The article analyses the power of mining corporations in areas at risk of tailings dams failures in Minas Gerais, emphasising the Central Region in the context of the disasters in the Doce and Paraopeba river basins. Since these disasters, and due to changes in the federal and state regulations of tailings dams, mining companies began to exercise their territorial power incisively, defining, without prior notice, the need for the compulsory displacement of hundreds of families in communities and cities downstream of dams. Furthermore, corporate control over information and the political definition of the use of the territory substantially altered the localities' social, economic and cultural life. These dynamics aggravated the unequal power relation guided by economic dependence and the constant fear of new failures. At the same time, the mines continued operating to serve the reproduction of capital and the production/appropriation of value. The expansion of mining activities, through large enterprises, has occurred with intensity in the State of Minas Gerais, in recent decades. The extraction of iron ore to the north of the Iron Quadrangle, along the Espinhaço mountain range, stands out. The Minas-Rio project, in a project of a large mine inside (MG AConceição), resulted in communities of permanent and profound transformations in life in the municipality. This article analyzes the treatment of environmental licensing of mine operations in the municipalities of Conceição Mato Dentro, Dom Joaquim and Alvorada de Minas. To this end, qualitative research was carried out with observation, in a direct research notebook, of a registration document within the scope of the enterprise's environmental licensing process. The universes point out as highlights of the strategies of use of a reduction of results, or non-recognition of the reduction of results, the maintenance on neighboring groups and families, weakening and use of companies, sometimes denial of the traditional forms of appropriation of the territory generating a wide-ranging conflict. This article analyzes the imbrication between literature and economics in a poem by Carlos Drummond de Andrade. It is "Lira Itabirana", published in a newspaper in 1983, but it was never published in a book. The poem, known by few back then, gained notoriety after two catastrophic ruptures of tailings dams by mining company Vale s.a., in 2015 and 2019, in the state of Minas Gerais, the birthplace of Drummond. Despite its timelessness, the original theme of the poem relates to the economic crisis and the indebtedness of the Brazilian state during the military civil dictatorship that was in force for two decades in the country. Over the past decade, the extraction of ores in Brazil has increased vertiginously, driven by the neodevelopmental program of the governments of the Workers' Party. In order to get a better view of the facts, state investments in the sector, from 2011 to 2016, were over US $ 66 billion. In 2014, only the state of Minas Gerais, which historically constitutes the country's most important mineral production center, produced a mineral balance of US $ 14 billion. This scenario, however, has been responsible for a set of contradictions to great extent, as it has been demonstrated in the case of Paracatu, a municipality of Minas Gerais. Our research sought to identify the social and environmental impacts that have been provoked by the mining industry in this municipality. In methodological terms, we set up the politicaleconomic conditions under which the mining activity gained centrality in Brazil. Then, based on the available literature, we identified some contradictions on the expansion of this economic activity in the municipality of Paracatu, manifested in the form of socioenvironmental conflicts. This study deals with the environmental regularization of mining activities in the State of Minas Gerais, Brazil, where such activities exhibit prominent economic, social and environmental importance. The main environmental rules and data from the licensing system are analyzed, focusing on the post-licensing stage, when the system is partially hampered due to insufficient technical assessment and nonsystematic inspection of the impacting activities by the environmental authorities. A preliminary assessment of the changes introduced in the environmental system in the last five years is also made, and comprise: the regional decentralization of the licensing system - and of the environmental management as a whole -, with eight regional offices, and the institution of the declaratory authorization for environmental operation of minor enterprises with potentially less degrading activities, in substitution of the traditional licensing system.
