double whammy in losses. Subsequently, given their chilling effects, higher education becomes devoid of multiples equities, including education. However, because of their historical and geo-civilizational ties, India has focused on development diplomacy in general and education diplomacy (E.D) in particular to improve educational infrastructures.

The key purpose of this study is to analyse the impact of legitimacy, public services, and democracy on the quality of education in the selected Asian economies like India, Pakistan, Malaysia, Indonesia, Afghanistan, China, Nepal, Bangladesh, Turkey, and Saudi Arabia. The data was collected from various sources like world bank, word economic forum, as well as transparency international. The analysis was performed by using EViews and various statistical tests were also applied in order to analyse the trends in data and the relationship between the study variables as well. The results of ARLD test showed that all three dependent variables were significantly associated with the quality of education. Literacy rate was correlated with the rise in quality of education in the long run, as well as the short run. Population growth also showed a rise in quality of education in the long run but not in the short run. Only state democracy showed positive association in the long run but showed no association in the short run. Various limitations in the form of study variables, data analysis, and methods were associated with the current study. Future studies are highly recommended to address these gaps for better implications.

Ethical academicians are perfectly virtuous. They always strive for greater virtue and follow strictly the moral stands of their profession. The ethical living and self-efficacy are important to them because of being fair and honest in their academics. Determinants of ethics include knowledge, values, attitude and intention. The domain-specific framework developed by Verbeke et al. (2004) has been considered as fundamental for identifying the dimensionality of work Self-efficacy and ethical challenges of academicians. A comprehensive literature review is undertaken regarding the concept of work Self-efficacy to assess workers' confidence and their ethical living in the workplace. This article examines theoretically and analytically the antecedent processes and information cues involved in the formation of work self-efficacy. Theoretical and numerical analysis of the key determinants of work self-efficacy increases the understanding of moral values, truthful fair and honest. Factors which decisively affect ethical living were identified from literature collected from the academicians who are working in the Five Regions of Asia - Central Asia (Tajikistan, Uzbekistan, Kazakhstan, Turkmenistan, Kyrgyzstan) East Asia (China, Mongolia, North Korea, South Korea, Japan, Hong Kong, Taiwan, Macau) South Asia (Sri Lanka, Bangladesh, India, Afghanistan, Pakistan, Bhutan, Nepal, the Maldives) through Google classroom. Methods of Statistical Analysis of self-efficacy data are descriptive statistics, Pearson Correlation Coefficient and Kolmogorov-Smirvnos normality test and Kruskal-Wallis one-way analysis of variance and Principal Component Analysis. Positive, mastery experiences give academicians a sense of accomplishment when they have faced a challenge ethically. Positive Zeal during Academic interaction, vicarious experiences that occur when academician see others succeed and feel an increased sense of their own ability to succeed. Sincere & deeper self, mingling with students, Social persuasion increase a teacher's sense of confidence and ability to succeed. A proper plan of action has drawn special attention, and inferences pertaining to future research are discussed at the end of the critique.

Eye tracking has been utilized for decades to study perceptual processes in a range of fields, and it has proven particularly useful for studying how the viewing behaviours of experts and novices within a field differ from one another. This article reports on a study that uses eye tracking to examine patterns in the ways that visual communication experts and non-experts read journalistic photographs that they might encounter in their daily lives. Expert participants (29) were practitioners with a minimum of 4-5 years of experience in a visual communication field; non-expert participants (29) had no training in visual communication and had 0-1 year of experience. Participants viewed 10 images and answered a series of four questions about each image. Participant eye movements were tracked utilizing a TobiiPro x2-60 eye tracker connected to a 17-inch high-end gaming laptop. The literature suggests that there should be observable differences between the eye movements of experts and non-experts, with expert viewing behaviour being more efficient and effective. However, the differences between experts and non-expert participants in the study were inconsistent and far less extensive than expected. The article discusses possible explanations for these results and suggests directions for future studies.

This article showcases digital inequalities that came to the forefront for online learning during the COVID-19 lockdown across five developing countries, India, Pakistan, Bangladesh, Nepal and Afghanistan. Large sections of population in developing economies have limited access to basic digital services; this, in turn, restricts how digital media are being used in everyday lives. A digital divide framework encompassing three analytical perspectives, structure, cultural practices and agency, has been developed. Each perspective is influenced by five constructs, communities, time, location, social context and sites of practice. Community relates to gendered expectations, time refers to the lockdown period while locations are interleaved online classrooms and home spaces. Societal contexts influence aspects of online learning and how students engage within practice sites. We find structural issues are due to lack of digital media access and supporting services; further that female students are more often placed lower in the digital divide access scale. Cultural practices indicate gendered discriminatory rules, with female students reporting more stress due to added household responsibilities. This impacts learner agency and poses challenges for students in meaningfully maximising their learning outcomes. Our framework can inform policy-makers to plan initiatives for bridging digital divide and set up equitable gendered learning policies.

Disparities in access to education persist between children from low and high socio-economic backgrounds, and these disparities have become more pronounced because of school closures due to the pandemic. Addressing the disparities requires revisiting the approach to education, as a one-size-fits-all policy can be particularly challenging for disadvantaged populations. The COVID-19 pandemic challenged educational institutions to teach students who could not attend traditional classes. The crisis spawned innovation, improvisation, and ad hoc strategies as schools searched for the best way to deliver content. Some countries where educational facilities are scarce or other emergencies have necessitated school closures had already explored non-traditional schooling methods and have adopted innovative techniques and strategies to educate their students in the face of pandemic-related challenges. The article describes some of these approaches.

This paper locates the emergence of critical pedagogy (CP) as praxis in the protest movements in New Delhi, India, against the new citizenship amendment laws that were brought about by the Indian government. The ruling government in India brought amendments to the existing provisions for citizenship, such that persons from Hindu, Sikh, Buddhist, Jain, Parsi and Christian religious communities from neighbouring Afghanistan, Bangladesh or Pakistan were allowed Indian citizenship. Muslims, however, were excluded from this. This exclusion, coupled with the national project established for finding illegal immigrants in India -- called the National Citizenship Registry project -- affects the Muslim communities in South-Asia and has been widely resisted across India, by Muslims and other social and political organisations. This paper traces the development of such a struggle in Shaheen Bagh, New Delhi, and proposes that CP as a critique of the social, emerged from the specificity of the Shaheen Bagh movement. Shaheen Bagh gives critical insights into rethinking CP whenever its foundational tenets seem to have been lost or are merely subsumed by disciplinary compartments within academia. This struggle offers us insights toward returning to the insurrectionary character of CP, by locating CP within the context of such struggles. At the same time, this study of Shaheen Bagh and the specific form of CP that emerged in thatcontext, also shows us the limitations of contemporary social movements to take CP to its logical conclusion where oppressive class relations are undermined.

This article draws heavily on the post-abyssal philosophy of Boaventura de Sousa Santos in order to theorise new ways of thinking about research ethics in settings affected by armed conflict and crisis, and to put them into practice. Our article explores the dilemmas and tensions faced by four graduate students and a supervisor across diverse international settings. For some of us, these are places we call home, for others these are places that provide refuge to our people: Afghanistan, Jordan, Lebanon and India. We seek to deepen standard understandings of ethics as institutionalised in university forms, arguing that tidy checklists for safety and risk mitigation do not adequately address the complex affective and socio-political struggles permeating research, and the bodies of researchers, in these settings. Our main focus here is on how we can synthesise our various experiences in order to offer something of value to others who may be about to go into the field in settings affected by armed conflict and crisis. The question that we address, then, is: how can researchers avoid the limitations, obfuscations and silences of traditional institutional ethics in order to adopt a situated, embodied, post-abyssal research ethic that might open up new spaces for emotion, encounter, and engagement with struggle, risk and voicing? We use an autoethnographic approach that enables congruence with the aims of this article, and that supports our aspirations for enhanced impact through powerful narrative. We end with discussion that contains suggestions for institutions, supervisors, researchers, and for funding and professional bodies.

Universities today devote serious effort to attract international students. The purpose of this research is to understand the motivation factors that impact international student choices in selecting Indian higher education as a study-abroad destination. This quantitative study examines the choice criteria of 249 full-time international students from the countries of Asia and Africa. A number of choice factors were identified. Results indicate that international students at Indian universities consider 'university characteristics' and 'influence of social networks' as the most important motivation factors that determine destination choice. The study findings suggest a value proposition canvas consisting of teaching quality, university rankings, safety and availability of academic courses as its foremost constituents. The paper notes decision-making influences and identifies implications for marketing actions of a developing host country operating in a competitive international student market.

Despite the diversity of views in the literature about what employability skills are, there appears to be general agreement that employability skills are important. However, there are concerns about whether TVET graduates in developing countries are developing these skills and the onus falls upon TVET teachers to ensure they do so. In this qualitative study, 35 TVET teachers from 19 developing countries were interviewed to learn how TVET teachers foster the employability skills of learners. Data collected were transcribed, coded and analysed using thematic analysis. Findings show that the well-published notion that TVET teachers in many developing countries do not make efforts to impart employability skills to their students could be brought into question. Results of this study show that TVET teachers use various techniques to foster employability skills in their TVET learners. Continuous professional development of TVET teachers to ensure quality graduate outcomes is recommended.

This article examines the issue of the ethical status of education, particularly as related to individual dignity and freedom. We select cases that have been described in fine detail by social science--the education of girls and the education of all children within counter-hegemonic movements. These cases involve issues of access to equitable and high quality education. Such issues arise when cultural norms and political exigencies place restrictions on who can attend various types of schools, if any, and when students cannot render their own judgments about particular worldviews espoused by their religious, cultural, and sociopolitical communities. We examine recently developed philosophical frameworks that can provide a reasonable respect for cultural traditions and the rights of individuals to shape their own destinies. Then we apply two such frameworks (Amartya Sen's and Martha Nussbaum's) to the cases and discuss the relative merits of each.

Teaching information verification skills has become increasingly important in the current post-truth era. Through surveys and interviews with teenagers and young adults in the Middle East and United States, this study explores the changing patterns of social media use for news and actions they take to verify news stories online. Findings show younger students are moving toward more visual platforms, such as Instagram, and private messaging apps to get news. Information verification activities, however, are more frequently practiced by older people who use Facebook and Twitter. Implications for journalism and mass communication curricula are discussed.

This paper makes an attempt to provide a review on challenges, outcomes and present situation in vocational education and training (VET) programs in some Asian countries. Various country-specific studies indicate that the VET system has not responded very well in the South Asian region. The VET stream is quite small. Despite there being a growing demand for a skilled labor force, the labor market outcomes of those who have followed the vocational path are not good. However, the governments are giving full attention to making the VET system robust in these countries. Various new policy initiatives have been undertaken by the governments in recent years.

Why is it important to discuss writing instruction at the global level? When a refugee student enters the English classroom, it may be helpful to know the philosophy and practice of writing instruction in other parts of the world to help better understand this new student. To better understand the views of writing instructional practices across the globe, literacy leaders were invited to participate in a survey as leaders have the opportunity to inspire, to motivate, and to make a positive difference in the lives of teachers and adolescents. This article focuses on these international literacy leaders and their views of the teaching of writing.

Evolving policies have increasingly aimed to include nomadic groups in EFA, but an overemphasis on mobility has distracted policy makers from going beyond access logistics to consider learning needs within nomads' contemporary livelihoods and cultural values. Notable global trends are the growth and institutionalization of forms of Alternative Basic Education (provided by state and nonstate actors for "disadvantaged" learners) and advocacy of Open and Distance Learning. Case studies of mobile pastoralists in Kenya, India, and Afghanistan, and of sea nomads in Indonesia, illustrate policy and practices on the ground. They highlight a need to address equality, equivalence, and learner progression more closely, rather than adopting strategies for education inclusion that reinforce nomadic groups' sociopolitical marginalization. This requires an extended post-2015 engagement with the larger political question of education's role in undermining, or sustaining and validating, mobile livelihoods.

This paper draws on British Council commissioned research in response to concerns about women's absence from senior leadership positions in higher education in South Asia. The study sought existing knowledge from literature, policies, and available statistics and collected original interview data from 30 academics in Afghanistan, Bangladesh, India, Nepal, Pakistan, and Sri Lanka. A central finding was that gender is not a category of analysis in higher education policy, research or statistical data in the region. Our interview data suggest that leadership was frequently not an object of desire for women. Being associated with particular types of masculinities, leadership often carried a heavy affective load for those women who transgressed patriarchal socio-cultural norms and disrupted the symbolic order of women being led by men. Leadership was frequently perceived and experienced by women in terms of navigating a range of ugly feelings and toxicities that depleted aspirations, well-being and opportunities.

Inclusion has traditionally been conceptualised as integrating children into the formal schooling system. Recent research conducted in South Asia, however, adds to evidence that the huge number of children out of school and the diversity of their needs can only be met by a diversity of provision, formal and non-formal; that because many state education systems cannot meet the demands in quantity and quality, governments must continue to reform, improve and expand the public system, but also consider reconceptualising their role away from being the exclusive provider and towards encouraging a more diversified and equitable educational system. This paper sets out six challenges for reaching marginalised children through such change, highlighting the political commitment needed to embed into national education policy framework a rights-based approach, with quality assurance and greater links between the formal and non-formal. It provides examples of non-formal providers, using open learning principles, which offer models of how a more flexible and equitable system could be delivered for marginalised children, with progression routes and accreditation equivalent to or the same as the formal system. The author analyzes two texts, Gloria Whelan's "Homeless Bird" and Deborah Ellis's "Parvana's Journey", in an attempt to explain some of the problems and difficulties associated with those texts. The author examines Whelan's representations of India and finds troubling binaries associated with that text. In comparison, the author finds Ellis's depictions of Afghanistan more nuanced and complex. The author also discusses student reception of both texts and offers ways to problematize some of their reactions.

Reports on education in Thailand, Afghanistan, and the Philippines and reviews and reports of recent documents selected from the collection of the Unesco Regional Office for Education in Asia comprise this document. The first report, concerning educational reform in Thailand, presents recommendations of a governmental committee on curriculum, methods, administration, and equality. Afghanistan's attempts to increase opportunities for lifelong education, training, and literacy are described in the second report, followed by a discussion of national examinations for university admission in the Philippines. Reviews of recent publications on the following topics are presented: (1) social and educational reform in India; (2) science education in the Philippines; (3) the role of the university in Southeast Asia; (4) population and education in India; (5) rural development; (6) technical education in Bangladesh; (7) educational studies in the Republic of Korea; (8) education and development in Nepal; (9) teachers and changing curricula in Pakistan; (10) university adult education in Sri Lanka; and (11) education in Australia. An annotated list of documents related to Asian education and a summary of proposals for achieving universal primary education in India by 1986 conclude the document. (Author/DB)
