1. Seeking Common Ground on Education Reform: An Annotated Collection of Resources [and] Policy Options for Seeking Common Ground in Education.

Abstract

Reforming schools involves change and, like all change, it faces opposition. This 2-part report is designed to help local school and community leaders involved in education who are experiencing growing opposition to school improvement efforts. The first part includes materials and resources educational leaders can use to promote change. Each entry includes information about the publication or resource and a description of its contents or services. The materials and resources are listed under three topics: (1) garnering support for educational reform; (2) understanding the concerns of opposition groups; and (3) adapting policy and procedures in response to opposition. The second part includes information on how to understand community conflicts and promote change; it provides three hypothetical case studies of different communities involved in change. Key to carrying out school-improvement efforts is garnering public support. School leaders must listen carefully to community concerns, concentrate on the majority interest, and be clear about goals. Educators must also understand how their changing communities can influence school-improvement efforts. And the community must be involved in the decisions made during school reform. 2. Toward Excellence: Student and Teacher Behaviors as Predictors of School Success. Research Summary Report.

Abstract

Effective schools research has delivered some relatively concrete findings on important issues facing this country's educators. The result has been an extensive collection of effective schooling practices which have potential for increasing performance in young people. In reviewing effective schools literature, implications of the data were found to include a clear and direct relationship between student achievement and self-concept--the affective domain was found to be a critical component of school improvement efforts. This paper looks at the affective domain as it relates to effective schools; more specifically, it explores student self-concept and teacher expectations and attitudes as dependent variables in instructional settings. Student and teacher behaviors as predictors of school success are critically examined. Included in the analysis are factors of school and classroom climate. The paper concludes with recommendations that will move the findings toward implementation; that is, how to improve teacher expectations and attitudes and how to build positive and realistic self-concepts in students. Four appendices are included: (1) Flanders' Interaction Analysis; (2) The Metfessel, Michael and Kirsner Instrumentation of Bloom's Taxonomy of Educational Objectives; (3) Carkhuff's Interpersonal Process Scales; and (4) some common self-report inventories. 5. Designing Excellence in Secondary Vocational Education: Applications of Principles from Effective Schooling and Successful Business Practices.

Abstract

Because vocational researchers and practitioners have not been able to reach a consensus concerning criteria for judging excellence in vocational education and have been unable to agree on exactly which factors lead to successful programs, research in vocational education has had limited impact on improving practice. Two sets of research findings are available that may provide a sound base for conducting vocational education research leading to systematic program improvement. The first is effective schooling research, and the second concerns principles used by successful businesses in the United States. The following six aspects of effective schooling research can be applied in an analysis of secondary vocational education programs: time on task, expectations of performance, student motivation, cooperative learning, effective learning climate, and use of evaluation. In their research concerning successful business training practices, Peters and Waterman have labeled eight principles as being the most important in describing the practices of successful companies. Vocational researchers must begin to relate outcomes to specific program characteristics. They must also discover whether factors determining success in vocational education are the same or different from factors determining school success in nonvocational areas. Finally, the cooperative sharing of results and replication of studies by other researchers will be essential in establishing generalizations of research findings. (MN)
