This study examines emotional well-being variations among students (n = 13,398) across 5 countries during the COVID-19 pandemic. Secondary analysis is conducted using data from the "Responses to Educational Disruption Survey" (REDS), which focused on the pandemic experiences, including well-being, of 8th-grade students. The study constructs an emotional well-being scale employing bi-factor models and multidimensional item response theory, encompassing students' concerns, loneliness, social isolation, and negative emotions. Cross-analyses with gender and socioeconomic status (SES) reveal significant between-group disparities, measured by Cohen's d effect sizes. It uncovers gender gaps in emotional well-being, with girls consistently scoring lower in most countries. SES effects on emotional well-being vary among countries, with SES group distinctions generally smaller than gender disparities. Thus, gender appears to have played a more significant role than SES in relation to 8th-grade students' emotional well-being during the COVID-19 pandemic.

This research aims to investigate the correlation between the academic performance of migrant students and their cultural integration within the context of international education. Additionally, it seeks to identify an optimal acculturation strategy that enhances the academic outcomes of migrant students and explores the influence of VR technology-based learning on acculturation and academic performance. The study conducted an online survey among 1032 participants from China, Vietnam, Mongolia, Turkmenistan (studying at RUDN University in Moscow, Russian Federation), and Uzbekistan, Tajikistan, Turkmenistan (studying at Kazan (Volga Region) Federal University in Yelabuga, Russian Federation), forming the primary sample (N = 400). The research utilized Berry's 2D acculturation model (2005) and Schwartz's questionnaire (1992) to assess acculturation strategies. A virtual reality experiment involved 100 students using Oculus Rift and Rhino-Unity technology. Academic performance, acculturation, and stress levels were measured post-virtual excursions. The SL-ASIA (26-item) and ILS (31-item) surveys assessed acculturation levels and stress. The research identified integration as the most effective acculturation strategy (35%), fostering improved academic performance, expanded cultural boundaries, and the development of global cultural capital. Analyzing the relationship between academic performance and acculturation tendencies revealed that the majority of students with "Excellent" (49%) and "Good" (59%) grades exhibited a high level of integration. Those with "Satisfactory" grades showed a tendency towards marginalization (32%). In the realm of cultural education through virtual reality technology, the study demonstrated that immersive VR learning environments can enhance academic performance, reduce psychological and acculturation stress, and multiply adaptive resources essential for acculturation in a new culture. Although the abstract highlights the research objectives, it requires modification for grammatical correctness. Additionally, the methodology for data collection and analysis needs to be explicitly mentioned for clarity.

The paper examines the degree of digitalization of Academic Writing and Information Literacy (hereafter AW & IL) course in the countries of the post-Soviet era. Numerous research demonstrated that digital transformation has taken place toward the teaching of AW & IL in most of the developed countries and beyond, yet little is studied about the digitalization in countries of the former Soviet Union that have passed a long way to align their education with the globe. Keeping up with the four main categories of digitalization, the paper will look at its application as a part of curriculum development, assessment, students' competency, and university maintenance. The paper employs a phenomenological approach confirmed through the qualitative analysis of 18 in-depth interviews conducted with AW & IL instructors from nine countries. The study revealed that recently AW & IL course has moved through partial digitalization, providing that the university stakeholders do not exert any necessary support.

The lack of sufficiently developed methodological basis before graduation adversely affects the mathematical competency of future experts that are required by the modern economy. The study aims to investigate the features of the development of a personalized model of teaching mathematics by means of interactive novels to improve the quality of educational results. The main methods of research were the generalization of pedagogical experience and science literature, modelling, observation, analysis of results in AXMA Story Research methods. The chosen methods made it possible to justify the necessity of using interactive novels to personalize teaching mathematics and to confirm the qualitative improvements in the pedagogical system. Fisher's criterion was used to evaluate the results. 121 schoolchildren from Russian and Uzbek schools participated in the experiment. Individual educational routes supporting the studying of mathematical theory, problem solving in the interactive space AXMA Story Maker were developed. The peculiarities to be considered when designing a personalized model of mathematics learning by means of interactive novelties were formulated. These are the correlation between the didactic goal and the result of educational and research work in a nonlinear environment, the selection of the plot for a visual novel, the elaboration of the text component and the personalized learning track, etc. According to ANCOVA test results, the post-score of the experimental group is statistically higher than the control group. The results of the article can be used to develop ideas for personalising of learning in the digital school, as well as justification for the need for inclusion of digital interactive tools in mathematics education at all levels of education and training.

Soviet higher education had a distinctive institutional landscape. It combined two institutional types in a uniform model that embedded higher education in the national economy. This paper focuses on the post-Soviet system-level changes in the institutional landscape in all 15 countries of the former USSR. It shows that over last three decades the Soviet two-type institutional model evolved into a three-type model, with the specialized university as a new institutional type. Highlighting the instruments of horizontal and vertical differentiation for each country, the paper explains how structural reforms and market forces led to the rise of the university/multiversity form of institution, and the strengthening of vertical stratification at system level. The comparative analysis shows that there have been different patterns of transformation in the 15 countries, shaped by unique combinations of structural reforms and marketization policies, with certain countries having made more distinctive steps away from the Soviet institutional model. There are now 15 formally different systems of higher education which poses further questions for comparative analysis.

Background: This paper investigates how the COVID-19 school closure has affected the gender gap in grade-8 students' performance and what are the drivers behind this. By analysing four different countries (i.e., the Russian Federation, Slovenia, Uzbekistan and the United Arab Emirates), the paper represents the first study addressing the issue from a comparative perspective. Methods: The study uses data from the Responses to Educational Disruption Survey (REDS) survey, which comprises international comparable data on how students approached remote learning during the COVID-19 disruption. The extent of the gender gap is estimated by employing an ordered logit model, while the Karlson-Holm-Breen (KHB) decomposition method is used to analyse the different potential channels that could account for the gender gap during COVID-19. Results: The empirical results reveal that, during the COVID-19 school closure, girls tended to perceive changes in their learnings less favourably than boys, both in terms of improvement in self-perceived learning and self-reported improvement in grades--with odds of a more affirmative response between 20 and 25% lower for girls relative to boys. The main drivers explaining this gender gap are physical activity and psychological distress of students during the COVID-19 disruption, as well as the perceived family climate. Conclusions: The paper shows systematic gender differences in how students perceived their educational outcomes changed due to the COVID-19 disruption, providing evidence on the factors driving these differences. The findings could be employed to design policy actions aimed at increasing gender equality in education.

Post-Soviet republics have undergone a variety of political and economic changes following the collapse of the Soviet Union to transform themselves into market-oriented open societies. Transitional countries have faced various problems, including social inequality, political unrest, economic hardship, and ethnic conflict. The countries had to introduce reforms in education in response to changing conditions to produce a new generation with ideas and skills that support pluralistic societies and market economies. Some countries opted for rapid, drastic reforms; others chose to restructure their economies while retaining centralized governments. Using examples from post-Soviet countries, the study examines the challenges and strategies in reforming the curriculum for states in transition. The study investigates the ideological aspects that have influenced curriculum revisions in post-Soviet nations.

The COVID-19 global pandemic presented an unprecedented challenge to the sustainability strategies and initiatives of many nations. In many countries, education strategies and funding were negatively impacted and, consequently, especially vulnerable groups were highly affected, amongst them Indigenous communities around the world. As Indigenous communities were already amongst the most vulnerable before 2020, a strategically and well-planned recovery from this pandemic would be vital to secure their well-being. This article offers reflections on the potential of infusing "Education for Sustainable Development" (ESD) in the classroom, the school and the community as a whole, to deal with known and yet unprecedented sustainability challenges in presenting commonalities of 32 good practice reports from 21 countries collected in advance and during the global pandemic. Authors make the point of considering the pandemic and its widespread impact as yet another sustainability challenge and position "ESD" as a potential tool to achieve quality education and unleash the full potential of education for society when planning recovery efforts in hope for a better future of Indigenous communities in the long term. As the good practices were also included in a report of the "UN Special Rapporteur on the Rights of Indigenous Peoples to the 48th Session of the United Nations Human Rights Council," focusing on the post-pandemic recovery efforts for Indigenous Peoples, further thoughts on both official reports and their alignment with the overall "2030 Agenda" from an "ESD" perspective are included.

Futsal, which can be defined as a new sports branch compared to football, has some shortcomings in comparison with football as well according to the studies carried out. Studies have rather focused on the movement characteristics of futsal players during the game and the physiological effects of games. On the other hand, there are only a limited number of studies conducted on game analysis. Therefore, as the primary goal of the present study, offensive variations that ended up as goals in all matches played in Futsal World Cup were analyzed. As the secondary goal, these parameters were studied in terms of the teams' winning-drawing-losing states during games. In the present study, a total of 52 matches of the teams playing in 2016 FIFA Futsal World Championship were analyzed. The analyses of the games were performed using the hand notation method. Differences between offensive variations (Diagonal, parallel, central and transition game forms, set games etc.) and the goals scored (shots taken, shots at goal, the area where the goals were scored, the way the goals were scored, the area where the foot hit the ball, block shoots etc.) were determined with One-way Anova and Kruskal-Wallis tests on SPSS version 20 in terms of 3 variables (win-loss-draw). The findings show that the winning teams had significantly more shots than the losing teams (10.80, 95%CI (from 3, 73 to 17, 87) and that the number of shots at goal was also higher (5.82, 95%CI (from 2, 43 to 9, 91) in terms of the teams' winning-losing-drawing states. However, no statistically significant difference was found between the areas where the shots were taken and the points they ended up at the goal. As for position specific games, on the other hand, statistically significant differences were found in terms of winning, losing and drawing states during the game (central= X[superscript 2] (2) = 10.500, p = 0.005, diagonal= X[superscript 2] (2) = 17.142, p = 0.000, parallel= X[superscript 2] (2) = 10.931, p = 0.004, transition= X[superscript 2] (2) = 28,587 p = 0.000). No statistically significant difference was found between set games ending up with goals and the teams' game score variables. The results obtained concerning offensive variations in a superior futsal championship reveal that positional games of dynamic style could be much more effective compared to set games of static starting positions in winning the game. Moreover, producing shooting positions and their accuracy levels seem to be an important factor affecting success. According to these results, it can be recommended that the trainings to be held should be designed to improve positional games that these should be planned as practices that result in shots.

This article examines the comprehensive and participatory component of the Shanghai Cooperation Organization's (SCO) approach to the fight against the "Three Evil Forces" within the theoretical framework of smart counterterrorism. After analyzing the problematic definitions of the concepts of terrorism and extremism, the authors choose to focus on the non-coercive preventive pillar of the SCO's counterterrorism strategy through the prism of youth education. The emphasis is placed on the strikingly similar practices of SCO Member States in this field, whereby state and non-state actors foster partnerships to conduct cultural activities promoting the same values of patriotism, civic identity, interethnic and interfaith dialogue as a counter-ideology to the dissemination of radical ideas among the youth. The experience of SCO Member States in implementing inclusive counterterrorism programs serves as a basis for the evolution of SCO's soft diplomacy, which has very recently entered a new phase in its development, following the first SCO Youth Assembly and Uzbekistan's decision to support the SCO Youth Council. In this paper, the youth is analyzed as the primary target and actor of the SCO's preventive counterterrorism efforts.

Continued changes to legislation in countries that were previously parts of the Soviet Union cause them to become increasingly differentiated. Many of the changes are to social and economic processes. In the field of education, various parameters have changed and are continuing to change, from details concerning the way to conduct assessments to the broader issues affecting the whole architecture of the educational system. The most recent legislative act in the CIS--the "Education Code of Moldova"--illustrates the nature of changes taking place. This article discusses the most important trends in the legal regulation of the educational system in the post-Soviet area, including: how perceptions of education as a subject of legal regulation is changing; the impact of international cooperation in the field of education; the changing system of higher education and the introduction of a two-tiered system; and the increased attention to the quality of education.

This article focuses on such a highly relevant subject as the prevention and correction of deviant behavior in the adolescent environment. The study revealed the main vectors for the development of the modern science of deviant behavior, identified the main causes of deviations and carried out a comparative analysis of the work on the prevention of deviant behavior in the CIS countries and abroad. This paper proved that the key factor in the prevention and correction of deviant behavior should be, firstly, the family as the primary and the most important institution of identity formation, and secondly, the pedagogically controlled environment of educational institutions serving as a condition for socialization and personal development for children and adolescents.

This paper presents a compilation of personal reflections from 66 contributors on the impact of, and responses to, COVID-19 in accounting education in 45 different countries around the world. It reveals a commonality of issues, and a variability in responses, many positive outcomes, including the creation of opportunities to realign learning and teaching strategies away from the comfort of traditional formats, but many more that are negative, primarily relating to the impact on faculty and student health and well-being, and the accompanying stress. It identifies issues that need to be addressed in the recovery and redesign stages of the management of this crisis, and it sets a new research agenda for studies in accounting education.

Purpose: The purpose of this paper is to study the effects of a variety of levels of education, namely, high school, vocational and university education, on the probability of being employed in Eastern Europe and the former Soviet Union. Design/methodology/approach: The data are from two waves of the Life-in-Transition Survey that covers 29 post-communist transitional countries. The number of binary logistic models is estimated to quantify the effects of different types of education on the likelihood of being employed, while controlling for different sets of covariates. Findings: The findings reveal that the effect of employment associated with university education is higher than that of vocational education, which in turn is higher than that of high school education. However, the differences between the effects of the various levels of education are not considerable. Any specific level of education is always associated with a higher effect in Eastern Europe as compared to the former Soviet Union. The effect of education is also found to be higher for females than for males. In the former Soviet Union, the positive effect of university and vocational education on employment is found to go down with age. Originality/value: This is the first study which compares effect of different types of education on probability of being employed on a diverse sample of 29 post-communist countries over the period of five years.

This study focuses on the cultural characteristics of Ahiska Turks in Wheaton, Illinois in the United States. By trying to understand the culture of the participants, I sought to shed light on how the Ahiska Turks managed to cope with the hardship they experienced and yet preserved their ethnic identities. In this multicase study, I interviewed six male Ahiska Turks. As a result of my analyses, eight themes emerged: family, religion (i.e., Islam), language (i.e., Turkish), communal life, endogamy, authoritarianism, oppression against the preservation of culture and identity, and education for upward mobility. The Ahiska Turks' agrarian way of life, the preservation of their language, and their preference of integration to the larger society for acculturation make them who they are today.

This paper argues that during the "perestroika" period the institutionalised context of the Soviet higher education governance was transformed dramatically, and has attempted to explain the outcomes for higher education from the "perestroika" period and proposed the theory of "institutional dis/continuities". The theory employs elements of historical institutionalism in the explanation of higher education governance changes during the Soviet and post-Soviet periods in the countries under review, Kazakhstan, Russia, and Uzbekistan. Historical institutionalism addresses the institutional changes in historical development. The changes are explained by "critical junctures". Therefore, the "perestroika" period is seen as a critical juncture in this paper. They may be caused by times of great uncertainty. The changes were dramatic in spite of the short timeframe. This critical juncture period is identifiable subject to a reference to the Soviet period.

In the twenty years since independence, new Eurasian nation-states of the former Soviet Union have introduced major changes to the way students are admitted to institutions of higher education. Azerbaijan (1992), Uzbekistan (1993), Kazakhstan (1999), Russia (2001), Kyrgyzstan (2002), Ukraine (2004), and Georgia (2005) have all created new state or nongovernmental assessment agencies to design and conduct standardized external admissions tests. New norms and procedures for how higher education institutions (HEIs) use test results and other selection criteria in admissions decisions have also been introduced (Gabrscek, 2010). In most cases, written, standardized testing has replaced oral examinations as the primary selection criterion (Drummond, 2011a). These changes are about much more than improving the quality of selection decisions or increasing efficiency through the employment of new technologies. In each country the reforms represent an attempt to shift the considerable power of admissions discretion from HEIs to other actors in the educational system. This article describes a multicultural feminist collaborative consultation international approach in postcommunist societies in transition. The authors address how Western and Eastern divergent values can impact the consultation process. Development of collaborative consultation and the contributions of multicultural and feminist theories are discussed. Finally, the authors offer working principles and mechanisms for effective consultation practice.

BACKGROUND: Work-related musculoskeletal disorders (WRMSDs) and ergonomic risk factors are very common in bakery workers. OBJECTIVE: The purpose of this study is to (1) assess the prevalence of musculoskeletal disorders among bakers because they use automated machines or traditional baking, and (2) to determine the strategies to prevent musculoskeletal disorders in bakers. METHODS: A systematic review of PubMed, Scopus, and Web of Science was conducted from the beginning to February 4, 2022, based on the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) guidelines. Mesh keywords and phrases were used to execute the search strategy. Information on MSDs and ergonomic risk factors in bakery workers was collected. Two reviewers worked independently on study selection, data extraction, and paper quality ranking. RESULTS: This study identified 14 papers from seven countries. Although the prevalence of MSDs in bakery workers has been studied, only a handful of them have been studied ergonomic risk factors, and the findings have been very limited. The association between different risk factors and MSDs seemed significant compared to many other occupational diseases. The traditional bread-baking system and lack of mechanization may increase the risk of MSDs in bakery workers. CONCLUSION: WRMSDs for bakery workers have been less studied than other occupational diseases. Our systematic review found several significant relations between the factors influencing the prevalence of MSDs. This study also showed the comparison of traditional and modern cooking systems with diseases of the upper limbs, shoulders, and back pain as possible fields for future research. Purpose: Assessment of public knowledge of chronic kidney disease (CKD) is an essential step in development of CKD prevention and screening programs. Our aim was to estimate the level of public CKD knowledge and its predictors in the former Soviet Union countries using a validated questionnaire. Materials and methods: This cross-sectional survey was conducted in 10 countries using an adapted validated online questionnaire. Descriptive statistics were used to describe participants' characteristics and assess public CKD knowledge level. A multiple linear regression analysis was performed to identify predictors of CKD knowledge. Results: 2,715 participants satisfied the inclusion criteria. Respondents having higher level of education, living in countries belonging to the lower middle-income countries, having a personal history of diabetes and hypertension, and having a family history of kidney disease showed significantly better CKD knowledge. Conclusions: The level of CKD knowledge among the population of post-Soviet states was found to be low, although some personal characteristics were associated with better CKD knowledge. This study investigates whether there is a gender gap in health among migrants. Focusing on migrants from Uzbekistan and Tajikistan in Russia, where there are high levels of both immigration and gender inequality, this paper exploits unique data collected by the authors recording detailed information on health and migration trajectories. We find that migrant women are on average in poorer health than migrant men. This gender gap is only partly explained by gender differences in observed socioeconomic, demographic, living and working characteristics and differences in pre-migration health. We show that migrant women's health is more likely than men's to deteriorate during migration. This women's health disadvantage is sensitive to the migration profile, as it only appears after a certain time spent migrating and for migrants with a vulnerable legal status. In November 2022, the government of the Russian Federation proposed the creation of a "Trilateral Gas Union" with Kazakhstan and Uzbekistan. Commentators were quick to focus on the Central Asian dimensions of the proposal, in particular the potential expansion of Russian influence in the region or Russia's attempts to substitute exports to the region for the drop in its natural gas exports to Europe. This article suggests there is a bigger picture to consider. It argues that the Central Asian natural gas market is too small for Russia to justify investing millions of dollars in modernising the old Soviet gas network. Instead, it analyses the capacities of various regional markets, traces the logic of earlier moves by Russia and connects them with ongoing infrastructural projects in the broader region, notably the "Pakistan Stream", the Turkmenistan-Afghanistan–Pakistan-India (TAPI) pipeline, the Iran-Pakistan-India (IPI) pipeline, and the North–South corridor. It argues that Russia's proposal makes economic sense only if the redirection of gas flows would expand Russia's natural gas exports at least to China (via Central Asia) while potentially setting the stage for Russian piped gas to enter South Asian markets, opening a "window to India". The article discusses possible scenarios and structural pre-conditions for the realisation of these possibilities while analyzing the various motivations, causal linkages, and mechanisms that have been driving the Trilateral Gas Union. In this study, it is aimed to evaluate the macroeconomic performances of the Turkic world states and the country group, including Russia, in the period of 2010-2020 with CRITIC and MAIRCA methods. For this purpose, five macroeconomic performance criteria were selected. These criteria are; Inflation, Unemployment rate, Misery index, Purchasing power parity and Government revenues. With the CRTIC method, performance criteria are objectively weighted. Alternatives (countries) are listed with the MAIRCA method. According to the results of the analysis, the country with the best macroeconomic performance was determined as Russia. The country with the second best performance was determined as Azerbaijan. The third best performing country was determined as Kyrgyzstan. Uzbekistan was found to be the country with the worst macroeconomic performance. It can be said that Turkey is the second country with the worst performance after Uzbekistan. [ABSTRACT FROM AUTHOR]

We present the results of a comparative analysis of the available atmospheric absorption data for millimeter waves on the Suffa plateau (southern Uzbekistan). It is shown that the atmospheric absorption values at wavelengths of 3 and 2 mm published in G. Bubnov, et al., EPJ Web of Conferences 195, 09002 (2018) are much smaller than the data obtained for the Suffa site according to other sources. The optical depth we calculated on the basis of the global model of the atmosphere from the NASA website also shows that the data of the above work are underestimated by a factor of two. As a result, the actual astroclimate conditions of the Suffa plateau are, in particular, much worse than the Terskol peak in Russia and Koluch-Kul site in Tajikistan. Also, in the same work, we have found an overestimation of atmospheric absorption values by about 1.5 times at a wavelength of 2 mm for another site (Karadag landfill) compared with the values we obtained during independent processing of the same data. Therefore, the data given in the above article for the Suffa plateau cannot be considered reliable, and they should not be used when choosing sites for millimeter-wave antennas. The article summarizes multivariate field trials of gel-forming soil conditioners for agriculture and urban landscaping in various climatic conditions from arid (O.A.E., Uzbekistan) to humid (Moscow region, Russia). The field test program included environmental monitoring of weather data, temperature, water–air regimes, salinity, alkalinity, and biological activity of various soils (sandy and loamy sandy Arenosols, Retisols, loamy Serozems), productivity and yield of plants (lawns, vegetables) and their quality, including pathogen infestation. The evolutionary line of polymer superabsorbents from radiation-crosslinked polyacrylamide (1995) to the patented "Aquapastus" material (2014–2020) with amphiphilic fillers and biocidal additives demonstrated not only success, but also the main problems of using hydrogels in soils (biodegradation, osmotic collapse, etc.), as well as their technological solutions. Along with innovative materials, our know-how consisted in the intelligent soil design of capillary barriers for water accumulation and antipathogenic and antielectrolyte protection of the rhizosphere. Gel-forming polymer conditioners and new technologies of their application increase the productivity of plant crops and the quality of biomass by 30–50%, with a 1.3–2-fold saving of water resources and reliable protection of the topsoil from pathogens and secondary salinization. The sociopolitical changes that have taken place in Central Asia since the downfall of the Soviet Union have had a significant effect on the linguistic landscape of Uzbekistan. Russian, the dominant language of the Soviet era, lost its power and prestige in the wake of independence. Uzbek, the mother tongue of the local people, became the country's sole official language, while English, once considered the language of the Western bourgeoise, started to flourish as the most popular foreign language in post‐Soviet Uzbekistan. Using the concept of linguistic landscape, this study analyzes the presence and use of Uzbek, Russian, and English languages on public and private signs in two major Uzbek cities. The findings of the study reveal that even though it has been almost 30 years since Uzbek was declared as an official language, its presence on public and private signs is not as widespread as people might think. In this study, the model Riccati equation with variable coefficients as functions, as well as a derivative of a fractional variable order (VO) of the Gerasimov-Caputo type, is used to approximate the data for some physical processes with saturation. In particular, the proposed model is applied to the description of solar activity (SA), namely the number of sunspots observed over the past 25 years. It is also used to describe data from Johns Hopkins University on coronavirus infection COVID-19, in particular data on the Russian Federation and the Republic of Uzbekistan. Finally, it is used to study issues related to seismic activity, in particular, the description of data on the volumetric activity of Radon (RVA). The Riccati equation used in the mathematical model was numerically solved by constructing an implicit finite difference scheme (IFDS) and its implementation by the modified Newton method (MNM). The calculated curves obtained in the study are compared with known experimental data. It is shown that if the model parameters are chosen appropriately, the model curves will give results that correlate well with real experimental data. This comparative study uses the legacy effect of the Soviet past to explain the changes in public capital budgeting and management in the three former Soviet republics: Russian Federation, Moldova, and Uzbekistan. The main argument is that the legacy of the Soviet planning and budgeting traditions in forms of the centralized control, inadequate capital planning, and strong informal powers of political elites are embedded in the capital budgeting and management practices of the case countries. The analysis reveals that regardless of the differences in the countries' socio-economic characteristics, political regimes, and institutional developments, the budgetary outcomes are consistently shaped by the public management principles rooted in the Soviet budgeting traditions. The study findings are significant to the field of International Public Administration, Post-Soviet Affairs, and Public Finance because they disclose the legacy effect of the Soviet practices on the implementation of public administration reforms in post-communist countries.
