The existence of mono-loyalty in the simultaneous system of centralization and decentralization in Indonesia is used by the authorities to control the bureaucratic structure. Several problems occur in personnel management, however. The existence of mono-loyalty also has implications for regional employment patterns. The changes in staffing patterns are highlighted in the Regional Government of the East Java Province through the Staff Agency Bureau (BKD) of the East Java Province. The study's aim is to describe the staffing pattern of the Regional Government of the East Java Province and evaluate its effectiveness. This study follows a descriptive design with a qualitative approach, and observations, interviews, and documentation were conducted to feed into the data-analysis process. The results revealed a paradigm shift in organizing and conducting government bureaucracy, followed by changes in staffing patterns in local government. The regional government of East Java Province has adopted an integrated pattern, one that combines elements of centralization and decentralization. The use of this pattern follows the theory of effectiveness, but in its implementation, there is no risk management that guides the continuity of the pattern in achieving the stated organizational goals.

This study wanted to test and determine the impact of implementing forest management policies based on the Forest Management Unit's role in forest areas and community empowerment in Yogyakarta. The method used in this study used qualitative research with data sources obtained through surveys with variable measurement results. Samples were taken based on the forest area of the Yogyakarta area seen from the forest planning and management plans as well as the culture of the people in the Yogyakarta area itself. The analysis used also uses Stakeholder Analysis to define the parties who influence this research. Research results showed that the village community, as a local institution, can collaborate and interact with external parties to develop the local institution. Policies made to develop collaborative activities do not fully accommodate existing situations and conditions. Therefore, collaborative activities require various strategies and innovations to maintain the sustainability of cooperation. Collaborative activities recognize local institutions in forest management. Empowerment of local community using clear design principles will last long and capable of adapting to environmental changes. The success of community institution management does not rely on the institution's sustainability since community institutions have prevailed through various crises for an extended period. This research is expected to contribute to the efforts on increasing forested areas in forest management policies for Community Empowerment in Indonesia. • This study aims to determine the impact of forest management policies and the Forest Management Units in forest community empowerment in Yogyakarta. • The research results show that very stakeholder is very important for the sustainability of the organization. • Every stakeholder has unaligned interests, needs, and points of view. Sustainable palm oil governance in Indonesia becomes part of the work governance perspective. This type of research is a qualitative one, historical patterned with descriptive analysis. Data collection methods used are observation, interviews, and documentation. Data analysis was performed by using the model of Miles, Huberman, and Saldana consisting of four activities, namely combining data, condensing data, displaying data, and gathering conclusions and verification. There are many actors involved in the implementation of indonesian sustainable palm oil. Local people who agree with the law can accept or reject the development of oil palm on the land they claim.
