We examine whether the COVID-19 crisis affects women and men differently in terms of employment, working hours, and hourly wages, and whether the effects are demand or supply driven. COVID-19 impacts are studied using administrative data on all Dutch employees up to December 2020, focussing on the national lockdowns and emergency childcare for essential workers in the Netherlands. First, the impact of COVID-19 is much larger for non-essential workers than for essential workers. Although female non-essential workers are more affected than male non-essential workers, on average, women and men are equally affected, because more women than men are essential workers. Second, the impact for partnered essential workers with young children, both men and women, is not larger than for others. Third, single-parent essential workers respond with relatively large reductions in labour supply, suggesting emergency childcare was insufficient for them. During the crisis of 2009–2013 many institutes made large errors in their unemployment forecasts. This paper develops alternative short-run models to improve these forecasts. The models are applied to the Netherlands and compared to the unemployment forecasts of the CPB. A BVAR model performs significantly better than the CPB forecasts. The BVAR can also be used to predict the labor market transition probabilities used in the forecast functions of two-state and three-state stock-flow models of unemployment. We present the results from a policy experiment in which single mothers on welfare were stimulated to enter the labor market and increase their work experience. The aim of the policy was not per se for single mothers to leave welfare completely but to encourage them to find a job if only a part-time job. Two policy instruments were introduced: an earnings disregard and job creation. The experiment was performed at the municipality level in the Netherlands, a country with relatively high benefits and low incentives for single mothers to leave welfare for work. In our analysis, we make a distinction between native and immigrant welfare recipients. For immigrant single mothers, we find a positive employment effect of an earnings disregard. Job creation in addition to the earnings disregard increased working hours for some groups of single mothers. Although the outflow from welfare was not affected, welfare expenditures were reduced. Unemployment insurance recipients in the Netherlands were for many years exempted from the requirement to actively search for a job after they reached the age of 57.5. We study how this exemption affected the job finding rates of the recipients involved. Our results indicate that the job finding rate starts to fall just prior to the removal of the search requirement at age 57.5. In addition we find a large negative effect on job finding rates of the actual removal of the search requirement at age 57.5. Apparently, even for persons with seemingly poor job prospects search requirements have a positive effect on finding rates. [ABSTRACT FROM AUTHOR]
