The authors research the socio - psychological phenomenon of interaction of leader of the nation and his people in the Russian reality in the context of the international relations, first of all on the line: Russia - the West. Through the sociocultural analysis of the modernity with its historical hidden motive they answer on questions that cannot be answered within the framework of economic determinism. The article emphasizes the value of mentality that is a common source of understanding of the world picture for the political elite and the simple folk. Authors of the article present the results of sociological research of the phenomenon of Putin in the national self-perception. The study was conducted by the method of expert survey. We surveyed entrepreneurs, public servants, political leaders, students in Yekaterinburg. Hypothesis-ground of the research supports the following goal: the national perception of the leader of the State related to the quality of the international relation in connection with the cultural context of the national development.
