Nowadays the increase in effectiveness of education management and in the system of education assessment implementation is the key factor of modernization of Russian education and the level of human capital asset. The distinctive feature of present stage of education development in the Russian Federation is regionalization and municipalization. The development of common educational space taking into account national and regional specific features of federal subjects, uniqueness of natural and geographical, social and economic, ethnodemographic and other conditions of Russia, the dynamism of education development determine the variety of educational systems models. Each of them, having special invariant component, differs in national and regional features. Researchers of North-Eastern Federal University named after M. K. Ammosov carried out the performance analysis and the identification of the peculiarities of the management system of general education in the Republic of Sakha (Yakutia) within the complex of scientific research in the region aimed at the development of productive forces and the social sphere for the period of 2016-2020 years. Monitoring and republican system analysis of general education reveal two leading directions for the development of educational system as availability and quality. For the purpose of independent evaluation of the development of educational system the sociological survey of 3007 inhabitants of RS (Ya) was conducted. The results of the survey and the analysis of current state of general educational system in the region and its management, allow to specify following advantages: sufficiently developed normative base, defining the function of educational management; presence of new features and structures in the management which are responsible for the development strategy; existence of the Government program of education development in the region; conceptbased resource and the chain of command providing common educational space; existence of system of state support of rural educational establishments; preservation of ungraded schools in remote settlements; introduction and realization of mechanisms of normative per capita financing taking into account regional social and economic conditions. At the same time, it is also necessary to point out disadvantages of educational system in the region: imbalance of the processes of centralization and decentralization in the education control system; insufficiently high level of qualified specialists providing at educational organizations located in remote and hard to access areas; insignificance of network and distant education development; insufficient publicity of information on official websites of municipal departments of education.
