Abstract

The article offers information on Sacramento County, California's Office of Education's Project Screening, Outreach and Referral Services (SOAR) which conducts developmental screenings for children up to five-years-old. Project SOAR is for families in transitional and permanent supportive housing who are at high risk of development delays or disabilities due to lack of access to services and generational poverty. Also discussed are Project SOAR's services and its Social Return on Investment.
