This article reports that bankers in Cleveland, Ohio, have been busily trying to prop up First Intercity Banc Corp., the city's largest black-owned institution. The bank has a shaky loan portfolio, but here's an interesting twist: a $10 million certificate of deposit (CD) on the bank's books is held by the government of Kuwait. Bankers were worried that, if that 30-day CD wasn't rolled over, the bank would collapse. Many Third World governments have placed funds with minority-owned U.S. banks for political reasons, and this was no exception.
