The new CAP implementation model requires each Member State to design a CAP Strategic Plan (CSP) to deliver operational actions under the two CAP pillars. Each CSP must be built from an evidence-based needs assessment that undergoes rigorous prioritisation to plan comprehensive and achievable interventions. In Italy, the institutional context requires all the Regions and Autonomous Provinces to express their preferences and to discuss the CSP collectively, both as regards identifying territorial needs and their prioritisation. In this framework, it became pertinent to introduce a specific instrument to facilitate participation in this process. The Italian Ministry, in collaboration with the National Rural Network, developed a participatory route to assess the prioritisation of the identified needs, to support the decision-making process in CSP drafting process. The process is primarily based on a voting aggregation technique called the Constrained Cumulative Voting method. The process identified makes it possible, on the one hand, to formulate a shared consensus on the level of importance of each need; on the other one, via the definition of natural breaks, to determine homogeneous groups of needs by importance of intervention. Effects of climate change are particularly important in the Mediterranean Biodiversity hotspot where rising temperatures and drought are negatively affecting several plant taxa, including endemic species. Assisted colonisation (AC) represents a useful tool for reducing the effect of climate change on endemic plant species threatened by climate change.We combined species distribution models (SDMs) for 188 taxa endemic to Italy with the IUCN red listing range loss threshold under criterion A (30%) to define: (a) the number of AC (measured as 2 × 2 km grid cells that should be occupied by new populations, i.e. grid cells = new populations) required to fully compensate for predicted range loss and to halt the decline below the 30% of range loss; (b) The number of cells necessary to compensate for range loss was calculated as the number of currently occupied cells lost under future climate due to unsuitable conditions. We used two representative concentration pathways, +2.6 and +8.5 W/m2, optimistic and pessimistic scenarios respectively. Availability of suitable areas for AC was also assessed within the current species distribution and within protected areas.Under the optimistic scenario, no taxa would lose more than 30% of their range and AC would not be required. Under the pessimistic scenario, roughly the 90% of taxa showed a cell loss higher than 30%. Eight taxa were predicted to lose >95% of their range. For these species, AC was required from 13 to 16 new populations (=13–16 grid cells) per taxon to cap the range loss at 30%. For currently VU or EN species, an average number of 32–35 AC attempts would be necessary to fully compensate their range loss under a pessimistic scenario. Suitable recipient sites within protected areas falling in their projected range were identified, allowing for short‐distance AC.Synthesis. Combining species distribution models and red listing thresholds under Criterion A has enabled the strategic planning of multiple species assisted colonisation minimising the effort in terms of new populations to be created and maximising the conservation benefit in terms of range loss compensation. The European Union (EU) has recently adopted a regulation on invasive alien species that foresees the possibility of developing lists of species of National Concern. We developed a prioritisation process for alien mammals already established in Italy, but not yet included in the EU list (n = 6 species) and a systematic horizon-scanning procedure to obtain ranked lists for those species that are already introduced worldwide or traded in Italy (n = 213). Experts were asked to score these species, by evaluating their likeli-hood of establishment and spread and the magnitude of their potential impacts on biodiversity, economy, human-health and society. The manageability of each species was also evaluated, both for the proritisation and the horizon-scanning processes. We produced five lists that ranked species according to their potential spread and impacts and their manageability. These will allow policy-makers to select outputs according to a balance between risk assessment and risk management, establishing priorities for alien species management at the national level. The obligations arising from legislation and other instruments affect the macro-level decision-making related to the transition toward a circular economy (CE), which is a multifaceted topic since it tries to aggregate the interests of different stakeholders. In this context, this paper aims to analyse the current policies, strategies and initiatives related to the CE transition from a multicriteria perspective and under the lens of NIT (New Institutional Theory). This is the first approach that analyses which CE strategies and related practices boost the transition from a macro-level perspective, using a multicriteria method and considering developed and emerging economies. For this reason, this paper can be helpful for researchers and practitioners involved in implementing strategy and policymaking aimed at the transition toward a CE. It also contributes to the discussion on the global transition to the CE by identifying differences and similarities between countries. The proposed methodology has been applied to compare the realities in Italy and Brazil. The perceptions of several stakeholders from the two countries have been gathered through a questionnaire to evaluate numerous strategies against several social, environmental, economic, and technical criteria. The main results are: Italy presents a proactive behaviour, a higher level of institutionalisation, and a coercive isomorphism related to European regulations and strategies. In contrast, Brazil has reactive behaviour, a lower level of institutionalisation, and is impelled by mimetic isomorphism. Although it is possible to observe several advances in the last years in Brazil, the transition to a CE is still in the early stages compared to Italy. Purpose: Oral health remains a neglected area and its political priority on most national agendas is low. This analysis aimed to identify the political priority of oral health in Italy., Background: Italian public health services are decentralised at the regional level and are financed by both central and local authorities. Despite certain legally guaranteed public oral health services, access to oral health care seems to be inhomogeneous., Methods: Appraisal of the political priority of oral health in Italy uses the Political Power Framework as proposed by Shiffman and Smith., Results and Discussion: There is no clear mandate for leadership or coordination within the oral health sector, resulting in fragmentation and in dominance of the private sector. As a consequence, oral diseases are mainly addressed through a curative rather than a preventive public health approach. Current, systematic and representative data are lacking. Therefore, the real burden of oral diseases is unknown and thus cannot be addressed adequately. Evidence-based, cost-effective and sustainable population-wide public dental health interventions are not implemented on a large scale, and growing inequities in terms of access to care are not seen as a concern., Conclusion: Lack of relevant policies with a public health focus, absence of systematic oral health surveillance and limited access to care for large population groups are strong indicators that oral health is not a political priority. The demand for referrals and diagnostic procedures in Italy has been rising constantly in recent years, making access to diagnostic services increasingly difficult with significant waiting times. A number of Health Authorities (known as Local Health Units) have responded by implementing formalised waiting-time prioritisation tools, giving rise to what are known as Homogeneous Waiting Groups (HWGs). The study describes the implementation of the HWG approach in Italy. This represents a promising tool for improving the prioritisation of patients waiting to see a specialist or to receive a diagnostic test. The study of the Italian HWG experience provides useful insights to improve the outpatient referral process for those countries where the demand prioritisation policies have focused more on inpatient care than outpatient specialist care and diagnostic services., (Copyright © 2014 Elsevier Ireland Ltd.
