Turkey's relations with the EU have gradually soured roughly since 2013. Today, Turkey and the EU have an erratic modus vivendi episodically bordering political crises. This study attempts to provide a critical constructivist account of Turkey's foreign policy change towards the EU between 2002 and 2017. This change in state behaviour analysed in relation to the paradigmatic shift in Turkish national identity discourses regarding civilisational self-understanding led by the AKP elites. The article asserts that this transformation in Turkish national self-perception made fluctuations in Turkey's policies towards the EU and gradual deterioration of relations 'thinkable' via the medium of national identity discourses. The impact of Turkey's new hegemonic civilisational self-understanding is pursued within the epistemological framework of conceivability. [ABSTRACT FROM AUTHOR]

The tired old civilisational categories of ‘East’ and ‘West’, loosely identified with ‘Islam’ and ‘modernity’, are alive and well, nowhere more so than in contemporary Turkey. The Justice Development Party (AKP) currently in government employs them assiduously to political advantage but they have a long history, having defined the parameters of societal identity and political discourse throughout the history of the Turkish Republic. The paper takes the strength of the categories as its starting point but moves beyond them by asking if discourses, narratives and identities, individual and collective, exist in Turkey which question, overcome and ultimately undermine the categories of ‘East’ and ‘West’. The paper starts by investigating the evolution of ideas about East and West since the late Ottoman period and accepts that they are still dominant. However, since the 1980s in particular, they are being undermined in a de facto way by cultural developments in literature and music, new trends in historiography and novel ways of relating to the past. In some ways in contemporary Turkey, the paper concludes, culture trumps the inherently essentialist idea of ‘civilisation’ and Turkish society is ahead of its political and intellectual elites. This article seeks to explore Ahmet Ağaoğlu's understanding of the concepts of ‘civilisation’ and ‘culture’ and his approach to the question of Westernisation, with the aim of shedding light on the intellectual background of the westward transformation of Turkey. Ağaoğlu attempted to define and describe these concepts at a time when a nation-building process was taking place in Turkey. The study traces the evolution of, and the relationship between, Ağaoğlu's later Westernist and nationalist ideas which were in constant interplay with each other, and concludes that Ağaoğlu saw a symbiotic relationship between one's changing civilisation and cultural enrichment. This article examines an eminent Ottoman journalist's writings on urbanism. Ebüzziya Tevfik, a polyvalent intellectual of the late Ottoman Empire, was a pioneer in the field of printing and was also known as a prolific writer. In the aftermath of the Young Turk Revolution of 1908, he penned some 26 articles on urbanism. This corpus reflects Ebüzziya Tevfik's perception of urbanism as a question of civilisation.
