Public policy can be defined as the state of governments to act or to remain actless on a public problem by putting it on their policy agendas. Governments develop policies for a wide range of services by the scope of their authority/jurisdiction areas. When such policies are investigated, relevant evaluations can be made for the future, as well as the achievements/failures of the governments will emerge. In this study, Turkey's influenza (flu) pandemic policy was analyzed through the Covid-19 case by using stages analysis model which was firstly developed by Lasswell. The purpose of the analysis in question was to depict a historical/administrative picture of the pandemic policy process with its relevant actors. The literature has suggested that this new subject, the Covid-19 pandemic, is generally studied by researchers from natural sciences. Ultimately, this study aimed at filling the gap in the field by making a policy analysis of the subject. At this point, the analysis results revealed that Turkey's Pandemic Influenza National Preparedness Plan, generated based on the directives of the World Health Organization (WHO), was successfully implemented; thus, it led the fall of the probable cases and the number of deaths.
