This article analyses the effects of minimum wage on employment in the Czech and Slovak Republics based on 2005–17 EU-SILC data. Our results contribute to the scant literature on minimum wage effects in the Central and Eastern European (CEE) region. While prior empirical findings concurred with the effects of minimum wage on labour market outcomes in CEE countries when the minimum wage is relatively high, there is ambiguity when the minimum wage is relatively low. In Slovakia we find that regular minimum wage hikes had insignificant effects on employment. Similarly, we find no negative employment consequences from irregular hikes in the comparatively low minimum wage (MW) of the Czech Republic. Moreover, the groups assumed to be most affected by MW hikes did not experience greater negative consequences following hikes when compared to the overall population of workers in either country. Purpose: The authors aim to demonstrate the impact of allowing for unequal intra-household distribution of resources on income poverty and income inequality. Design/methodology/approach: The paper applies a collective consumption model to study the intra-household distribution of resources in Visegrád countries (V4). It utilises subjective financial satisfaction as a proxy for indirect utility from individual consumption to estimate the indifference scales within couples instead of the traditional equivalence scale. The European Union Statistics on Income and Living Conditions (EU-SILC) 2013 and 2018 data are applied. Findings: This study's results indicate substantial economies of scale from living in a couple that are generally higher than implied by the commonly applied equivalence scale. The sharing rule estimates suggest that at the mean of distribution factors, women receive a consumption share between 0.4 and 0.6; however, some of the results are close to an equal sharing of 0.5. The female consumption share rises with her contribution to household income. Regarding income poverty and inequality, the authors show that both these measures might be underestimated in the traditional approach to equal sharing of resources. This paper estimates the youth employment effects of minimum wages in the Visegrád countries: Czechia, Hungary, Poland, and Slovakia. The analyses are based on a regional panel dataset for the period 2003–16. Our results indicate that changes in minimum wages measured as a ratio of regional average wages have not negatively affected youth employment rates in the Visegrád countries at the national level. Detailed analyses indicate that changes in the ratio of minimum to average wages may have dampened regional youth employment in Hungary in 2008–11, in Czechia in 2003–7, and in several regions in Poland and Slovakia throughout the full sample period. We analyse the extent and determinants of somewhat gloomy employment prospects of older unemployed populations in Austria, the Czech Republic, Poland and Slovakia. For this purpose, we explore the European Union Statistics on Income and Living Conditions over the period 2004-2014. Survival estimates suggest that older unemployed workers face lower job-finding probabilities compared to prime-age unemployed workers, while this age-based gap increases with longer unemployment spells. The results of estimating the hazard models reveal that the job-finding probability of older unemployed workers is about 20-25% lower than that of the prime-age group, even after controlling for explanatory covariates and unobserved heterogeneity. Unemployment duration appears to be the major determinant of job-finding probability within both age groups. In contrast, the impact of explanatory covariates (gender, education, household characteristics, etc.) is relatively less robust and/or uniform. [ABSTRACT FROM AUTHOR]

Studies into the relation between subjective perceptions of individuals and objective economic conditions have usually resulted in ambiguous empirical findings. Whilst most studies perceive subjective welfare as being operationalized by indicators of happiness or life satisfaction, we narrow the approach to an economic domain of subjective well-being—perceptions of poverty. We argue that our approach better reflects the economic dimension, as the former may include numerous non-economic domains. We use a case study of two countries—Czechia and Slovakia—which underwent early economic transition as a common state in 1989–1992, then became independent states in 1993, after the dissolution of Czechoslovakia. We base our findings on three historical data sets covering a period from around the end of the communist era to the early years after the split, and recent data from EU Statistics on Income and Living Conditions (2005–2016). Despite initially small differences in subjective poverty levels in socialist Czechoslovakia, a considerably larger drop in economic performance during the transition period in Slovakia than in Czechia resulted in a sharp widening of the subjective poverty gap. The recent data suggests that, despite a high degree of actual economic convergence of Slovakia and Czechia, the gap in subjective perceptions of poverty is declining at a remarkably slower pace. We argue that relatively fast economic growth is not necessarily associated with a commensurate decline in subjective poverty perceptions.
