Ouchi's Theory Z prescribes how employees should be motivated for increased productivity. Based on the theoretical work of Emile Durkheim, it views the modern large corporation as a communal alternative to the shortcomings of other institutions in industrial mass society. Ouchi's assertion that Japan is the industrial society in which Theory Z has flourished receives limited support from research findings. This article reports that Australia, New Zealand and Japan are on the margins of the Pacific Rim region, the economic region described in hyperbole as the region of the miracle economies. According to the authors these countries are wealthy, relatively wealthy or are well off because they have restructured their economies to take advantage of the changing productive and financial needs of the core economies, that is, Great Britain and the U.S. These three nations have focused their economies on the differing needs of the core at different times. For example, Australia and New Zealand produced agricultural goods and military support for the British in the years between 1860-1970s while Japan contributed cheap labor and technologies to America in the years after the Second World War. All three countries acted as strategic military buffer zones to the U.S. during the Cold War. Japan, Australia and New Zealand have very different corporate cultures that operate within different national power structures but they do collectively have the largest grouping of financial institutions in the Pacific Rim region. These financial institutions coordinate through the use of the new technologies and information highways.

In sum, the theoretical analysis generated the familiar conclusion that an increase in money will lead to a loss in reserves in the short rim. The empirical results confirm this, and the magnitudes of the maximum negative offset coefficients are roughly consistent with previous empirical estimates. All maximum negative offsets are smaller than unity in absolute value, but those for Germany, Canada, and Japan are not significantly different from minus unity. Of particular interest is the offset of -0.28 for the United States. The empirical results also indicate that an offset reversal takes place within two to five quarterly periods in all countries but Canada. The theoretical analysis suggests that this is possible, and Luan and Miller (1979) have found similar results for U.S. capital flows. However, the net two-year offsets for the United States, United Kingdom and Germany are positive, albeit not significantly different from zero. This anomaly needs to be explored in future work. Finally, the theoretical analysis concluded that economic growth can conceivably lead to gains or losses in reserves. The empirical results suggest the former is true for Germany and Japan, but the latter is true for the United States, Canada, and the United Kingdom. All of the empirical results should be considered as highly tentative at this time, but they may be of extreme importance if they are corroborated by future research. [ABSTRACT FROM AUTHOR]
