1. Managing and Improving the Education of Students At-Risk.

Abstract

The dropout problem in the United States is explored; and some suggestions for reducing the dropout rate are offered for parents, teachers, and principals. Several indicators have been recognized as placing a student at risk of dropping out of school. Dimensions of alienation have also been identified, as have social factors that contribute, including poverty, crime, drug and alcohol use, and teen pregnancy. Twenty-five general suggestions are given for the educational system to help reduce the dropout rate. Parent participation is essential, and a list of 111 suggestions is presented for parents, most centering around being a good example to a child. One hundred and five suggestions for educational improvement are directed toward teachers, and a final 104 suggestions are aimed at principals. Parents, teachers, and administrators have vital roles to play in combating dropouts. (SLD)

Abstract

A model of organizational climate is described in terms of a functional relationship based on the functions and contributions of various groups. 3. Pressures, Stresses, Anxieties, and On-Job Safety of the School Superintendent.

Abstract

Identification of the causes of job stress for public school superintendents, with a focus on personal-experiential and task variables, is the purpose of this study. Methodology involved a mail survey of 1,531 randomly selected superintendents. Canonical correlation analysis (CCA) and multiple regression correlation (MCR) analysis were used to determine the relationships among perceptions of job safety, personal variables, and task variables. Findings indicate that a majority of superintendents have positive feelings about their safety on the job. A positive relationship exists between job safety and 22 of the task variables, and no relationship exists between the personal-experiential variables and job safety. A total of 106 recommendations are offered for reducing job stress and improving job safety, with emphases on personal growth, administrative cooperation, and contract negotiation. 4. Educational Improvement in the United States.

Abstract

Recent national reports on the status of education in the United States fail to analyze the relationship between the quality and qualifications of school superintendents and the quality of education. Superintendents appear to be hired all too often on the basis of who they know rather than of how qualified they are. Only 30 percent of the superintendents have obtained doctorates, and only 51.5 percent are certificated for their positions. Turnover among superintendents is high, affecting the quality of long-term educational development. To lessen turnover rates, an effort should be made to improve the working conditions that affect superintendents' levels of job satisfaction. (PGD)

This paper argues that excellence in American education requires increased superintendent effectiveness and productivity. It provides examples of inadequate educational outcomes and lists recommendations for improvement. This handbook is aimed at improving the effectiveness of school board members. Effectiveness of the individual board member has a direct bearing on the effectiveness of the whole board, superintendent of schools, school district, and policy formation. The major functions of the school board are discussed: (1) selection of the superintendents; (2) working with the superintendent and other school personnel (helpful hints to enhance the relationship); (3) conducting effective board meetings; (4) developing and evaluating board policies; (5) short- and long-range planning; (6) public relations; and (7) 100 ways to become an effective board member. Appended is an example of a comparative rating sheet, a list of state departments of education in the United States, and a selected bibliography. (SI)

7. A Handbook for the School Boards in America for the Selection of the Superintendent of Schools.

Abstract

Across the nation, about 16,000 school boards are responsible for selecting their chief school administrators, including the superintendent. To aid school boards with their selection process, this paper provides some helpful hints. First, boards need to establish goals, philosophy, and school district needs and determine all possible alternatives for finding a school superintendent. The job description should provide candidates with basic information about the school district, salary range, and responsibilities. Current trends concerning educational, work, and task requirements are summarized. To advertise the position, boards can use several national publications and should simplify the application process. Next, a key person should be chosen to screen applications, once clear-cut procedures and a rating sheet have been developed. Before candidates are interviewed, a list of questions should be developed that tests candidates' familiarity with superintendent responsibilities and elicits information about their personal background and motivation for considering the position. The last step is selecting a person of superior professional caliber and communicating contract terms and conditions. The discussion is supported by two appendices (a comparative rating sheet and a list of state departments of education) and nine references. (MLH)
