The author reflects on war crimes accusations against Israel in relation to the problem associated with the rule of international law that govern the use of force by victims of aggression. He comments on Article 51 of the United Nations (U.N.) Charter, which prohibits all use of force except that for self-defense. He explains the flaws of many restrictions on the use of force against aggressors. The author also criticizes the dependence of international law upon moral authority to gain compliance.
