The article discusses significant developments in policy concerning education and training provision for learners with learning difficulties and/or disabilities in Great Britain, most notably, the Foundation Learning Tier (FLT). It was inferred that the FLT reflected widespread awareness of the needs of those learners with more severe and profound learning difficulties, who needed to be fully included in the framework.

Several letters to the editor are presented in response to articles in previous issues including an article on importance of using diving chartered engineers to examine underwater structural elements by Brian Maddison and Mike Hann, another on the need for better design of cycle facilities in Great Britain published in December 10-17, 2009 issues and an article on the improvements to Ashford, Kent town centre, published on December 3, 2009.
