After September 11, 2001, the Islamic world was increasingly perceived as the main source of non-conventional threats to the US, in particular, and to the Western world, in general. After the overthrow of the Taliban in Afghanistan, the US administration focused on Saddam Hussein's Iraq. Romania expressed its desire to participate in the reconstruction of Iraq, in accordance to the UN decisions, even before the beginning of the military campaign. Furthermore, the war launched by the US and its allies in March 2003 found Romania on a clear pro-American position, a stance also signaled by the so-called Vilnius letter signed by eleven Central and East European states.
