The Himalayan region is renowned as a powerhouse of Asia. Despite its abundant natural resources, youthful population, and strategic location between two rapidly developing Asian economies, the social and economic conditions in the Himalayan region, particularly in Nepal and Bhutan, have remained consistently underdeveloped. Various factors contribute to this, including climate change-induced disasters, political instability, strained bilateral relations between lower and upper riparian countries, and inadequate resource management. This article aims to address the existing research gap by exploring the energy potential of the Himalayan region and its viability for sustainable economic growth in the face of increasing global temperatures and climate-induced energy crises. The article asserts that, unless the region diversifies its energy sources to include other renewables, the Himalayan region (comprising Nepal, Bhutan, and the Indian Himalayan States-IHS) may not be able to serve as a stable hydro energy supplier to the South Asian region. Despite the 'immense' water resources available, Nepal has not been able to transform this abundance of water resources into desired economic growth and societal welfare. This paper attempts to analyze the reasons for such incessant challenges that loom over water resources development in Nepal. This paper finds that it is not the resource that limits the development of water resources, but the approaches and wishes that are framed on the foundation of persistent myths. Analyzing those myths, this paper highlights the realities in water resources management of Nepal, and suggests that without dismantling the existing myths, the sustainable development of water resources seems limited. Underinvestment, low levels of electricity access, natural disasters, topography and hydrology make Nepal's electricity crisis akin to ‘peeling a pickle’: difficult to pin down and hard to manage. Based primarily on the perceptions of a sample of experts, this article lays out a roadmap for how the ‘pickle’ of the Nepali electricity crisis can be peeled. Drawing on primary data collection from research interviews, the study offers a brief summary of the Nepali electricity and energy sectors. It then details six separate electricity challenges identified by respondents—topography and climate; political instability resulting from the aftermath of the Maoist insurgency; poverty and corruption; lack of financing and investment; constrained technological and human resources; and, finally, aid dependency and political manoeuvring. We conclude by calling on Nepali policymakers to invest in distributed generation, transmission upgrades, seasonal hydroelectric storage and industrial energy efficiency practices, and to introduce electricity tariff reforms, among other measures. Despite being one of the proven clean-energy technologies, hydroelectricity is losing attention in global research. Hydroelectricity is extremely important for countries possessing the required water resources, already heavily reliant on it and those lacking the financial capacity to invest in other expensive energy technologies. This study assessed the possible impact of climate change (CC) on hydro-energy generation in the Nepalese Himalaya (possessing eight peaks out of 14 over 8000 m) with a tremendous hydropower potential (∼50,000 MW). A planned 1200 MW storage type Budhigandaki Hydroelectricity Project is taken as a case. We estimated the energy generation for the baseline as well as 10 CC scenarios considering RCPs 4.5 and 8.5 at monthly, seasonal, and annual temporal scales for the mid-century. Results show that energy generation is highly dependent on the reservoir operating rule. The average annual energy generation is expected to vary within -5 to +12% of the base case in the mid-century, with significant variations across the months. We also infer that designing hydro-projects based on ensembled climate values could lead to a "rosy" but less probable and risky picture of energy generation in the future. Therefore, assessment of a wide spectrum of plausible CC scenarios are recommended. Storage type projects with provision of flexible operating rules considering finer temporal resolution and allocation to competing users (in case of multipurpose projects) supported by appropriate policies are desirable for climate resiliency. Complementing the existing energy generation mix with other technologies in areas where hydroelectricity is expected to undergo adverse impacts of CC is warranted for attaining future energy security and environmental safeguarding. Abstract: This paper discusses the complementarity between hydroelectricity and surplus electricity from sugarcane biomass-based cogeneration plants in sugarcane mills. The paper investigates opportunities and barriers in the context of governments'' initiatives, institutions and prevailing regulatory frameworks in Brazil and Nepal. The paper finds that bioelectricity from cogeneration can be a good complementary option for hydroelectric power, helping foster diversification on the generation side and enhance security of electricity supply based on local resources. Bioelectricity potential from sugarcane biomass is estimated to be in the range of 209–313 GWh for Nepal and 62–93 TWh for Brazil. In Nepal, the grid connected bioelectricity can provide power for operating industries, and support local development through rural electrification. In Brazil, the biomass potential can be further enhanced through a better utilization of the biomass in the sugar-ethanol industry to balance hydropower availability. This comparative study offers a reflection on the need for better planning and policies to address the barriers which are hindering the development of bioelectricity even in places where the potential is large. Abstract: This article explores implications of the Nepal Power Development Project (NPDP), a scheme funded by a consortium of multilateral donors, including the World Bank and the Government of Nepal, to promote grid-connected hydroelectricity, off-grid microhydro energy, and transmission and distribution upgrades. After explaining its methods of data collection – namely research interviews, field research, and a literature review – the article explores the specific components of the NPDP as well as its progress to date. The most successful part of the project focused on Microhydro Village Electrification and distributed more than 250 units to 50,000 households in less than ten years. The article then delves into the delivered benefits of the NPDP before identifying a series of technical, economic, political, and social challenges. It concludes by highlighting how community involvement and mobilization, institutional diversity, reliance on simple technologies matched in proper scale to energy end-uses, maintenance and after sales service, flexibility, and restructuring can enhance the effectiveness of energy development programs. Abstract: Nepal has 83,000 MW (megawatts) of exploitable hydropower resources. Yet the country has tapped less than 650 MW of this potential and hydroelectricity meets less than 1% of total national energy consumption. This article explores why. Using a mixed methods approach consisting of semi-structured research interviews, site visits, and a literature review, it explores the various factors impeding the use of small-scale and medium-sized hydroelectric power stations in Nepal. It begins by laying out the research methods for the study along with a concept known as the social science systems approach, or socio-technical systems theory. This theory supposes that the barriers to any technology from reaching commercialization are simultaneously social, consisting of values, attitudes, regulations, and price signals, as well as technical. The study then evaluates a “seamless web” of these types of barriers facing hydropower systems in Nepal. It concludes by offering lessons for policymakers and scholars concerned about Nepal as well as energy policy more generally. [Copyright &y& Elsevier]
