This paper explores what needs to be done to better address the growing and substantial inequalities in the UK and how the 'Levelling Up' policy that seeks to address them could be improved. It argues that a much longer-term vision and a sharper, cross-government focus on fewer challenges is required to make a more tangible impact. Four key findings are identified: a focus on health and education is fundamental for our social and economic prosperity; there is a need for greater devolution of power, with transparent and robust accountability; an open, nationwide knowledge base to share what works and what does not, and the lessons learned from innovative pilots, is required; and a more holistic approach is needed to support businesses and provide them with better-quality support. This paper argues that without these issues being taken into consideration, the lives and well-being of our disadvantaged citizens, our children and our economy will continue to worsen. It concludes that making economic development a statutory function, putting it at the very heart of our public services, is needed to ensure that the levelling up outcome is achieved. This paper assesses to what extent British councils have addressed onshore wind energy, and the attitudes of councillors and staff about wind farms. Websites of 400 British councils were reviewed regarding assessment of landscapes and policies towards wind energy. An Internet survey of 800 councillors and staff from 275 councils quantified their attitudes towards wind farms, their visual impacts and the acceptability of existing wind farms in Britain. Wind farms reduced perceived scenic quality. Staff opposed wind energy but councillors were more accommodating. Most participants in England found wind farms acceptable, but less than half in Wales and one third in Scotland. Scotland may have reached the limit for acceptability of wind farms. Wales may be approaching that point. Overall, the survey indicated that it is unlikely that there will be widespread installation of additional onshore wind farms across Britain. The UK's local press is in a mess. Cut back to the bare bones after years of consolidation and cost‐cutting, hundreds of titles have closed, while many of those that survive are pale imitations of what they were. Revenues have been savaged by the internet and social media, while some in the industry have pointed fingers at council newspapers. Adjustments to working arrangements and the working environment have enabled organisations to recruit and retain valuable staff and helped disabled individuals to work and progress in their careers. The qualitative study reported in this paper indicates that generally good adjustments-related practice across 33 British local authorities was beginning to deteriorate under the impact of government spending cuts; and was at further risk from the dismantling of legal protections. Recently, there has been little research published on overview and scrutiny. This article revisits the early literature. By restating and developing six conditions for the effectiveness of overview and scrutiny set out in UK government guidance in 2002, it demonstrates why success has been patchy but that scrutiny can work well when the conditions are met. The system exemplifies the doctrine of the separation of powers, in that the politicians who sit on overview and scrutiny committees are charged with holding to account another group of elected politicians who form the executive or cabinet. The practice of scrutiny could be strengthened if it was embedded as part of a wider process in which the full council holds the executive to account. [ABSTRACT FROM AUTHOR]

This article describes the implementation of a trust-wide shared governance structure in Barts and The London National Health Service Trust in the United Kingdom. Barts and The London is a large teaching trust, employing over 6,500 staff. The implementation process is described in detail and is followed by details of the current shared governance structure, an overview of the evaluation of the structure, and the objectives of each of the four nursing teams: the Quality, Management, Education, and Clinical Practice Teams. Also included are examples of the achievements of each of the teams and a personal account of one nurse who joined the Trust after shared governance had been implemented. [ABSTRACT FROM AUTHOR]
