The article examines the alarming rise in the murder rate in New Orleans, Louisiana since Hurricane Katrina in 2005. In 2006, the city recorded 73 homicides for every 100,000 residents, by far the highest rate in the U.S. Crimes such as robbery frequently escalate to murder. Most of the murders are attributable to the city's disorganized and vicious drug trade. Police and prosecutors lack the resources to fight the crime wave.
