Different intervention mechanisms are proposed to transform agricultural landscapes so that they fulfill multiple functions, compatible with sustainable development goals. In the case of climate change mitigation and adaptation, support policies and direct payments to affected populations are promoted as part of REDDþ initiatives. These interventions attempt to balance the provision of multiple ecosystem services with the maintenance or improvement of local livelihoods. In this paper, we explore the role that participatory evaluation can play in the implementation of payments for ecosystem services in rural communities in Indonesia, Laos, Vietnam and China. Engaged in a process of rapid integration into the market economy, these communities have been transforming their traditional Slash-and-burn systems in recent years and followed different paths of agricultural intensification. The positive or negative assessment of these developments is necessarily subject to value judgements in the choices made between different options. Ecosystem services allow for the comparison of landscape trajectories. Village communities explored scenarios for the evolution of their local agriculture, negotiated trade-offs between ecosystem services and identified potential “winners” and “losers”. These simulations showed the importance of the timing of REDDþ programs in relation to ongoing agrarian transformations. Land use and land cover have rapidly changed in Kham basin, northern Laos, with a rapid expansion of maize cultivated area. While maize monoculture has contributed to reduce rural poverty, many farmers are now confronted to declining yields, indebtedness, rising health and environmental concerns. Interventions at two different stages of the maize boom, i.e. expansion-intensification and distress-diversification phases, allowed capturing the main drivers of change in maize production systems, and assessing opportunities and constraints for the adoption of more sustainable maize-legume mixed systems. The successive innovations in maize cropping systems, i.e. introduction of hybrid seeds, motorized tillage, herbicides, service provision, planters, and mineral fertilizers, were mainly driven by productivity and profitability objectives. Farmers' interest in maize-legume mixed systems was low during maize expansion-intensification phase. The decline in maize profitability and new market outlets for legumes open new opportunity windows for maize-legume mixed systems. Yet, farmers' adoption of such systems is limited by (i) local perceptions of legumes as cash crops only, and (ii) farmers' least effort strategies that includes e.g. heavy herbicide use and livestock free roaming after maize harvest. Large-scale adoption of maize-legume mixed systems requires innovative intervention mechanisms to engage local stakeholders into redesigning their landscapes and value-chains. [ABSTRACT FROM AUTHOR]

While causal mechanisms were identified and summarized in several frameworks, the causal effects of the identified factors remained largely unknown. In this study, we set up a new application of a spatial land system model to examine the causes for the clustered spatial pattern of the maize boom between 2000 and 2016 in Sayaboury Province, Laos. The factors tested included market access (travel time to trader companies), land productivity and total net revenue (proxy for profitability), spatial differences in farm gate price of maize, slope, and soil types. While crop booms are commonly associated with high commodity prices and improved market accessibility, our simulation results suggested that the combination of the geographic and economic factors we tested partially contribute to explain the location and spatial extent of the maize boom, but a full explanation has not been found. Interestingly though, temporal dynamics, such as increases in land productivity and profitability had the largest effect on model performance regarding the size of the maize boom area (experiment 2). Productivity and profitability increased thanks to political economic support for the introduction of a series of techniques (i.e. hybrid maize cultivars, herbicides, mechanical tillage and sowing) that made maize mono-cropping disproportionally competitive over other land management. The prospects of receiving funding for REDD+ have set many developing countries on a pathway of policy reforms to integrate REDD+ in national legislation. Progress has been slow partly due to the lengthy international negotiations on REDD+ but also because the policy reforms have not been backed by sufficient commitment to make REDD+ implementation feasible. To contribute to a better understanding of why policy and institutional reforms have not been successful in taking REDD+ implementation further, we analyse the institutional landscape of the forestry and environmental sectors in Laos as a case in point. We interviewed stakeholders from national to village levels and found that REDD+ has been effectively on hold in Laos. This is because of recent institutional transformations, rapid staff turnover and limited implementation capacity of government agencies at the national and sub-national levels all of which have led to a heavy reliance on international support and external consultants. The result is that Laos may not be ready to benefit from the international agreement on REDD+. The situation in Laos provides a compelling example of how difficult REDD+ implementation has proven to be in countries where institution building is still in process. [ABSTRACT FROM AUTHOR]

Rapid changes in agricultural systems call for profound changes in agricultural research and extension practices. The Diagnosis, Design, Assessment, Training and Extension (DATE) approach was developed and applied to co-design Conservation Agriculture-based cropping systems in contrasted situations. DATE is a multi-scale, multi-stakeholder participatory approach that integrates scientific and local knowledge. It emerged in response to questions raised by and issues encountered in the design of innovative systems. A key feature of this approach is the high input of innovative systems which are often although not exclusively based on conservation agricultural practices. Prototyping of innovative cropping systems (ICSs) largely relies on a conceptual model of soil–plant–macrofauna–microorganism system functioning. By comparing the implementation of the DATE approach and conservation agriculture-based cropping systems in Madagascar, Lao PDR, and Cambodia, we show that: (i) the DATE approach is flexible enough to be adapted to local conditions; (ii) market conditions need to be taken into account in designing agricultural development scenarios; and (iii) the learning process during the transition to conservation agriculture requires time. The DATE approach not only enables the co-design of ICSs with farmers, but also incorporates training and extension dimensions. In the transition from subsistence to commercial agriculture, smallholders in Lao PDR need to get better organised to match market demand in terms of product volume and quality. This paper investigates the conditions for the emergence of cooperatives from existing farmers' groups. Our study revealed the importance of social networks and power relations as a factor of cohesion within groups. Local leadership plays a crucial role in connecting group members to the village and district institutions. Recommendations are provided to improve group management rules as a pre-requisite to turn groups into farmers' cooperatives. [ABSTRACT FROM AUTHOR]

This study investigates four decades of socio-economic and environmental change in a shifting cultivation landscape in the northern uplands of Laos. Historical changes in land cover and land use were analyzed using a chronological series of remote sensing data. Impacts of landscape change on local livelihoods were investigated in seven villages through interviews with various stakeholders. The study reveals that the complex mosaics of agriculture and forest patches observed in the study area have long constituted key assets for the resilience of local livelihood systems in the face of environmental and socio-economic risks. However, over the past 20 years, a process of segregating agricultural and forest spaces has increased the vulnerability of local land users. This process is a direct outcome of policies aimed at increasing national forest cover, eradicating shifting cultivation and fostering the emergence of more intensive and commercial agricultural practices. We argue that agriculture-forest segregation should be buffered in such a way that a diversity of livelihood opportunities and economic development pathways can be maintained. [ABSTRACT FROM AUTHOR]

Since the emergence of the sustainable development paradigm in the late 1980s, land-use planning has become a key arena for political debates over society-environment interactions and, in practice, an important means for territorialisation projects. The paper reviews the main planning approaches that have been employed over the past three decades in the Lao People's Democratic Republic, a country that has long been viewed as a valuable policy testing ground for the proponents of sustainable development. It highlights three concurrent territorialisation projects that have shaped the history of land-use planning and have fuelled tensions between central and subnational governments and local actors, national and foreign institutions, and land suitability and sustainability approaches. The paper argues that the latter tensions reflect an important dynamism and reactivity in the planning arena. It concludes that the capacity of land-use planners to adapt to specific contexts and evolving socio-environmental challenges should be harnessed in order to reconcile conflicting approaches to planning and, perhaps, to achieve sustainable development. Abstract: Managing complex landscape mosaics in areas dominated by poverty often requires addressing conflicting objectives and managing trade-offs, such as that between maintaining/enhancing ecological functions and improving livelihoods. Laos, like many other developing countries dependent on agriculture and natural resources for the subsistence of a mostly rural population, has used land use planning (LUP) as a core policy instrument to achieve sustainable development. However, previous reviews of LUP implementation showed large discrepancies between policies and practices and between the intended goals and actual outcomes. There is a need for increased participation, improved integration of scales, harmonization of superimposed plans, and enhanced coordination between implementing agencies and other stakeholders. Consequently, former normative approaches to LUP have been gradually replaced (at least on paper) by a new paradigm. Participatory land use planning (PLUP) has recently become a central element of donor-supported programs in developing countries. However, despite the good intentions of PLUP principles, implementation remains entangled with confused practical issues that compromise effective participation. As an alternative to complex, technologically sophisticated LUP models that local stakeholders cannot use or replicate, a communication platform supporting negotiations among multiple stakeholder groups was tested in a village cluster in Luang Prabang Province in northern Laos. This innovative approach, based on a combination of role-playing games, participatory 3D modeling, GIS, and socioeconomic and environmental impact assessment, allows stakeholders to collectively explore the consequences of land use decisions and choose between alternative future landscapes. Abstract: In the early 1990s, the Lao government launched a nationwide Land Use Planning and Land Allocation programme in a bid to foster socio-economic development while protecting the environment. However, the programme has long been perceived as having negative impacts on rural livelihoods. A central criticism was that limited local participation results in unsustainable land use plans; consequently, the government introduced significant changes into the process to enhance participation. This paper examines the extent to which the evolution of Laos’ village land use planning has resulted in increased local participation and improved livelihoods. Local participation was assessed quantitatively in six study villages, in combination with more qualitative surveys on planning practices and influences on livelihoods and land uses. The analysis reveals that local participation increased only slightly from early planning initiatives until pilot implementation of the revised programme, known as Participatory Land Use Planning. It also shows that (participation in) planning had very limited influence on local land use patterns. Drawing on these findings, the paper explores ways to better translate plans into concrete actions and to effect tangible change in local practices. [Copyright &y& Elsevier]
