Abstract

The article reports that the fleeting expletive policy by the Federal Communications Commission (FCC) was blocked by the U.S. Court of Appeals in New York. It stated that the fleeting expletive policy provided that any broadcast of the words "f---" or "s---," in any almost context would be deemed indecent. Moreover, this expletive policy which was adopted in 2004 was invalidated by the court's decision as arbitrary and capricious and thus inconsistent with the Administrative Procedure Act (APA).
