It has been argued that the growth potential of industry clusters in developing countries is dependent on joint action to release external economy effects that otherwise remain latent. In this paper we report on the progress and impacts of a programme in Central Java to develop the capacity for joint action in industry clusters via economic forums in local government jurisdictions. We focus on the emerging relationships between industry clusters and their respective economic forums in four local government jurisdictions. Despite progress, the findings reveal the difficulties of developing new institutions to support joint action. These difficulties follow from the limits presented by the private sector dynamics underlying industry clusters and from variations in local government organisation, resourcing and understandings of the remit of these new institutions. The article discusses the significance of the fact that the Dutch East India Company (AKA Verenigde Oostindische Compagnie or VOC) imported large amounts of small coins called duiten to the island of Java. The author argues that the coins were not usable by the VOC for international trade but were used by locals on Java in the market, thereby transforming the local economy.

Indonesia: The Rise of Capital continues to occupy an important position in the study of Indonesia's polity and economy. Its emphasis on broad processes and big structures provides the tools to uncover the genesis, triumph and reconstitution of a politico-business oligarchy during the Soeharto era and beyond. By employing the theses of politico-business oligarchy and that of embeddedness, this paper argues that the dominance of the predatory state-capital alliance originally forged during the New Order ensures the continued marginalisation of Indonesian provincial clothing entrepreneurs. It examines the patterns of business networks emerging from such entrepreneurs and how they adapt, resist and re-adapt to state policies driven by the interests of the politico-business oligarchy. Utilising clothing-producing regions in Central Java and Bali as case studies, this paper shows how the employment of different strategies of survival have resulted in different outcomes, but none of which has strengthened the structural position of provincial entrepreneurs within the Indonesian political economy in the post-Soeharto era. This study examines the relationship between infrastructure and human development in Java, Indonesia, using regency-level 2002-2005 panel data. We find that improving infrastructure significantly enhances human development. In particular, electricity infrastructure has a greater influence on human development than other types of infrastructure, such as clean water, roads or the number of classrooms per student. We find that for every 1% increase in the proportion of households with electricity, the human development index (HDI) increases by 0.2%. Improvements in other types of infrastructure lead over the long run to lesser increases in the HDI, ranging from 0.01% to 0.03%. [ABSTRACT FROM AUTHOR]

The paper analyzes the process of colonial state formation on Java during the nineteenth century. It argues that this was characterized by a succession of experiments aimed at increasing export production and raising taxes from the indigenous population. These experiments were shaped by the possibilities offered by indigenous socio-political structures and institutions, and by the important role played by comprador groups forming a crucial link between the European segment of the population and the indigenous Javanese, the Chinese and Indian merchants active on the island. On the basis of newly reconstructed historical national accounts of Java in the nineteenth century, it is possible to assess the impact of the various experiments on growth and productivity, and to explain why - for example - the (in)famous Cultivation System, which apparently was a huge success, had in the long term to be abolished, and was replaced by more market oriented economic policies. The article presents an examination into the commercial history of the sugar trade in Java during the 1920s and 1930s. Details are given highlighting the exogenous nature of colonial Java's economic structural organization, pointing out its focus on more northern Asian markets such as Japan and China. Analysis is then given evaluating the connections between the sector's near industrial collapse of the 1930s due to the combination of the global Depression's slow market characteristics and the structural competition it shared with other Asian producers.

Valid assessment of household food security is important, particularly in rapidly changing circumstances such as the economic crisis that struck Indonesia in 1998. The Cornell-Radimer tool for measuring household food security has now been used in several social and economic settings. An adaptation of this tool was used in the context of the economic crisis of Java, Indonesia in June-August 1998 in a survey of 1423 mothers with children < 5 y old. Qualitative and quantitative data contributed to understanding food insecurity and provided evidence for some aspects of validity. The data showed substantial household food insecurity with 94.2% of households found to be uncertain or insecure about their food situation in the previous year. Of respondents, 11% reported losing weight in the previous year because of lack of food. Food security in Java was undoubtedly compromised by the economic crisis. These results suggest, on the basis of qualitative and quantitative understandings of food insecurity, that this tool provided a useful measure of the situation in Java in 1998. From this study and others done recently, such a tool or ones constructed using a similar approach have been found to be useful in various settings in which there is a need to understand and identify household food insecurity for purposes of estimating and monitoring prevalence and targeting of policies and programs. The objective of this paper is to present material from a reconnaissance survey of markets in three kabupaten (regencies) in West Java— Garut, Majalengka, and Indramayu—which throws doubt on the general validity of these propositions today. The survey, carried out in January 1977, was undertaken to provide a preliminary assessment of the function of the pasar in the overall movement of agricultural commodities and is an extension of a wider study of rural dynamics in the Cimanuk Basin being undertaken by a team of Survey Agro Ekonomi.
