The article focuses on the fiscal crisis facing Taiwan, which with a four percent economic growth rate, is lagging behind much of Southeast Asia's bull market growth and behind emerging economies such as India and China. Taiwan had one of the world's fastest growing economies in the 1970s and 1980s, but it has slowed lately due to government interference with interest rates, and because foreign investors are turning to the emerging markets of India and China.
