Understanding the local communities' attitudes toward protected areas (PAs) is critical to PA management planning. However, what socio‐economic and demographic factors drive their attitude remains poorly studied. We interviewed 135 residents in three villages in the buffer zone of Bardia National Park, Nepal, to assess their perceived benefits and costs of the PA. We found that perceived benefits are skewed toward wealthy and influential people, whereas costs associated with wildlife‐caused damage (i.e., crop raiding) are borne disproportionately by poor people. The Tobit regression model showed that wealthy and educated residents who obtained direct tourism benefits from the park were significantly more likely to hold positive attitudes toward the PA. On the flip side, residents who had experienced conflict with park administration (park staff and military guards) and incurred a higher amount of crop loss in the recent past were likely to have negative attitudes. Our results showed that negative attitudes largely stemmed from park staff and military guards' behavior and inefficient service delivery from the national park office. In light of these findings, we suggest the park administration develop mechanisms to ensure efficient service delivery and pragmatic handling of community grievances concerning law enforcement and wildlife damage compensation. We also recommend directing park benefits to less educated and poor households and those suffering property losses from wildlife to improve park‐people relationships. [ABSTRACT FROM AUTHOR]

Smooth-coated otter Lutrogale perspicillata is one of the three otter species occur in Nepal. They were believed to be extirpated from central and eastern Nepal. Camera traps set to study fishing cats in the buffer zone area of Koshi Tappu Wildife Reserve recorded smooth-coated otters, confirming their presence in the protected area. Single individuals of smooth-coated otter were recorded at two locations in three detections. The recorded locations lie at the elevated edge of Typha elephantina dominated swamps, created from the Koshi River seepage near the Koshi embankment. Regular monitoring and conservation efforts for the smooth-coated otter are needed to ensure their survival in Koshi. [ABSTRACT FROM AUTHOR]

Crop raiding and livestock predation are major conservation problems throughout most protected areas in Nepal, including the Khaptad National Park (KNP). However, no information exists on the extent of crop raiding, livestock predation, and animal attacks among villages surrounding KNP. We conducted a survey of 304 households in 30 villages in four districts (Bajhang, Bajura, Doti, and Achham) in the buffer zone of KNP between 24 May and 20 June 2019, using the snowball sampling technique. All households experienced numerous major incidents of crop raiding between April 2017 and May 2019. Major wildlife involved were Wild Boar Sus scrofa, Himalayan Black Bear Ursus thibetanus, Rhesus Macaque Macaca mulatta, Barking Deer Muntiacus vaginalis, Common Leopard Panthera pardus, Golden Jackal Canis aureus, and Porcupine Hystrix spp. Of the 304 households, all had their crops raided over the past two years, 55.5% (n = 169) faced livestock predation, and 2% (n = 6) attacks resulting in death or injury. Over 40% of households reported taking mitigation measures to minimize crop raiding. Common measures such as night guarding, noise making, use of scarecrows, watch dogs, and fencing were practiced. More than half of respondents had negative opinions towards wildlife but they still believed that wildlife should be conserved. There was no or negligible correlation between general opinion of respondents towards wildlife and wildlife conservation with their education, sex, or involvement in natural resources management group. We established baseline information on crop raiding and livestock predation in villages surrounding KNP. Finding appropriate mechanism of sharing protected area (PA) benefit with local communities is a critical policy question in biodiversity conservation. The Buffer Zone (BZ) program, practiced in several countries, involves placing partial restrictions on land use in peripherical areas while sharing a portion of PA revenue with the communities therein. However, the effectiveness of this program in promoting conservation and development is unknown. Evidence from key informant interviews of 41 individuals representing a diverse group of stakeholders associated with Nepal's 26-year-old BZ program, imply that the institutional platform the BZ program provides to stakeholders, rather than the shared revenue itself, creates bigger impacts in integrated conservation and development. The establishment of protected areas and buffer zones has been widely adopted in many countries to mitigate biodiversity loss. However, in contrast to the growing evidence about the beneficial impacts of protected areas, ecological outcomes of buffer zones have rarely been measured. Here, we use data from a large camera trap survey and multi-species occupancy modelling to assess the effectiveness of different management regimes (Bardia National Park, its buffer zone, and areas outside the buffer zone) at safeguarding wildlife in the Terai Arc Landscape of Nepal. Using areas outside the buffer zone as the counterfactual to compare occurrence probability of 25 mammal species >1 kg, we revealed a positive effect of the national park and the buffer zone on seven and six species, respectively. Three species had greater occurrence probability outside the buffer zone than in the national park, but no species had greater occurrence probability outside the buffer zone than inside the buffer zone. Analysis of species richness indicated that management regime differentially affects species groups. For non-threatened and herbivorous species, the buffer zone performed better than areas outside the buffer zone and similar to, or better than, the national park. However, for threatened species and large animalivores (carnivores and insectivores) the national park outperformed the other management regimes. Environmental Impact Assessment (EIA) is a planning tool which enables decision makers to accept environmentally friendly projects and reject environment damaging projects or their certain components. EIA has been mandatory in Nepal since the enactment of Environment Protection Act in 1997. Usually in Nepal, EIA is done for a project late in the project cycle after many important decisions on design and locations have already been made. While in case of government sponsored projects, EIA has remained as 'pro forma' compliance with government's legal requirements. This paper analyses outputs of approved EIA of a mega infrastructure project "Second International Airport Project" which government wants to implement despite of protests by conservationists, and environmental and social activists. There are technocratic problems in EIA Report such as informational weaknesses, insufficient analysis of impacts, and inadequately proposed mitigations measures. It indicates political influence on EIA. This paper suggests making policy decision on size and nature of an international airport and its facilities, alternative locations avoiding ecologically sensitive area, and source of funding. It proposes to conduct a comprehensive Environmental and Social Impact Assessment (ESIA) complying with national and international environmental and social safeguards, before making any decision to fell trees. Protected areas of Nepal, especially those situated in the lowland areas, have current and future growth prospects for ecotourism with opportunities in tourism and hospitality business operations in the buffer zone communities. This study explored the benefits and challenges faced by women entrepreneurs along with the potential role of empowerment in the buffer zone communities of Bardia National Park. Qualitative data were collected via semi-structured interviews and focus group discussions with women entrepreneurs involved in hotel and homestay enterprises. Findings suggest that women accrued various individual-level benefits from involvement, such as enhanced self-confidence and personal skills, increased access to cash income, and decision-making role in the family. Some of these benefits were related to empowerment. However, in order to better link ecotourism entrepreneurship with women’s empowerment, the gender-specific challenges in patriarchal society of rural Nepal needs to be addressed. This study highlighted the need for capacity building programs that focuses on enhancing women’s non-traditional roles, and wider programs to increase family/community support to promote their participation in tourism as entrepreneurs. Protected Areas (PAs) are set aside for biodiversity conservation but at the same time they are recognized for their role in supporting development goals. However, the benefits provided by PAs also come with costs to local people. Integrated Conservation and Development Projects (ICDPs) are a PA management approach that aim to maximize local benefits through enhancing conservation and development outcomes, while also reducing costs. We implemented a household level survey in two PAs in Nepal managed using an ICDP approach to assess local people's perceived benefits and costs and determine if this approach was achieving its intended outcomes. Since both PAs are popular nature-based tourism (NBT) destinations, respondents were asked questions specific to this activity and others more general to the PA. The coded qualitative responses revealed ten categories of benefits and twelve categories of costs. Most respondents perceived extraction benefits from PAs, and when asked to reflect specifically on NBT, they mostly identified economic benefits. Crop and livestock loss was the main perceived costs from PAs, whereas sociocultural costs were the main costs from NBT. Chi square tests showed that proximity to the PA office and residency status had the most significant differences in perceptions of benefits and costs from both PAs and NBT. People perceived very few benefits related to participation, cost mitigation, and conservation, which does not match the intended outcomes of ICDPs. Although there may be practical implications for engaging distant communities in management, this may help to enhance conservation and development outcomes from PAs. • Most people perceived extraction benefits from PAs and economic benefit from tourism. • Loss of crops and livestock were the main perceived costs of PAs. • Local participation in decision making was limited. • Differences in perceived benefits and costs were observed with respect to proximity from PAs. Abstract: In the buffer zone of the Royal Chitwan National Park (RCNP), community forests represent a key land use to meet the objectives of the buffer zone concept. This article examines three diverse community forests surrounding the national park and explores how national policy has been mediated by emerging community forestry institutions to create different levels of resource access and benefit distribution both within and between local user groups. Mindful of recent critiques of community-based conservation, the analysis gives considerable attention to the dynamics of power relations and inequality. The extent to which property rights have been transferred to the local level is evaluated and to whom power has been devolved in the process is assessed. The distribution of benefits arising from community forestry is critically examined. It seems that the current system for community forestry creates sufficient incentives for local cooperation due to the potential for increased access to important resources and a high perception of ownership of community forests among the communities. However, emerging institutions vary in the extent to which they reproduce favourable resource access conditions for elites and benefit distribution does seem to be skewed in favour of the wealthy and higher castes, even where management practices on the surface appear fair. National policy creates sufficient but not necessary conditions for achieving downward accountability, transparency and fairness. Greater attention to these issues is needed for buffer zone community forestry to better serve the poor and marginalised populations within user groups. [Copyright &y& Elsevier]

This article focuses on forest management in Nepal. Organized forest management on a large scale began in Nepal around 1880, with establishment of forest inspection offices and timber offices throughout the country. The first significant step toward adopting community forestry approaches was taken during the Ninth Forestry Conference, held in Kathmandu in 1974. The National Forest Act of 1976, and its subsequent amendments of 1977 and 1978, attempted to return some degree of ownership and control over forest resources to the people through Panchayat forestry.
