Presents a speech by Wesley K. Clark, delivered to the Sister Cities International Annual Conference having to do with the issue of the war in Kosovo.

The article presents the author's opinion of why Russia is opposed to the independence of Kosovo. The author suggests that Russia wanted to keep Serbia as the last line of demarcation for Southeast Europe against the West. Russia has been humiliated by the loss of its satellite nations including Poland, Hungary and Romania, and in 1991 Russia itself broke into eleven newly independent states. The author questions if Russia can come to terms with human freedoms and new opportunities.
