Through meetings with the Lieutenant Governor, Speaker, Ministers, Caucus leaders, Whips, and Chairs, as well as with Private Members, media and the judiciary, the non-partisan professional development program provides teachers with an all-encompassing overview of the realities of democracy and its importance in our society, thereby equipping them with valuable knowledge to convey the issues and intricacies of modern Parliament to their students. The Institute also promotes the sharing of ideas, resources and methodologies for teaching about parliamentary democracy with fellow participants. Many suggest that northern Aboriginal political culture has largely been lost due to political and economic colonization. This paper suggests otherwise. Based on research findings from a northern political engagement study, it argues that northern Aboriginal political culture remains strong despite the pressures of modern life. At a recent meeting, Indigenous Alumni from the Masters in Northern Governance and Development (MNGD) Program went a step further suggesting that while northern Aboriginal culture was resilient, it needed support in many areas including language retention, training, youth education and protection of local knowledge. It was suggested that a formalized network of Northern Aboriginal Scholars could provide significant support. Aboriginal Peoples in northern Saskatchewan developed a distinct 'way of life' in that region blending historical cultural values and a mixed-wage economy. Over 86% of the 37,000 people living in the 45 northern Saskatchewan communities (municipalities, reserves) are Woodland Cree, Dene and Metis peoples. The north is their traditional homeland. Findings from a three-year research study (2010-2013) on northern Aboriginal political engagement illustrated a high desire (96.3%) by Indigenous people to protect their traditional northern ways of life (hunting, trapping, fishing, gathering) and the distributive values associated with it. This and other findings suggest that Aboriginal political culture in northern Saskatchewan is changing but is still alive and well. [ABSTRACT FROM AUTHOR]

In an influential 2002 study, John Hibbing and Elizabeth Theiss-Morse make the provocative argument that high numbers of Americans seek "stealth democracy," that is, processes that discover the will of the people without requiring substantial citizen effort. This article applies the concept in a Canadian province and argues that the stealth democracy measure represents an ambiguous amalgam of attitudes that are only loosely related to one another, and which do not appear to represent a single, underlying concept. We draw on 2011 Saskatchewan Election Study data and find that Saskatchewan responses to the stealth democracy items generally parallel the responses gathered in previous studies conducted in the United States, Finland, Britain, and Australia. We move beyond these studies by examining the components of the stealth democracy index. We conclude by suggesting that the concept of stealth democracy be rebuilt to better distinguish among attitudes toward democracy, politics, and governing. [ABSTRACT FROM AUTHOR]

This article is based on select results taken from a survey of NGO and provincial government policy workers. The purpose is to provide an empirically based assessment of how government and non-government policy workers engage with one another in the policy process. The data suggest that policy co-construction and co-production are a significant feature of the process but there is some need for nuance. Like other policy subsectors, power generation has been affected by the governance changes of the last two decades, including a shift to more collaborative state-society relations. Collaborative governance implies new kinds of public engagement designed to provide both input legitimacy, through the involvement of a broader range of actors in policy design, and output legitimacy, through enhanced feedback and policy learning. This paper compares the impact of “governance-driven engagement” in the power generation subsectors in Nova Scotia and Saskatchewan, arguing that engagement increased the complexity of the policy mix in the subsector without succeeding in providing better feedback and learning. The paper notes a recent trend towards more expert-driven and less collaborative processes, as both provinces struggled to rationalize and simplify power generation policy goals and instruments. Many provinces have enacted substantial reforms of their social assistance regime in the 1990s. However, we know surprisingly little about the ideas that underlie welfare reform in Canada. In particular, few empirical studies have directly examined the ideas of policy actors. This article presents a retrospective case study of a major policy initiative, namely Saskatchewan’s Building Independence (BI), and examines its alignment with three paradigms of social assistance. Data come primarily from interviews with policy actors. This study concludes that the policy ideas informing BI align closely with the activation paradigm but also share some similarities with the entitlement and workfare paradigms. The significance of this finding is then discussed in light of three issues: 1) Aboriginal people, 2) the perspective of social assistance clients, and 3) “Third Way” ideology. Saskatchewan has long been viewed as possessing a unique form of social democratic politics that sets it apart from other Canadian provinces. Drawing on three separate academic surveys, the authors argue that Saskatchewan residents are in fact very centrist in their political values, while their policy positions depict less consistency. Moreover, Saskatchewan residents appear to hold values and support policy positions quite similar to those of residents of other Canadian provinces. This centrism means that Saskatchewan's political parties must be able to attract centrist voters while maintaining policies that motivate their social democratic or conservative electoral bases. Background Despite endorsement by the Saskatchewan government to apply empirically-based approaches to youth drug prevention services in the province, programs are sometimes delivered prior to the establishment of evidence-informed goals and objectives. This paper shares the 'preparatory' outcomes of our team's program evaluation of the Prince Albert Parkland Health Region Mental Health and Addiction Services' Outreach Worker Service (OWS) in eight rural, community schools three years following its implementation. Before our independent evaluation team could assess whether expectations of the OWS were being met, we had to assist with establishing its overarching program goals and objectives and 'atrisk' student population, alongside its alliance with an empirically-informed theoretical framework. Methods A mixed-methods approach was applied, beginning with in-depth focus groups with the OWS staff to identify the program's goals and objectives and targeted student population. These were supplemented with OWS and school administrator interviews and focus groups with school staff. Alignment with a theoretical focus was determined though a review of the OWS's work to date and explored in focus groups between our evaluation team and the OWS staff and validated with the school staff and OWS and school administration. Results With improved understanding of the OWS's goals and objectives, our evaluation team and the OWS staff aligned the program with the Positive Youth Development theoretical evidence-base, emphasizing the program's universality, systems focus, strength base, and promotion of assets. Together we also gained clarity about the OWS's definition of and engagement with its 'at-risk' student population. Conclusions It is important to draw on expert knowledge to develop youth drug prevention programming, but attention must also be paid to aligning professional health care services with a theoretically informed evidence-base for evaluation purposes. If time does not permit for the establishment of evidence-informed goals and objectives at the start-up of a program, obtaining insight and expertise from program personnel and school staff and administrators can bring the program to a point where this can still be achieved and theoretical linkages made after a program has been implemented. Complex environment and resource policy issues such as wind energy planning can benefit greatly from public input but may also be challenging for the public to understand. This paper examines informational barriers to public engagement with policy, using a case study of wind energy planning in Saskatchewan, Canada. A document review showed four types of barriers to effective policy-public communication in the case study: non-intuitive information, misreported information, obsolete information, and absent information. We provide some intuitive solutions for these difficulties but also suggest that they may be strongly rooted in the inherent political incentives of policy-makers. [ABSTRACT FROM AUTHOR]

The success of economic and political development in Canada's provincial Norths will be determined in large part by how successfully decision-making processes accommodate Northern Aboriginal political culture. This paper examines Northern Aboriginal political culture through the case of Saskatchewan's Northern Administrative District. We argue that kinship organizational networks and family systems have shaped Northern Saskatchewan Aboriginal political culture. We also argue that current Northern Aboriginal political culture is a blended political culture, with two dominant generational subcultures co-existing and influencing political behaviour and attitudes. The Saskatchewan Research Council has developed an economic and socio-environmental impact audit process that enables research and technology organizations to use solid, verifiable data to provide a realistic indication of the direct impacts of their research and development work. For direct economic and jobs impacts, the audit methodology has high credibility because the data come directly from the clients, who are the direct users of the organization's services. For government research and technology organizations, these economic impact audit reports and the statistics they contain can be useful for communicating key performance indicators such as the mandate effectiveness, real-world value, and economic return on government investment to all stakeholders. The same methodology could be easily adapted for governments, not-for-profits, or private-sector companies that conduct, fund, or contract research and development. [ABSTRACT FROM AUTHOR]

Most research on multiculturalism policy in Canada has focused on the federal government's multiculturalism policy or Quebec's interculturalism policy. However, the multicultural policies that have been active in English Canadian provinces over the last forty years have largely escaped scholarly attention. This article begins to fill this gap in knowledge on Canadian multiculturalism by examining the multiculturalism policies of the Saskatchewan and Manitoba provincial governments from the beginning of the 1970s to present. It argues that the ethos of multiculturalism policy in these two provinces has incrementally evolved from Anglo-conformity to liberal multiculturalism to civic republicanism. While the evolution toward civic republicanism is quite advanced in Manitoba, the Saskatchewan government has displayed less coherence in its multiculturalism policies. Generally speaking, the article finds that these uneven shifts in Saskatchewan and Manitoba multiculturalism have taken place in response to demographic change and the electoral calculations of the governing party. The lesson is that political considerations, as much as broader structural changes in society, are an important part of understanding multiculturalism policy in Canada. [ABSTRACT FROM AUTHOR]

The thesis that Canada's original major political parties were also the principal entities that bound the federation together is a well-explored subject. Over the last four decades, the disappearance of any political party in Canada that can convincingly claim to perform that function arguably throws into doubt the utility of the thesis. In the present article, and focussing once again on the political evolution of Saskatchewan and Alberta, the author re-examines the case he earlier advanced for the pre-eminence of political parties as fundamental institutions for the maintenance of Canada's unity. He argues that this analysis gave inadequate attention to the structures and practices of federalism, an oversight that has grown more evident in light of the strains that have accompanied recent developments in federal-provincial relations, in particular between the centre and the "twin" provinces created by Parliament in 1905.
