The article focuses on criticisms received by U.S. President George Bush in relation to his decision to attend the Earth Summit in Rio de Janeiro, Brazil. One example of this Bush-bashing was at his Rose Garden ceremony celebrating the moratorium on regulation announced in his State of the Union address. After his speech, Fred Krupp, executive director of the Environmental Defense Fund, accused him of holding hostage the protection of the environment and public health to politics. This might happen in Rio but on an international scale. It implies how President Bush is setting himself up for further criticisms.
