Abstract

The article presents a study which examines the police corruption control in Hong Kong, China and New York City. It discusses the general proposition on the equilibrium of police corruption and some significant factors conducive to the transformation of the equilibrium in both cities. Moreover, it presents two cases in both cities, describing their socioeconomic and political backgrounds, their different strategies to combat police corruption, and the different outcomes.
