In 2014, the joint Departments of Education and Justice released Guiding Principles for Providing High-Quality Education in Juvenile Justice Secure Care Settings, including I) creating a climate and conditions conducive to learning, II) providing necessary resources to support education opportunities, III) recruiting, training, and retaining qualified staff, IV) implementing rigorous and relevant curricula, and V) supporting successful community reentry. This article outlines these five guiding principles, including ways that each can be addressed by adopting positive behavioral interventions and supports frameworks, a type of multi-tiered system of support, facility-wide within secure care juvenile justice facilities. Illustrations of how to address each guiding principle are supported by articles from the special issue ofResidential Treatment for Children and Youthon multi-tiered systems of support within secure residential juvenile facilities. The implementation of the positive behavior interventions and supports (PBIS) framework within secure juvenile facilities is on the rise; however, there is minimal research regarding stakeholder views of PBIS, especially from the youth perspective, within these facilities. This article provides a summary of focus groups conducted across eight secure juvenile facilities in which PBIS was implemented and youth perspective was assessed. Focus groups were conducted with 3–5 youth from each facility using a standard set of questions to determine youth views of PBIS. The authors present themes identified using the constant comparative method in relation to facilitators and barriers to PBIS implementation. In addition, findings are discussed in relation to high-, mid-, and low-performing facilities in relation to fidelity of implementation; as well as youth suggestions for improving PBIS. The article reports on the feasibility of multitiered systems of support, the positive behavioral interventions and supports (PBIS) framework, in secure residential juvenile facilities in the U.S. It offers views from the perspectives of both researchers and juvenile agency/facility personnel. PBIS frameworks integrate empirically validated procedures to minimize or prevent behavioral, social, and academic problems in schools.
