The article argues that the participation of the U.S. in the Southeast Asia Treaty Organization has provided an instrument for the U.S. presidents to undertake military intervention in Southeast Asia without the sanction of the Congress. According to the treaty, the U.S. is under no obligation to intervene militarily in the treaty area in situations other than an open armed attack from outside the area.
