In many countries, there are calls for children to be allowed to participate in social work decision-making. This article analyses child participation vis-à-vis social assistance (SA), which is a municipal cash benefit representing the last safety net. In Sweden, SA is part of the professional field of social work and national policy recommends that children are consulted. The aim is to analyse local policies and practices regarding child participation, and the data are based on case studies in six social service offices. Unlike most participation studies, children's participation is conceived as an institutional pressure and the concept of decoupling is used to examine how local authorities relate to participation. The findings show that in local policies there is a general openness towards participation, but in practice no efforts are being made to promote participation. The absence of participation is analysed as deriving from organisational barriers (practices are adult-centred and child welfare units are seen as responsible for participation) and the scepticism of social workers (participation is an infringement on parental obligations and children should be protected from involvement in financial issues). When the issue of welfare is addressed in Sweden analysis is usually focused on the national level, in a smaller number of cases on the local level, but rarely on the regional level. Studies on poverty are no exception. The aim of this paper is to analyse child poverty in Sweden, from a regional perspective, in 1990 and 2010. A multivariate cross-section OLS regression model is used to estimate regional factors causing child poverty. Regional macro data is used. The findings indicate that old industrial regions experience greater child poverty. The statistical analysis shows that when the share of foreign-born individuals increases in the regional population, so does the regional share of children living on social assistance. Background: We question why child poverty still prevails even in high-income countries, such as Japan, Sweden and the United Kingdom. We address the intersection between social relations and individual experiences that should be considered when optimising children's capability., Objectives: The study is therefore aimed at exploring compensatory societal actions taken to optimise children's capability among these affluent countries. In order to do so, we operationalised children's capability by including key societal domains along with statistical indicators and variables from relevant sources., Methods: A secondary quantitative method was adopted by drawing upon data sources from 2000 up to almost 2020 from the Organisation for Economic Co-operation and Development, the World Bank and the United Nations Children's Fund, with these being complemented by governmental data. Given a lack of currently available and comparable data for those three countries, four key societal domains were explored in an absolute descriptive analysis., Results: It is obvious that child poverty prevailed over the focal 20 years in these three high-income countries. Also, the exploratory data analysis revealed a lack of sufficient supporting social services in each societal domain. This demonstrates that optimising children's capability should not just be about subsidising economic resources, but also supporting all initiatives aimed at addressing the lack of interactions between each domain of children's capability., Conclusions: The study shows how essential it is to consider societal compensatory measures along with supporting the financial circumstances. We therefore argue that optimising children's capability should not only be about subsidising economic resources, but also ensuring adequate social resources and relations.

Background: Sweden is often held up as an example of a country with low child deprivation; yet, rates of relative deprivation are rising. Every municipality in Sweden is required to provide free, timely and accessible budget and debt counselling under the Social Services Act. The services have been encouraged to perform preventative practice with families; however, this has not been realised. The Healthier Wealthier Families (HWF) model embeds universal screening for economic hardship into child health services and creates a referral pathway to economic support services. Given the universal child health system in Sweden, which is freely available and has excellent coverage of the child population, implementation of the HWF model has potential to support families to access the freely available municipal budget and debt counselling and ultimately improve rates of child deprivation in Sweden., Methods/design: We will conduct a two-arm randomised waitlist-control superiority trial to examine the effectiveness and cost-effectiveness of the HWF model in the Sweden. A longitudinal follow-up with the cohort will explore whether any effects are maintained in the longer-term., Discussion: HWF is a collaborative and sustainable model that could maximise the effectiveness of current services to address child deprivation in Sweden. This paper studies the dynamics of child poverty in Sweden. We find that one out of every five children is disposable income poor at least once during childhood, while only 2% are chronically poor. Children in Sweden are protected economically from many serious events such as parental sickness and death. Family dissolution and parental unemployment do push some children into poverty. However, these poverty spells are mostly temporary. Single mothers, for example, are overrepresented among the poor but not among the chronically poor. This paper uses the Luxembourg Income Study datasets from 2004 and 2005 to analyse the contribution that child maintenance makes to the reduction of child poverty. The countries compared are Canada, Denmark, Finland, Germany, Norway, Sweden, the United Kingdom (UK) and the United States (US), representing countries with different child maintenance schemes. Results show that the contribution that child maintenance makes in reducing overall child poverty is modest. However, it has a relatively large impact in reducing child poverty for those who do receive it. Child maintenance reduces the income poverty gap to the greatest extent in the UK and lifts most poor children out of poverty in Denmark and Sweden. [ABSTRACT FROM AUTHOR]

Children’s rights and active citizenship have been significant policy emphases and developments in recent years but the relationship between the two has not been actively explored in relation to the implications for child poverty. Recent policy developments in New Zealand and Sweden are drawn on here to explore this relationship. The article argues that an emphasis on active citizenship does not lead to improvement of rights for all children. Too many children are left in poverty because active citizenship is focused on the lives of adults, not the needs and rights of children. Advancing children’s rights requires attention to the position of all children, not just those who live in households where the adults meet active citizenship requirements. [ABSTRACT FROM PUBLISHER]

The article presents chapter 3 of the Social report 2006, the fourth national report on social conditions in Sweden, which was published in the July 2007 issue of the International Journal of Social Welfare. It focuses on financial poverty in Sweden during the early 1990s. It aims to give poverty a profile, to identify the social groups among which poverty is commonly found, but also to describe and discuss how this has changed over time.
