One of the purposes of cooperation in the refugee regime is to enhance protection by helping refugees find a durable solution outside States of first asylum. In this cooperation option, the challenge is to encourage States of resettlement to voluntarily accept refugees. This article aims to question the "Solidarity Resettlement Programme" developed by Latin American States as a strategy to foster cooperation. To do so, it adopts two approaches. First, it gives a general account of how cooperation works in the refugee regime and eliminates the theoretical and empirical isolationism presented in the literature that praises the programme. Secondly, it explores the Latin American cooperation framework by applying E.H. Carr's analysis of utopia and reality. The findings indicate that regional cooperation in Latin America to enhance the protection of refugees continues to have more utopian elements than realist ones. [ABSTRACT FROM AUTHOR]
