The article focuses on the extent to which the European Union (EU) advances the adoption of the European Neighbourhood Policy (ENP) by neighbourhood countries. It examines the environmental dimension of the ENP with focus on the cases of Ukraine and Morocco. Results achieved by the two countries in terms of strategies used by actors are also compared. An account of the ENP's institutional logics of rule promotion and its double contingency on agents are also provided.
