Does war enhance or impede the long-term community-level development of social capital? While wartime mobilization and collective-action efforts might strengthen social ties, extreme destruction can potentially erase these effects. We use historical aerial photographs taken after the indiscriminate firebombing of Tokyo during World War II to measure conditionally independent microvariation in neighborhood-level damage and investigate the relationship between the amount of damage sustained and the present-day strength of neighborhood associations, a key indicator of geographically rooted social capital. Even after decades of population recovery, economic growth, and transformations of the urban space, the most heavily damaged neighborhoods continue to have less organized neighborhood associations and also exhibit lower socioeconomic well-being in terms of education, occupation, and residential stability. These findings are consistent with the idea that the social capital of survivors is a crucial ingredient for postwar recovery: when fewer survivors remain, communities can potentially be set on a path of persistent disadvantage. The shortage of science teachers in the United States and throughout the world indicates a collective need to recruit more students into the science teaching field and to retain current science teachers. This study explores the profiles of U.S. science teacher candidates and investigates what attracts and discourages these pre-service teachers into teaching science. Through the use of survey and structured interview approaches we investigated the profiles of pre-service elementary, middle school, and high school teachers (n = 109) who were interested in teaching science. Common findings among this set of science teacher candidates included: positive science experiences with K-12 teachers during childhood, beliefs that certain teacher preparation content courses were roadblocks to becoming certified, unfamiliarity with the employment market for science teachers, and a lack of being recruited to teach science. Based on these profile characteristics of science teacher candidates, teacher educators may pursue specific strategies to encourage more teacher-candidates to select science as their teaching field. Might elite cues affect how we vote? Extant literature focuses on effects of elite cues on candidate evaluation or policy preference, but we know little about how they might affect vote method preferences. Drawing on a large survey of validated Florida voters, including those who regularly vote by mail, we find that retrospective and prospective misreporting of vote method prior to the 2020 General Election was driven primarily by support for Trump. The president's supporters who were most politically aware were most likely to disavow their own voting by mail and misreport their anticipated vote method in the November election. Understanding the effects—and limits—of elite cues on the politicization of self-reported political behavior has important implications for pollsters and campaigns, election administrators, voters, and the broader democratic electoral process. Background: Immigrants often work in jobs that are known as dirty, demanding, and dangerous. Globally, the agricultural occupations have been associated with the emergence of chronic kidney disease of unknown etiology (CKDu) primarily in outdoor worker populations. The disease has also been reported in immigrants in the United States who work in agricultural occupations, but little research has been done outside of agricultural workers to determine whether immigrants who work other occupations are at risk for developing CKDu. Methods: This study assessed the self-reported occupational histories of undocumented immigrants receiving frequent, emergent-only dialysis in Atlanta, GA. We assessed demographics, employment status, and work history, using the Grady Dialysis Questionnaire and the Occupational/Environmental Health History Form. Results: Fifty undocumented immigrants receiving frequent, emergent-only hemodialysis were recruited for this study. The average age was 49.5 years (SD ± 11.5), and the majority (52%) were female and originated from Mexico (66%). A majority (74%) reported having worked in the past 5 years and 28% reported currently working. A total of 68 unique jobs were reported. In decreasing order of frequency, our sample worked in occupations with documented renal toxicant exposures, such as applying pesticides in landscaping, heat exposure in agriculture, construction, landscaping, and dry cleaning, and lead paint fumes in construction. Discussion: Occupational histories provide a greater understanding of the exposures and working conditions of those receiving frequent, emergent-only hemodialysis. This exploratory study suggests that further research is needed to investigate and assess whether renal toxicants are associated with occupations with high numbers of undocumented workers. Application to Practice: A detailed and thorough occupational history should be conducted from those receiving frequent, emergent-only hemodialysis. Developing continuing education for nursing and medical staff in dialysis centers on taking an occupational history, mandatory State reporting requirements, and hazard communication training for workers should be considered. Collaborations between occupational health professionals, public health authorities, employers, dialysis providers, and clinicians who see undocumented workers is required to understand and develop appropriate prevention measures for this population. Chronic kidney disease of unknown etiology (CKDu) has been well described in farmworkers in Latin America. Agricultural workers in the United States (US) are exposed to similar hot and humid working conditions, but CKDu in the US is under-described. This review aims to better understand the current literature describing the connection between heat stress and kidney function in farmworkers in the United States. Utilizing a scoping review methodology, we searched CINAHL, Embase, PubMed, and Web of Science databases to better understand the current state of the heat stress and kidney function research in farmworkers within the United States. In this review, 229 pieces of literature were screened. Ultimately, 4 articles were chosen to be included in the scoping review. Common themes within the articles were variations in study protocol lengths and type of heat stress measurement. Additionally, the majority of the work completed was quantitative to date, with only one study providing a critical social lens for analysis of CKDu in the United States. We found evidence that more work is needed within the US to understand the relationship between working in the heat and kidney function in agricultural and other workers who experience high heat conditions at work and are susceptible to the deleterious effects of working in said conditions. Prostate cancer represents one of the leading causes of cancer-related mortality in the United States and the most common cancer among men. Treatment paradigms for the management of advanced stages of prostate cancer have continued to evolve in recent years. These advancements in the therapeutic landscape of metastatic prostate cancer and diagnostic imaging modalities have fundamentally changed the treatment of patients with prostate cancer. In this review article we provide a primer for radiologists highlighting the most recent developments in treatment options and imaging techniques utilized in the modern oncologic management of metastatic prostate cancer. We will examine current therapy options and associated toxicities with an emphasis on relevant imaging findings commonly encountered by radiologists. We also summarize the role of modalities including CT, MRI, PET, bone scintigraphy, and PET in the diagnosis and follow-up of patients with metastatic prostate cancer. [ABSTRACT FROM AUTHOR]

Objectives: To analyze the predictors of health care utilization among respondents to the National Agricultural Worker Survey. Specifically, we hypothesized that English proficiency would predict utilization of health care services within the last 2 years. Methods: Using the 2015–2016 National Agricultural Worker Survey, we performed a secondary data analysis to analyze the predictors of health care utilization within the last 2 years in the United States' agricultural worker population. Data were cleaned and analyzed using decision tree analysis, which produced a classification tree model that was trained on 90% of the data and validated on 10%. Results: Exposure to English was not a predictor of health care utilization in our classification tree. The first major partition that predicted utilization was insurance status. Additional partitions were on age, gender, hypertension diagnosis, and public aid. Conclusions: By partitioning on insurance status and use of public aid, the decision tree provided evidence that systemic factors are key determinants of health care utilization in the agricultural worker community. This highlights the importance of agencies that connect agricultural workers with resources that provide insurance and improve access to health care. This is especially important given that agricultural workers are one of the highest risk groups for occupational injury or death in the United States. [ABSTRACT FROM AUTHOR]

Background Telomere length is associated with several physical and mental health conditions, but whether it is a marker of multimorbidity is unclear. We investigated associations between telomere length and multimorbidity by sex. Methods Data from adults (N = 5,495) aged ≥50 years were taken from the US Health and Retirement Study (2008–14). Telomere length was measured in 2008 from salivary samples. The cross-sectional associations between telomere length and eight chronic health conditions were explored using logistic regression, adjusting for confounders and stratified by sex. Logistic, ordinal and multinomial regression models were calculated to explore relationships between telomere length and multimorbidity (using a binary variable and a sum of the number of health conditions) and the type of multimorbidity (no multimorbidity, physical multimorbidity, or multimorbidity including psychiatric problems). Using multilevel logistic regression, prospective relationships between telomere length and incident multimorbidity were also explored. Results In cross-sectional analyses, longer telomeres were associated with reduced likelihood of lung disease and psychiatric problems among men, but not women. Longer telomeres were associated with lower risk of multimorbidity that included psychiatric problems among men (OR=0.521, 95% CI: 0.284 to 0.957), but not women (OR=1.188, 95% CI: 0.771 to 1.831). Prospective analyses suggested little association between telomere length and the onset of multimorbidity in men (OR=1.378, 95% CI: 0.931 to 2.038) nor women (OR=1.224, 95% CI: 0.825 to 1.815). Conclusions Although telomere length does not appear to be a biomarker of overall multimorbidity, further exploration of the relationships is merited particularly for multimorbidity including psychiatric conditions among men. On account of poor living conditions, African Americans in the United States experience disproportionately high rates of mortality and incarceration compared with Whites. This has profoundly diminished the number of voting-eligible African Americans in the country, costing, as of 2010, approximately 3.9 million African American men and women the right to vote and amounting to a national African American disenfranchisement rate of 13.2%. Although many disenfranchised African Americans have been stripped of voting rights by laws targeting felons and ex-felons, the majority are literally "missing" from their communities due to premature death and incarceration. Leveraging variation in gender ratios across the United States, we show that missing African Americans are concentrated in the country's Southeast and that African American disenfranchisement rates in some legislative districts lie between 20% and 40%. Despite the many successes of the Voting Rights Act and the civil rights movement, high levels of African American disenfranchisement remain a continuing feature of the American polity. Objectives. To estimate the proportion of cases and costs of the most common cancers among children aged 0 to 14 years (leukemia, lymphoma, and brain or central nervous system tumors) that were attributable to preventable environmental pollution in California in 2013. Methods. We conducted a literature review to identify preventable environmental hazards associatedwith childhood cancer. We combined risk estimateswith California-specific exposure prevalence estimates to calculate hazard-specific environmental attributable fractions (EAFs). We combined hazard-specific EAFs to estimate EAFs for each cancer and calculated an overall EAF. Estimated economic costs included annual (indirect and direct medical) and lifetime costs. Results. Hazards associated with childhood cancer risks included tobacco smoke, residential exposures, and parental occupational exposures. Estimated EAFs for leukemia, lymphoma, andbrain or central nervous systemcancerwere21.3%(range = 11.7%-30.9%), 16.1% (range = 15.0%-17.2%), and 2.0% (range = 1.7%-2.2%), respectively. The combined EAF was 15.1% (range = 9.4%-20.7%), representing $18.6 million (range = $11.6 to $25.5 million) in annual costs and $31 million in lifetime costs. Conclusions. Reducing environmental hazards and exposures in California could substantially reduce the human burden of childhood cancer and result in significant annual and lifetime savings. Despite the expansion of convenience voting across the American states, millions of voters continue to cast ballots at their local precincts on Election Day. We argue that those registered voters who are reassigned to a different Election Day polling place prior to an election are less likely to turn out to vote than those assigned to vote at the same precinct location, as a new precinct location incurs both search and transportation costs on reassigned voters. Utilizing voter file data and precinct shape files from Manatee County, Florida, from before and after the 2014 General Election, we demonstrate that the redrawing of precinct boundaries and the designation of Election Day polling places is not a purely technical matter for local election administrators, but may affect voter turnout of some registered voters more than others. Controlling for a host of demographic, partisan, vote history, and geospatial factors, we find significantly lower turnout among registered voters who were reassigned to a new Election Day precinct compared to those who were not, an effect not equally offset by those voters turning to other available modes of voting (either early in-person or absentee). All else equal, we find that registered Hispanic voters were significantly more likely to abstain from voting as a result of being reassigned than any other racial group. [ABSTRACT FROM AUTHOR]

Online voter registration (OVR) is an election reform that has recently taken hold in more than half of the American states. Election administration observers have marveled at both the rapid diffusion and bipartisan support associated with legislative passage of OVR. We examine the likelihood a lawmaker voted in favor or against OVR in legislatures approving the reform. Despite the leading narrative of both parties overwhelmingly embracing OVR, we find that lawmaker support is clearly rooted in political calculations. Most prominent is a partisan divide, with Republicans in polarized legislatures with a Democratic majority decidedly less supportive of OVR. In addition, a host of contextual factors tied to the variation in partisan and electoral power affect the probability a state legislator votes in favor of this reform. We argue that the near-consensus position of Democrats (more than 90% voted “yea” on OVR) and the impressive supermajority of Republicans backing OVR (greater than 70%) have diverted attention from the reasons why there is opposition to this seemingly noncontroversial reform. Objective. Some scholars report that the partisanship of local election administrators affects which voters will cast provisional ballots and which ballots will be rejected, raising serious questions about voting rights and the application of uniform election laws within the American states. Our goal is to demonstrate that casting a provisional ballot and rejecting a provisional ballot are separate processes, the discrete dynamics of which have not been adequately assessed empirically. Methods. Drawing on a county-level data set spanning three general elections in the battleground state of Florida, we look beyond the partisanship of local elections administrators, focusing instead on how voter registration issues in local election jurisdictions may condition both the casting and rejection of provisional ballots. Results. Our findings suggest that voter registration maintenance issues in a county affect the number of provisional ballots cast and rejected. Most importantly, we find that counties with greater numbers of voters who register after the registration cutoff date prior to a general election (and who are thus ineligible to vote) tend to have greater numbers of provisional ballots cast and rejected. Conclusions. Provisional ballots are the stepchildren of local election administration. Voters deemed by poll workers to be ineligible to vote a regular ballot are permitted to cast provisional ballots; these ballots are verified by local canvassing boards after the election results are tabulated and the unofficial winners declared. We find that the partisan leanings of local elections officials play a minimal role in the number of provisional ballots cast and rejected, which we hope will encourage scholars to scrutinize other local factors that might cause disparities in these votes of last resort. Current design loads for roofing tile systems in the U.S. are determined based on a standardized wind tunnel testing method developed in the 1990s to examine wind-induced pressures on the upper and lower surfaces of the tile. The method neglects several key parameters that are well known to affect wind loading (e.g. wind angle, specimen shape, etc.). The research objective of this study is to investigate this method by [1] characterizing wind-induced surface pressure distributions on field tiles for varying wind angles of attack and [2] measuring load path intensity through mechanically fastened tile attachments. Surface pressure distributions were measured on three full-size, rapid prototyped roofing tile models with 256 pressure taps immersed in wind flows. The models are geometrically identical to low-, medium- and high-profile concrete roofing tiles that are widely used in high wind areas. Additionally, their real counterparts were instrumented with load cells to measure reaction forces at mechanical fasteners. The results highlight areas of the method that are lacking in specificity and shows that low-resolution pressure measurement may yield conservative parameters for low- and medium-profile tiles but is potentially not conservative for asymmetric (s-shaped) high-profile tiles. Objective: Surveys of practicing neuropsychologists have been conducted for years; however, there have been no comprehensive surveys of neuropsychology trainees, which may result in important issues being overlooked by the profession. This survey assessed trainees’ experiences in areas such as student debt, professional development, and training satisfaction. Method: Survey items were written by a task force of the AACN Student Affairs Committee (SAC), and neuropsychology trainees were recruited via neuropsychology-focused listservs. In total, 344 trainees completed the survey (75% female) and included participants from every region of the US and Canada. Results: Based on the survey questions, nearly half of all trainees (47%) indicated financial factors were the greatest limitation in their training. Student debt had a bimodal distribution; 32.7% had minimal debt, but 45% had debt >$100,000. In contrast, expected starting salaries were modest, but consistent with findings ($80–100,000). While almost all trainees intended to pursue board certification (97% through ABPP), many were ‘not at all’ or only ‘somewhat’ familiar with the process. Conclusions: Results indicated additional critical concerns beyond those related to debt and lack of familiarity with board certification procedures. Shortly after the Supreme Court in Shelby County v. Holder struck down section 4(b) of the Voting Rights Act (VRA), the State of North Carolina enacted an omnibus piece of election-reform legislation known as the Voter Information Verification Act (VIVA). Prior to Shelby, portions of North Carolina were covered jurisdictions per the VRA's sections 4 and 5--meaning that they had to seek federal preclearance for changes to their election procedures-- and this motivates our assessment of whether VIVA's many alterations to North Carolina's election procedures are race-neutral. We show that in presidential elections in North Carolina black early voters have cast their ballots disproportionately in the first week of early voting, which was eliminated by VIVA; that blacks disproportionately have registered to vote during early voting and in the immediate run-up to Election Day, something VIVA now prohibits; that registered voters in the state who lack two VIVA-acceptable forms of voter identification, driver's licenses and non-operator identification cards, are disproportionately black; that VIVA's identification dispensation for voters at least seventy years old disproportionately benefits white registered voters; and, that preregistered sixteen and seventeen year old voters in North Carolina, a category of registrants that VIVA prohibits, are disproportionately black. A gap exists between the expanding space of technological innovations to aid those affected by autism spectrum disorders, and the actual impact of those technologies on daily lives. This gap can be addressed through a very practical path of commercialization. However, the path from a technological innovation to a commercially viable product is fraught with challenges. These challenges can be mitigated through small business funding agencies, which are, more and more, catalyzing the dissemination of innovation by fostering social entrepreneurship through capital support and venture philanthropy. This letter describes the differences and nature of these agencies, and their importance in facilitating the translational and real-world impact of technological and scientific discoveries. The Maternal Self-report Support Questionnaire (MSSQ) is among the most rigorously evaluated measures of caregiver support following child sexual abuse, but there is a paucity of data on the factor structure and variance of the MSSQ across diverse groups of caregivers and their children. The present study examined the factor structure and measurement invariance of the MSSQ across 386 non-offending caregivers following a disclosure of child sexual abuse. Data were collected from non-offending caregivers at two Child Advocacy Centers (n = 277; n = 109) in the United States. Caregivers completed the MSSQ and assessments of child age, caregiver-child relationship, and caregiver preferred language. Confirmatory factor analyses replicated the original two-factor structure, with the emotional support and blame/doubt subscales emerging as distinct factors. Multigroup confirmatory factor analyses showed measurement invariance across child age and caregiver-child relationship (mother vs. another caregiver). Evidence of partial invariance was found for caregiver preferred language. Comparisons of scores indicated caregiver support varied by child age and caregiver preferred language. Overall, findings suggest the MSSQ can be used to measure caregiver support across caregivers with children of different ages and both mothers and non-mothers, but caution should be practiced in interpreting mean-level differences between English- and Spanish-speaking caregivers. Abstract: Background: Over the past 15years, the use of cell phones has increased 8-fold in the United States. Cell phone use has been shown to increase crash risks for drivers, but no systematic analyses have described injuries related to ambulatory cell phone use. Objective: The purpose of this study is to describe and quantitate injuries and deaths among persons using cell phones while walking. Methods: We searched the National Electronic Injury Surveillance System (NEISS) for emergency department (ED) reports of injuries related to phone use. The cases that returned were screened initially using words that would eliminate cases unlikely to be related to cell phone use and walking, possibly linked to distraction. The resulting cases were randomized and evaluated for consistency with predetermined case definitions by two authors blinded to the dates of the incidents. Cases that were disagreed upon were evaluated in a second screening by both authors for final case determination. National ED visit rates were estimated based on NEISS sampling methods. Annual variations were analyzed using linear regression with a restricted maximum likelihood approach. Results: Our screening process identified 5,754 possible cases that occurred between 2000 and 2011, and 310 were agreed on as cases of cell-phone-induced distraction. The majority of the patients were female (68%) and 40years of age or younger (54%). The primary mechanism of injury was a fall (72%), and most patients were treated and released from the ED (85%). No patients died from their injuries while they were in the ED. Linear modeling by year revealed a statistically significant increase in distraction injury rates over the years of study (p<0.001 for trend). Conclusions: The number of ED visits by ambulatory persons injured while being distracted by cell phone use has been increasing. More research is needed to determine the risks associated with walking and talking on a cell phone and to develop strategies for intervention. Practical applications: Cell phone use continues to increase both at home and outdoor environments. The use of smart phones, with their more enticing features, increases the likelihood of distraction-induced injuries even more. Manufacturers should consider the addition of tools or applications on smart phones to remind users to remain alert to outside auditory stimuli that herald external hazards and to encourage them to not use these devices while engaged in other activities. This study tests the effects of balanced budget requirements on three measures of state expenditure using data on 48 states for the years 1950-2004. We find that the following rules are effective in constraining expenditures: (1) requiring that the governor submits a balanced budget; (2) placing controls on supplemental appropriations; and (3) prohibiting the carry-over of a deficit from one fiscal year or biennium into the next. The latter two rules exert larger individual effects than the first. All else equal, states can best improve their prospects of reigning in spending by instituting technical rules that govern budgetary outcomes, as opposed to political rules that dictate how the budget is assembled and approved. This paper employs panel estimators with data on the 50 American states for the years 1963 to 2006 to test the relationship between Unemployment Insurance ( UI) trust fund solvency and UI benefit generosity. We find that both average and maximum weekly UI benefit amounts, as ratios to the average weekly wage, are higher in states and in years with more highly solvent trust funds. This result holds after controlling for state-level unemployment rate, gross domestic product, population growth, legislative political ideology, partisan control of the executive and legislative branches, and gubernatorial election year across multiple specifications, including fixed-effects and dynamic panel estimators. We propose a theory of moderate coupling as the causal mechanism, whereby UI program benefits and financing are directly related but are not as tightly linked as in other social insurance programs, such as Medicaid. The findings have important policy implications for the funding of states' UI systems. As a consequence of moderate coupling, the countercyclicality of the UI program is dampened. ABSTRACT: Background The association between distraction caused by cell phone use while driving and driver/passenger fatalities has been documented, but the safety risks associated with headphone use by pedestrians remains unknown. Objective: To identify and describe pedestriane-vehicle crashes in which the pedestrian was using headphones. Methods: A retrospective case series was conducted by searching the National Electronic Injury Surveillance System, US Consumer Product Safety Commission, Google News Archives and Westlaw Campus Research databases for reports published between 2004 and 2011of pedestrian injuries or fatalities from crashes involving trains or motor vehicles. Cases involving headphones were extracted and summarised. The likelihood of headphone involvement was graded on a three-tier scale based on the information found in the article or report. Results: There were 116 reports of death or injury of pedestrians wearing headphones. The majority of victims were male (68%) and under the age of 30 (67%). The majority of vehicles involved in the crashes were trains (55%), and 89% of cases occurred in urban counties. 74% of case reports stated that the victim was wearing headphones at the time of the crash. Many cases (29%) mentioned that a warning was sounded before the crash.Conclusions The use of headphones with handheld devices may pose a safety risk to pedestrians, especially in environments with moving vehicles. Further research is needed to determine if and how headphone use compromises pedestrian safety. [ABSTRACT FROM AUTHOR]

Generally speaking, campaign-related contact motivates voters. One form of such contact not much explored in the voter mobilization literature is the petitioning for ballot initiatives that occurs with considerable frequency in about half the states and even more localities. Using newly-available data that allow us to match individual petition signers with their subsequent election behavior, we explore the role of having had a hand in a ballot measure's qualifying stage in propelling individual voters to the polls. Specifically, we perform multivariate analysis on a random sample of 1,000 registered Arkansas voters, 1,100 registered Florida voters, and all 71,119 registered voters in Gainesville, Florida to measure the influence of petition-signing in spurring voter turnout. We find marginal effects in the statewide samples, but substantial and significant turnout effects in the Gainesville municipal election-an off-cycle, low-profile election. Furthermore, the effect of petition-signing-across all of our samples-is strongest among irregular, as compared to habitual, voters. Economic theory suggests that it is optimal for governments to use precautionary saving as a countercyclical tool. However, the availability of surplus funds often triggers political pressure for tax cuts and spending increases. Mechanisms for alleviating that pressure include limiting the transparency of slack resources and limiting politicians' discretion to use slack resources for purposes other than stabilization. This article investigates the extent to which these two mechanisms are substitutes. In particular, the authors examine whether the widespread adoption of budget stabilization funds (BSFs) in the U.S. states over the past several decades has been accompanied by a decline in conservative revenue forecast bias. Using panel data from 47 states over a 22-year period, they find that the adoption of a BSF reduces revenue underestimation by approximately two-thirds; however, the size of the effect depends in part on how much a state saves in the BSF and the rules governing BSF deposits and withdrawals. Prostate cancer is one of the most prevalent cancers amongmen in the United States, second only to nonmelanomatous skin cancer. Since prostate-specific antigen (PSA) testing came into widespread use in the late 1980s, there has been a sharp increase in annual prostate cancer incidence. Cancer-specific mortality, though, is relatively low. The majority of these cancers will not progress to mortal disease, yetmostmen who are diagnosed opt for treatment as opposed to observation or active surveillance (AS). Thesemen are thus burdened with the morbidities associated with aggressive treatments, commonly incontinence and erectile dysfunction, without receiving a mortality benefit. It is therefore necessary to both continue investigating outcomes associated with AS and to develop less invasive techniques for those who desire treatment but without the significant potential for quality-of-life side effects seen with aggressive modalities. The goals of this paper are to discuss the problems of overdiagnosis and overtreatment since the advent of PSA screening as well as the potential for targeted focal therapy (TFT) to bridge the gap between AS and definitive therapies. Furthermore, patient selection criteria for TFT, costs, side effects, and brachytherapy template-guided three-dimensional mapping biopsies (3DMB) for tumor localization will also be explored. Do ballot measures affect congressional voting behavior? Examining the issues of gay marriage, campaign finance, and minimum wage, we test if the results of statewide ballot initiatives inform congressional roll call votes on legislation occupying the same issue space. Theoretically, we expect signals from ballot measures—which provide precise information about the preferences of a member’s voting constituency—reduce policy “shirking” by members. Our findings across the three issues indicate that ballot initiative outcomes alter the floor votes of members of the House, reducing legislative shirking, but we find that the educative effect of ballot measures is attenuated in the Senate due to institutional factors. Strong property tax growth and proactive policies--including having a substantial surplus of $5.3 billion (9% of revenues) at the beginning of the Great Recession--offset a severe contraction in income tax receipts and protected the city's budget so that it never contracted in absolute terms during or immediately following the Great Recession. Policymakers increased property and sales tax rates, utilized fund balances, cut agency budgets repeatedly, and reappropriated retiree health benefits in response to the fiscal challenges brought about by the Great Recession. Whether one attributes the city's position to compliance with a strong, state-mandated, balanced-budget rule or adept leadership, New York City certainly appears to be dealing effectively with the Great Recession's impact on its budget. However, city leaders have asked lower income residents to bear a substantial portion of the burden by favoring more regressive tax policies and by cutting the social service agency's budget substantially. With forecast budget gaps of $3 billion and $4 billion in FY2012 and FY2013, the long-term impact of the Great Recession on New York City's budget remains an open question. [ABSTRACT FROM AUTHOR]

Balanced budget requirements (BBRs) affect all aspects of financial operations. Previous studies relied on characterizations that highlight a constitutional-statutory distinction. Hou and Smith (Public Budgeting & Finance 26(3):22–45, ) instead propose a political-technical construct. This article uses probit estimation, six measures of balance, and long panels to test which framework offers more explanatory power. The findings suggest that BBRs matter to varying degrees. Technical requirements exert bigger effects than political ones, the effects are more obvious on narrower than broader measures of balance and in the later phases of the budget cycle, and the political-technical construct offers more explanatory power than the constitutional-statutory distinction. The U.S. is one of only a few democracies in the world never to hold a national referendum. Recent national surveys reveal that a majority of respondents approve of a national referendum both cross-nationally and in America is relatively stable. Building on previous work (), we find public opinion on a reform proposal is fluid and responsive to electoral politics, rather than stable as reported in earlier work. In this paper, we argue that contemporary support for a national referendum in the U.S. is contingent on whether a citizen is a short- or long-term “winner” or a “loser” when it comes to electoral politics. We expect that public support for a national referendum in the U.S., where legislation referred by Congress would be subject to a popular vote, may vary at the individual level because of short-term electoral fortunes as well as long-term structural conditions. Strategic voting as well as losing in candidate races and policy issues may be important, but so might be partisanship, with non-partisans the most likely to benefit from citizen law-making at the national level. Support for a national referendum might also be contingent upon state context, that is, upon use of direct democracy in the state where a person lives, as well as the population of a state. The results based on a natural experiment and 2008 panel survey data provide an important window into understanding public opinion on institutional change more broadly. [Copyright &y& Elsevier]

We argue that the rich information environment created by ballot measures makes some policy issues more salient, shaping voters’ positions on broad topics such as the importance of the economy. This in turn may affect candidate choice for national and statewide elected office. We theorize that the creation of state-specific issue publics may be the causal mechanism underlying this process. Using large-sample national survey data with robust samples from the 50 U.S. states, we test whether mass support for a specific policy—raising the minimum wage—is higher in states where the issue is on the ballot, whether being directly exposed to initiative campaigns elevates the importance of broad issues like the economy, and whether the economic-related ballot measures prime support for Democratic candidates. We find that exposure to minimum-wage ballot measure campaigns in 2006 modified support for the policy among partisan subsamples (with Democrats becoming more likely and Republicans less likely to support the measure), increased the saliency of the economy in general among these targeted populations, and primed support for Democratic candidates up and down the ballot. The present study examined latent class trajectories of posttraumatic stress disorder (PTSD) and associations between demographics, prior trauma, and reason for referral on class membership. Children ages 7–18 (n=201) were recruited for participation in the Navy Family Study following reports to the U.S. Navy's Family Advocacy Program (FAP). Initial interviews were conducted 2–6 weeks following FAP referral, with follow-ups conducted at 9–12, 18–24, and 36–40 months. Growth mixture modeling revealed two latent class trajectories: a resilient class and a persistent symptom class. Relative to youth in the resilient class, participants in the persistent symptom class were more likely to be older and to report exposure to a greater number of trauma experiences at Time 1. Political elites are generally reluctant to alter the status quo unless a change will benefit them. Scholars have found that institutions, and the rules governing them, tend to evolve in ways that maintain equilibrium, preserving the status of winners. Are voters—when presented the opportunity—more likely than elites to alter political institutions? Using survey data, the authors explore mass support in the American states for changing how legislative districts are drawn. They find evidence that representational losers at statewide and district levels are more likely to vote for reforms to create nonpartisan redistricting in ballot issue contests, while electoral winners oppose reform. They argue that ordinary voters—like elected officials—may exhibit a similar instrumental rationale, using a self-interested calculus when serving as policy makers for a day. Beyond theorizing about conditions under which the mass public might engage in strategic voting, the analysis has implications for practical election reform efforts in the American states. BACKGROUND: Climate models project that heat waves will increase in frequency and severity. Despite many studies of mortality from heat waves, few studies have examined morbidity. OBJECTIVES: In this study we investigated whether any age or race/ethnicity groups experienced increased hospitalizations and emergency department (ED) visits overall or for selected illnesses during the 2006 California heat wave. METHODS: We aggregated county-level hospitalizations and ED visits for all causes and for 10 cause groups into six geographic regions of California. We calculated excess morbidity and rate ratios (RRs) during the heat wave (15 July to 1 August 2006) and compared these data with those of a reference period (8--14 July and 12--22 August 2006). RESULTS: During the heat wave, 16,166 excess ED visits and 1,182 excess hospitalizations occurred statewide. ED visits for heat-related causes increased across the state [RR = 6.30; 95% confidence interval (CI), 5.67--7.01], especially in the Central Coast region, which includes San Francisco. Children (0--4 years of age) and the elderly (≥ 65 years of age) were at greatest risk. ED visits also showed significant increases for acute renal failure, cardiovascular diseases, diabetes, electrolyte imbalance, and nephritis. We observed significantly elevated RRs for hospitalizations for heat-related illnesses (RR = 10.15; 95% CI, 7.79--13.43), acute renal failure, electrolyte imbalance, and nephritis. CONCLUSIONS: The 2006 California heat wave had a substantial effect on morbidity, including regions with relatively modest temperatures. This suggests that population acclimatization and adaptive capacity influenced risk. Between 1898 and 1918, voters in 20 American states adopted constitutional amendments granting citizens the power of the initiative. The embrace of direct democracy by voters invites inquiry into why some state legislatures opted to delegate to citizens the power of the initiative, while others did not. Drawing on an original data set, this article uses Event History Analysis hazard models to explain the puzzle of why legislatures might devolve institutional power to citizens. Our longitudinal, macrolevel analysis of socioeconomic and political forces reveals that political considerations-interparty legislative competition, party organizational strength, and third parties-are the most powerful predictors of a legislature's decision to refer the initiative to the ballot. Although several of our findings comport with the conventional wisdom explaining the adoption of the initiative during the Progressive Era, others are surprising, offering us new theoretical insights into why and when legislative bodies might be willing to divest themselves of their institutional power. House congressional campaign committees (CCCs) have increasingly relied on incumbents for financial support during the past decade. To raise money for their party's CCC, incumbents can (a) contribute to the CCC through their own principal campaign committee and/or leadership PAC or (b) broker contributions from donors. The authors argue that direct incumbent contributions make available to the party campaign committee broader contribution networks than do brokered incumbent contributions. One observable implication of this thesis is that ties to D.C. lobbyists should be a more powerful predictor of brokered than of direct contributions to the CCCs. Comparing Federal Election Commission data on direct member contributions to the National Republican Congressional Committee (NRCC) with unique data on member ticket sales to the 2005 NRCC March Gala, the authors find strong support for this expectation. This article focuses on the growth of the Hispanic population and the utilization of Spanish/English language in the U.S. It compares the bilingual structures of sentences which shows codeswitching between Spanish and English. It discusses the grammatical convergence of Spanish and English with comparisons of social backgrounds of speakers that produces the sentences. The convergence shows the use of all Spanish morphemes with grammatical influence of English. On the other hand, codeswitching is more frequent than convergence among children who interact frequently with other Spanish-speaking children.

Studies of state fiscal and budgetary policies often use balanced budget requirements (BBRs) as explanatory variables. While current measures laid the crucial groundwork for a basic understanding of state BBRs, their lack of comprehensiveness threatens the validity of empirical work. Based on comprehensive legal research, this article offers a framework for analyzing state requirements: each state's BBRs form a coherent system for achieving budget balance through budget cycles; a fully developed BBR system offers a three-line construct against imbalance; and the more complete, developed, and explicit a BBR system is, the more stringent it will be in achieving budgetary balance. The article offers insights on the pledge of U.S. President George W. Bush administration to bring and spread democracy in the Middle East. The author argues that it is hypocritical for the Bush administration to speak of bringing democracy and the rule of law in the Middle East when they themselves ignore the laws passed by the Congress and secretly displace the division of powers delineated in the U.S. Constitution. He added that democracy might succeed in the Middle East on its own term and its own pace if the right of its people to choose, will include the precondition that enough balanced information is readily available, which they can use to make informed choices.

Direct democracy is currently flourishing in the American states. The mechanisms of direct democracy, specifically the initiative, affect issues of representation in two fundamental ways. In reviewing the scholarly literature on direct democracy, we first highlight the instrumental outcomes of ballot propositions and how they directly or indirectly shape governance and public policy. We then examine the spillover or educative effects ballot measures have on the broader electoral landscape and political processes. We suggest the educative effects of the process on civic engagement, political participation, interest groups and political parties may prove to be equally, or more, important than any policy resulting from its instrumental use.
